With the support of the Gates and Packard Foundations, Abt Associates Inc. is implementing the five years project in urban areas of Bihar and UP (November 2013-October 2018).The aim of the project is to expand contraceptive choices for women in Bihar and UP. The four key strategies of the project are as follows:
a) Increase access to an expanded basket of contraceptives, including DMPA, through increased service delivery points, quality product supply, and solutions for price barriers 
b) Increase demand for and satisfied use of modern FP methods including DMPA through interpersonal, media and telephone based behavior change communication 
c) Pilot interventions to increase access to DMPA in rural areas leveraging existing platforms 
d) Support advocacy efforts by providing evidence on uptake and satisfied use of DMPA 

Project geographies include 70 (of the 687) towns in UP and 38 (of the 131) towns in Bihar, thereby serving 65 percent and 70 percent of the total unmet need for FP in urban areas of UP and Bihar respectively.

Essential Job Responsibilities:

The Deputy Director, CBQA will be a senior member of the CBQA team for the project implemented by Abt Associates India Pvt. Ltd. S/he will report to the Director,CBQA and will:
• Assist Director,CBQA in designing and implementing capacity building, training, and quality assurance packages for expanding contraceptive choices for networked private providers
• Assist Director,CBQA for development, test and scale innovative ways of building capacity and ensuring quality of FP services provided by networked providers
• Assist Director,CBQA for development and implementation of quality improvement tools and systems related to FP service provision for private providers and advocate for an expanded basket of contraceptives 
• Assist Director,CBQA in development, collation and dissemination of technical materials and documents on family planning methods and quality of family planning services
• Provide technical inputs for development of communication material for the project and review/ modify it to ensure its technical correctness and appropriateness. 
• Provided technical guidance to communication activities 
• Ensure compliance with quality standards among all networked providers in the assigned state
• Ensure efficient, coordinated project operations within the state; and liaison with state-level partners
• Take the lead in capacity building of program staff in the state on family planning methods, contraceptive technology ,counseling skills and other relevant areas.
• Assist Director,CBQA in advocacy efforts in the state

Skills/Knowledge/Qualifications Required: 

• Medical Graduation (minimum) 
• Minimum 5 years of experience in a related professional space, especially in the areas of public health
• Experience in building capacity, developing & implementing quality improvements tools and systems for FP services including DMPA for private providers 
• Understanding of behavior change communication and experience of providing technical assistance in material development and training of outreach workers and other program staff on family planning methods and counseling skills
• Excellent presentation and writing skills
• Excellent communication skills
