Programme Officer (consultant) for Coordination and monitoring of CSOs working on MGNREGA in Bihar 

The Poorest Areas Civil Society Programme (PACS) is an initiative of the UK Government’s Department for International Development (DFID), to work with civil society in India, to help socially excluded groups claim their rights and entitlements more effectively. PACS covers 90 districts in seven states- Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Uttar Pradesh and West Bengal.
 
The 7-year programme (2009-2016) supports civil society organisations (CSOs) promoting inclusive policies, programmes and institutions at local, district and state levels. PACS targets socially excluded groups: scheduled castes (SCs), scheduled tribes (STs), Muslim minorities, women, girls and people with disability (PwD). PACS is keen to engage a full-time consultant who can coordinate with the Civil Society Organisations and monitor their interventions on the theme of MGNREGA, implemented under the PACS project in Bihar.

The requisite qualification/ experience is:
1.     Post-graduate degree with substantial knowledge and experience (at least 4-5 years) in management of development work.
2.     Prior working experience in the state will be an advantage.
3.     Sound understanding and prior experience of working on MGNREGA.
4.     Sound understanding of civil society action on MGNREGA especially on collaborative and joint initiatives with the government at various levels.
5.     Excellent documentation and analytical skills and ability to interpret data for effective management of the programme
6.     Good inter-personal skills, and strong communication in Hindi and English (verbal and written), are essential. Knowledge of local language will be an advantage.
