I.
BACKGROUND:
UNICEF West Bengal set up the CSR Hub in
December 2011 in partnership with Confederation of Indian Industry. The overall
goal of the CSR Hub is to jointly strengthen private sector involvement in
social development, with particular focus on children and women, through a
rights-based approach. With increasing focus on corporate engagement at the
global and national levels, UNICEF is committed to working closely with
multi-national corporations, national companies and small- to medium-sized
businesses to identify, design and implement alliances that leverage the
strengths of the corporate sector on behalf of the world's children. By working
together, companies help to support UNICEF’s programmes and emergency relief
efforts as well as advance awareness campaigns on issues vital to children.
UNICEF West Bengal would like to engage a
senior consultant who will implement, monitor and advocate with the private
sector on Child Rights. The objectives include:
•
To raise consciousness among the corporate sector of critical socio-economic
issues regarding children and youth in West Bengal, particularly malnutrition,
open defecation and adolescents
•
Provide technical support to the CSR Hub in Kolkata to develop proposals,
implement PPP models and organise knowledge seminars in collaboration with
corporates
•
To provide support to achieve CSR objectives of companies in West Bengal based
on shared agenda, mutual respect and a leveraging of each organization’s
respective strengths.
II.
OBJECTIVES:
Key decision
makers and influencers are able to use information and knowledge to inform
programmes, policies, planning and budgets with a child rights focus
Strengthen
CII-UNICEF partnership to promote PPP models on for addressing neonatal
mortality and stunting, and education at the state and district levels
III.
MAJOR TASKS
Undertake
Rapid Facility Surveys with documentary evidence of situation in Purulia
moderate and severe malnutrition and develop a project proposal based on
the same. Finalize the survey instrument, undertake the RFS and based on
results develop a project proposal:
1. Undertake
Fundraising for ICDS project, Adolescent and Life skills projects and for WASH
project.
2. Undertake
monitoring and evaluation of all model centers
3. Undertake
training of consultants in reporting (nutrition & education) at ICDS
centers
4. ICDS
Centers in Durgapur/Burnpur: Undertake Rapid Facility Surveys of 40
centers
5. SABLA:
Undertake feasibility area survey of potential adolescents in Sabla Programs
willing to participate in lifeskills/employability IT program
6. Undertake
monitoring and progress of life skills and employability program. Ensure
linkages with employers.
7. Organize
two knowledge seminars with eminent speaker/s in the field of social
development
8. CSR
: Undertake reporting of CSR Hub Activities
9. Undertake
Rapid Facility Surveys with documentary evidence of situation in Purulia

DELIVERABLES:
1. Develop
individual fundraising packages for donors and for the CSR Committee of CII and
make presentation to donors and three project proposals
2. Quarterly
M&E reports of ICDS Centers
3. Consultants
trained to document and analyse nutrition and education data. Quaterly reports
to be presented to the donors on progress at Centers
4. Finalize
the survey instrument, undertake the RFS and based on results recommend centers
to be adopted
5. Develop
feasibility survey. Undertake survey with results in targeted area.
6. Quarterly
reports on Life skills and employment center
7. One
knowledge seminar
8. Quarterly
reports on SCR Hub Activities

VI.
QUALIFICATIONS & EXPERIENCE REQUIRED:
1. A
high level professional who has proven track record of developing partnerships
and fundraising or corporate engagement strategies on development issues on a
turnkey basis.
2. Advanced
University degree in Social Sciences preferably a PhD
3. Knowledge
of Bengali, Hindi and English
4. At
least 7-10 years of experience of working on UNICEF issues at state/national or
international contexts will be an added advantage.

The selection will be on the basis of technical evaluation & financial
proposal in the ratio of 70:30. The technical criteria for evaluation is
as follows:
OVERALL RESPONSE - 10 points
· Understanding
of scope, objectives and completeness of response;
· Overall
concord between UNICEF requirements and the proposal.
METHODOLOGY - 40 points
· Quality
of the proposed approach and methodology for tasks outlined in TOR;
· Quality
of proposed implementation plan, i.e how the bidder will undertake each task,
and time-schedules;
· Risk
assessment - recognition of the risks/peripheral problems and methods to
prevent and manage risks/peripheral problems.
TECHNICAL KNOWLEDGE AND CAPACITY - 20
points
· Relevant
experience, qualifications,
· Demonstrated skills
& competencies in CSR; Professional expertise, knowledge and experience
with similar projects, contracts, clients and consulting assignments in
national and international levels

Only short-listed candidates will be called for written test/interview (if
applicable).
(6)
The financial proposals of only those candidates, who are found technically
responsive, will be opened.
(7)
Any attempt to unduly influence UNICEF’s selection process will lead to
automatic disqualification of the applicant.
(8)
Joint applications of two or more individuals are not accepted.
(9)
