Project Background


The confluence of four key factors creates a pivotal opportunity to accelerate progress toward achieving the government of Bihar’s (GoB) 2017 targets for reductions in rates of mortality, fertility and malnutrition, and increases in immunization coverage.

These factors include:

a) Consistent political support from GoB to improve the health of women and children, exemplified most recently by the launch of the Human Development Mission (Manav Vikas Mission) under the chairmanship of Chief Minister in the state;
b) Recent launch of the government of India’s (GoI) RMNCH+A strategy;
c) Success of the Ananya program in identifying strategies and developing solutions that support these goals; and
d) Recognition by the Health Department and Social Welfare (ICDS) Department of the value of the work of Ananya and other development partners in Bihar.

To capitalize on this opportunity, CARE will lead the establishment of a Technical Support Unit (TSU) constituted with major development partners[1] (DFID/BTAST, UNICEF, UNFPA, NIPI and WHO/NPSP), that will closely work with and support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition.

The proposed TSU will provide catalytic support to the two departments to refine policies, systems and processes, transform capabilities and behaviours, and build ownership to unlock the potential of both public and private sector providers to effectively implement solutions.

The work of the TSU will focus on effective technical interventions in maternal and child health, family planning and nutrition. Key drivers of change will include the transfer of skills and building ownership of approaches and solutions by Health and Social Welfare (ICDS) Departments.

Job Summary

The Deputy Director MLE, under the supervision of the Director MLE will provide operational direction and guidance to the CML Cell comprising of, State MLE Managers, Data Based Management Specialist, Social Acc Specialist, Regional MLE Specialists, Consultant Resource Pool and District and Block MLE Consultants. In addition the cell will be supported by data analysts at all level. S/He will support DoH, SHS and SWD to implement nimble data driven management at all levels.

The Deputy Director MLE will provide support to set up the CML cell and support DoH, SHS and SWD to implement nimble data driven management at all levels.

The Deputy Director MLE is a key member of the Senior Management Team, responsible for providing overall operational leadership to the CML cell.

Contract/Key Relationships: Will be closely working with State Program Officer- SHS, ICDS and State Program Manager – PPS Cell.

Authority: Regional MLE Specialist will be directly reporting to Deputy Director MLE

Key Responsibilities

People Leadership and Management

• To effectively line manage the team of direct reportees and ensure capacity building activities
• To mentor and coach direct reports and help develop their career paths with suitable organizational succession plans.
• To effectively motivate team members for promoting their urge to constantly innovate new strategies and approaches for implementation of MLE activities with increasing efficiency and effectiveness.
• Periodically reviews program progress and interim results to ensure alignment with the overall CARE’s Strategic Programming Framework.

Operational Leadership and Management

• Support Director MLE develop dashboards of key performance indicators and outcomes;
• Support Director MLE in designing, developing and refining a dynamic CML system, which could be transferred to the GoB.
• Develop monitoring and evaluation framework including tools for the programme.
• Support Director MLE in developing scientific learning framework to generate learning from TSU to feed into the program strategy and for dissemination to various audiences nationally and globally
• Implement independent, periodic collection of high-quality data (e.g., household surveys using LQAS methods);
• Develop audit and feedback systems to share and compare performance between sub-centres/blocks/districts;
• Support the departments in data use and promote decision based on evidences.
• Support review at regular meetings at block/district/state levels.
• Work towards linking outputs with the activities performed and its eventual links with the enhanced capacity of the government departments.
• Support Director MLE to lead and develop learning, documentation and dissemination strategy
• Support Director MLE in preparation and publication of papers in scientific and peer-reviewed national and international journals
• Undertake specific development of presentations, films and other documentation materials for various groups of stakeholders.
• Support in presentation of achievement and learning of the program in various conferences, meetings and other relevant forums.
• Ensure effective presentation of CARE’s innovations and negotiate for CARE’s appropriate positioning among other partners and stakeholders in the related field
• Support the Director MLE in developing knowledge management, impact monitoring and learning strategy of the overall organization.
• To coordinate with different relevant state officials along with Director MLE and other members of senior management team.
• To Support Director MLE in coordinating and establishing effective operational relationship with the Donor by ensuring timely reporting and strategic communication.
• To coordinate with academicians and other development / research partners working on similar issues in order to update the project team and CARE India team on new research results and technical findings,
• Support regular review of budgets to ensure full compliance with respect to donor grants and conditions in MLE-related initiatives and actions.
• Support Director MLE in development of annual work plans, budgets and financial reports.
• Periodically reviews program progress and interim results to ensure alignment with organizational GED framework.

Qualification & Experience

Essential:

i. Masters Degree in Social Work / Public Health / Social Sciences / Statistics/ Management
ii. Over 8 years of progressively responsible professional experience in Public Health program management, including at least 5 years experience in Monitoring and Evaluation.
iii. Demonstrated experience in designing and executing large-program MIS and research studies in Public Health
iv. Demonstrated experience and knowledge of Public Health programs and policies in India
v. Demonstrated expertise in strategic program planning and implementation
vi. Demonstrated expertise in complex research designs

Preferred:

i. Systems analysis experience
ii. Hands-on knowledge of applied statistics
iii. Management of large MLE budgets

Skills & Competencies

i. Deep understanding of large-program data needs
ii. Breadth and depth of understanding of data handling and analysis technologies
iii. Proven ability to lead, strategize, conceptualize, design, develop, implement and continuously improvise a robust Management Information System
iv. Proven ability to efficiently manage large volumes of data and channelize its analysis towards scaling up program interventions
v. Ability to innovate, plan, write and execute ideas, as well as impart knowledge and skills
vi. Demonstrated ability to objectively analyze data and has an eye for detail
vii. Demonstrated ability to present complex data into simple understandable information for diverse audience
viii. Ability to travel extensively
ix. Excellent interpersonal, communication (both written and verbal) and presentation skills
x. Demonstrated ability and experience to efficiently manage a team of Senior Professionals
xi. Ability to function effectively as a team member
xii. Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work
xiii. Fluency in English is essential. Knowledge of Hindi an asset.
xiv. High level of people management skills
