Services Limited (PDCSL) has
been engaged by an UN Agency to
provide technical, financial and human resource support to various programmes
and operation in Assam & other North-East States. PDCSL invites
applications from qualified candidates for the position (One Position) of District Coordinator (Planning and
Monitoring) for Dibrugrah, Assam. The
overall objective of the Consultancy is to provide technical support to the
Dibrugarh District Administration and the District Planning Committee (DPC) for
the effective monitoring of flagship schemes and updating of the District Plans
to make these more child-centered.
The specific objectives will be to:
• Improve
the monitoring system within (selected) line Departments implementing the
flagship schemes at the district level
• Provide
technical support to the selected district officials to take more informed
programme decisions.
• Identify
institutional and organisational constraints to programme implementation that
may have an adverse impact on the poor and other vulnerable groups and
recommend changes;
• Keep
the stakeholder(s) informed about the progress in achieving key development objectives
as well the constraints along with MDG targets in the districts.
• Network
with NGOs and key research/ academic institutions engaged in similar activities
in the district
Major Tasks to be accomplished:
The District
Coordinator will focus on three key issues, which include (i) data management,
(ii) strengthening district planning processes, and (iii) strengthening PRIs.
The detailed tasks against each of these focus areas are outlined as follows:
Data Management
• Compile and analyze inter and intra district data and further prepare analytical reports indicating the reasons of poor or good performance for the district under various flagship schemes.
• Analyze the data collected under the flagship programmes and report to the Deputy Commissioner for decision making
• Demonstrate the utility of Devinfo in the District.
• Maintain a data bank on key scheme indicators, NGOs working in the District, SHGs under SGSY and NRLM, Village Volunteers, excluded groups, hard to reach areas, village facilities etc.
• Utilize the data and further reflect the same in the District plan of Dibrugardh.
District Planning Process
• Maintain the circulars, guidelines and letters issued by district administration on planning process in the district.
• Prove support in making district level budget analysis of the flagship programmes.
• Facilitate in completion of data entry under Decentralized District Planning for the district and link the demand with schemes, in partnership with the Zilla Parishad
Working with PRIs
• Work closely with the DPC, under the overall supervision of Deputy Commissioner on effective implementation of flagship programmes in the districts.
• Maintain the data bank of PRIs in the district.
• Follow up with partners, including NGOs on panchayat-level capacity-building of statutorycommittees, viz. VHNSCs, SMCs, etc. including awareness-generation interventions, to ensure that the activities are rolled out as per the plan of action.
Other
• Work closely with the different stakeholders to increase Birth Registration in the district.
• Coordinate and facilitate documentation of success stories/ best practices.
• Work closely with the responsible Officer and NGOs for NRLM at the district level.
• Any other responsibility, as asked by the Deputy Commissioner, Dibrugarh
C. Qualification
and Experience, Knowledge and skill
1. Post
Graduate degree in Social Science, Political Science, Public Administration,
Statistics or similar discipline
2. Knowledge
of MIS
3. Ability
to analyze and interpret development data using appropriate software
4. Familiar
with children and women’s issues; particularly of socially excluded communities
of Assam
5. Excellent
oral and written communication skills in English and Assamese are must;
Knowledge of Hindi will be an asset
6. Report
writing and documentation skills.
