Since 2009, one of The Union’s largest offices, USEA manages Project Axshya, a Global Fund Round 9 project designed to extend the reach of India’s Revised National TB Control Programme through advocacy, communication and social mobilisation activities in 300 districts across 21 states. Other key projects range from support sub-national tobacco control campaigns in India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use to Project LIGHT, which brought fluorescent LED microscopes to 200 medical colleges across India. USEA also coordinates training to build capacity in the management of TB and MDR-TB, operational research, programme management and other skills. The USEA employs 93 local staff and consultants.

The Position
Overall Role:
Reporting to the Interim Executive Director and in close collaboration with Union staff in the region, the Regional Director of The Union South-East Asia office shall provide leadership, management of all Union programme activities of The Union South-East office, as well as oversee the development, funding and implementation of the strategy in the region. The USEA employs 93 local staff and consultants.
Main Responsibilities:
Leadership and Strategy
Lead the
strategic development of The Union’s programmes in the region.
Provide
overall leadership to The Union South-East Asia office in the development and
implementation of public health programmes.
Participate
in the development of the advocacy strategy of The Union South-East Office and
act as its lead advocate on all policy issues.
Manage and
develop the regional office and staff consistent with the strategic goals of
The Union.
Represent The
Union South-East Asia Office in its relationships with the media, community
organisations, suppliers, competitors, professional organisations and similar
groups.
Act as the
lead spokesperson for The Union South-East Asia Office activities and ensure
timely implementation and the smooth operation of all the regional programme
activities.
Liaise and
maintain close and effective strong working relationships with national and
international organisations, including the World Health Organization, national
institutes of health, national TB and HIV associations, educational
institutions, funding agencies, foundations, and ministries of health, etc.
Devise and
implement a strategy of high-level communication and collaboration with key
stakeholders, including government and NGO sectors.
Provide
information, advice, and counsel to the Interim Executive Director and the
Scientific Director in the creation of policies, programmes, and strategic
direction of The Union South-East Asia Office.
Protect The
Union South-East Asia Office’s legal interests and maintain its operations
within the law.
Ensure that
procedures meet contractual and regulatory obligations.
Programme Development/Fundraising
Lead the
development and annual plans and budgets for the programmes in the South-East
Asia region in close collaboration with the partners and donors, and ensure
that all plans are complementary to and synergistic with plans to be carried
out through other funding resources.
Oversee field
sites in the fulfillment of their duties according to programme design.
Identify and
develop opportunities for programme growth, including resource development.
Develop and
implement a funding strategy for all Union public health programmes in the
South-East Asia region.
Liaise with
donors regarding current activities and future funding opportunities.
Liaise with
other technical departments of The Union in developing grant proposals for all
public health programmes of The Union.
Finance and Human Resources Management
Responsible
for the financial management of The Union South-East Asia Office, including the
development and implementation of the annual budget. Provide for the
appropriate control and accountability of all funds, physical assets and other
property.
Guide and
provide expert advice on The Union’s grant programme in the region, actively
identifying potential grantees in priority areas and providing advice and
inputs to the grants review committee in its decision-making,
Provides for

Identify,
recruit and supervise Union staff and consultants in the region according to
identified needs and priorities, and in line with program growth. Foster a
culture that rewards both individual and group achievement among professional
staff, consultants, and support personnel.
Create a
shared vision among the staff of The Union South-East Office of The Union’s
programme’s aims and role in achieving these.
Other
Prepare
written reports as required by the Interim Executive Director and the
Scientific Director.
Perform any
other relevant duties as assigned by the Interim Executive Director and the
Scientific Director.
Qualifications:
Minimum 10
years’ professional experience in TB, HIV, Tobacco Control or public health
programme management, preferably a medical doctor with a post graduate degree
in public health or other relevant degree
Proven
capabilities in leadership, management and programme development at national
level.
Strategic
planning skills with sound analytical ability and good judgment.
Highly
developed theoretical and practical knowledge of a wide range of work
procedures and practices of technical/scientific programmes.
Strong
negotiation and advocacy skills to interact with people at all levels in a
multicultural and multi-disciplinary environment.
Comprehensive
knowledge and experience working with donor and technical agencies such as, but
not limited to USAID, Global Fund to Fight AIDS, Tuberculosis and Malaria
(GFATM), and the World Health Organization, as well as with host-country
governments.
Significant
experience in programme sustainability and capacity building, project
monitoring and evaluation.
Proven expertise
in finance, budgets and auditing.
Experience in
resource-limited countries, mainly acquired in South-East Asia and the Pacific.
Ability to
relate to and motivate staff effectively.
Fluency in
written and spoken English. Ability to speak a local language a strong
advantage.
Willingness
and ability to travel throughout India and outside the country if necessary.
