The International Training and Education Center for Health (I-TECH)
is collaboration between the University of Washington and the University of California, San Francisco.
I-TECH is a program of the University of Washington's Department of Global Health and works throughout Africa, Asia, and the Caribbean. I-TECH's 700 worldwide staff and consultants work in partnership with local ministries of health, universities, non-governmental organizations (NGOs), medical facilities, and other organizations to support the development of a skilled health work force and well-organized national health delivery systems. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; and prevention, care, and treatment of infectious diseases.

Context Description: I-TECH works closely with the Department of AIDS Control (DAC) to support the development of HIV/AIDS care and treatment programs in India.

Consultancy Description:  I-TECH seeks a Monitoring and Evaluation Specialist to work with the I-TECH team based in Delhi.

The Monitoring and Evaluation Specialist will add to I-TECH’s capacity and expertise in the areas of monitoring of project level results, program implementation, evaluation and research. Under the direction of I-TECH India program coordinator, the Monitoring and Evaluation Specialist will work with program staff to support the implementation of I-TECH India M&E initiatives leading toward organizational program effectiveness and funder compliance.

The Monitoring and Evaluation Specialist will be responsible for the daily implementation of evaluation activities including work planning, tracking progress towards objectives, development of data collection instruments and sampling strategies, on-site research and data collection, facilitating use of data, writing/editing required reports, developing/conducting presentations of findings, and liaising with stakeholders on technical matters.

S/he will provide technical support for protocol writing, data collection and analysis, and use of evaluation tools and processes. The specialist will therefore have substantial technical expertise in implementation science encompassing health project monitoring and evaluation including outcome evaluations, health informatics and biostatistics, M&E systems, research methodology, statistical analysis and epidemiological methods.

This is a consultancy, based in Delhi, India, starting May 2014. Extension possible pending successful performance and funding availability.

Responsibilities:

Program assessments and evaluations and special studies


•    Assist with the development of proposals, protocols and instruments for selected assessments and evaluations as assigned through the work plan.
•    Manage the implementation of selected assessments and evaluations as per the work plan.
•    Work with program coordinator and medical advisors to develop abstracts for presentation to local and international forums

Data collection, Entry and Analysis

•    Develop data collection tools and participate in occasional data collection visits for evaluations and assessments as directed by program coordinator. In particular provide mentoring to program colleagues on data collection methodologies during these trips.
•    Conduct data analysis of qualitative and quantitative data collected from I-TECH programs

Report writing 

•    Write reports and presentations to document good practice, challenges and lessons learnt from I-TECH programs

Capacity Building and Training

•    Provide support to medical advisors and program support staff in integrating and strengthening the monitoring and evaluation components in program portfolio
•    Ensure program staff are using data collected to make informed and timely decisions related to program implementation
•    Work with government stakeholders to facilitate completion of operations research projects aimed at improving program effectiveness. 

Other duties as assigned

Required Qualifications:

•    Master’s degree in public health, statistics, international development, research or related field
•    At least 4 years’ experience in Monitoring and Evaluation of health care programs
•    Extensive experience with evaluation or research design, data collection and analysis.
•    Clinical experience or experience with ART program monitoring, evaluation, and research  preferred
•    Possess strong computer skills including Word, Excel and PowerPoint
•    Knowledge and usage experience of statistical software such as SPSS, Atlas and STATA.
•    Excellent problem-solving, decision-making, organizational and communication skills, with ability to prioritize multiple tasks and work effectively in a demanding environment.
•    Experience working in a public health program in a low resource setting.
•    Excellent written and oral skills in English
•    Must be prepared to travel extensively within India
