State Coordinator
(Based in Bihar)
Introduction:
The
India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings
together committed organisations and communities to support sustained responses
to HIV in India. Complementing the Indian national programme, we work through
capacity building, knowledge sharing, technical support and advocacy. Through
our network of partners, we support the delivery of effective, innovative,
community-based HIV programmes to key populations affected by the epidemic.
Alliance
India works through NGO and CBO partners to support efforts that have a
sustainable impact on HIV. We place communities at the center and work to
ensure that vulnerable and marginalised people are meaningfully involved in all
aspects of our response, including sex workers, men who have sex with men
(MSM), transgenders, injecting drug users (IDUs) and people living with HIV.
Our programming and policy efforts are driven by evidence of what works;
quality and accountability are core priorities in our interventions, technical
support and grant management.
Alliance India in consortium with four other
organizations implements the five-year Global Fund-supported Pehchān program in
17 Indian states to build the capacity of 200 CBOs to serve as effective HIV
prevention partners with the National AIDS Control Programme and reach 453,750
MSM, transgenders and hijras using a community-driven and rights-based
approach. The North Region Project
Office will manage implementation in four northern states: Delhi, Uttar
Pradesh, Bihar and Punjab.
Summary of
responsibilities:
The State Coordinator will be based in
Patna, Bihar. S/he will be in charge of
the programme activities in Bihar and responsible for the achievement of
programme deliverables within the timeline. The State Coordinator will work
closely with the Compliance Coordinator, for the effective delivery of the
programme activities. The State
Coordinator will report to the Programme Manager of Pehchān North Region
Project Office based in Delhi.
Key
Responsibilities:
§
Ensuring
high level of quality in the programme deliverables; simultaneously ensuring
the achievement of target of the Sub Sub Recipients (SSRs) in the state.
§
Contribute
to the development and implementation of appropriate strategies for Pehchān
Project in the state.
§
Support
the implementation of project plan strategies and budgets (including that of
the partner CBOs).
§
Support
assessment processes within Sub Recipients (SRs) and partner CBOs and in
coordination with the Programme Manager ensure that organizational development
and capacity building plans of partner CBOs are carried out in a timely manner.
§
Monitor,
review and evaluate the progress and impact of capacity building programmes.
§
Assist
in managing any relevant external technical support that may be required for
the project and partner CBOs.
§
Liaise
with partner CBOs in preparing and submitting programme and other reports on a
timely basis, as required, for internal and external use.
§
Provide
timely feedback on project reports and other documents relating to partner
CBOs.
§
Support
other project team members in the compilation of information about Pehchān
project, including workshop reports, quarterly and annual reports and review
and planning documents.
§
Support
the Training Officer and Advocacy officer in training and advocacy programmes
for partner CBOs.
§
To
provide hand-holding visits to the SSRs and provide on job trainings to ensure
the effective implementation of the programme.
§
To
ensure the synergy between TI and TI Plus in the state.
§
To
ensure the data sharing and synergy of data between Pehchān and SACS data.
§
To
develop appropriate external relationships to foster greater understanding and
support for the Pehchān programme.
§
Establish,
maintain and strengthen effective relationships between SR, STU and their lead
partners.
§
In
collaboration with the Programme Manager (SR), support programme evaluations
strategies and data analysis to provide feedback for programme planning and
design.
§
Liaison
with SACS/TSU/DAPCU & STRC and other stakeholders in coordination and data
sharing.
Essential
requirements:
§ Degree in social sciences, health or
development field (or equivalent) or a Bachelor’s degree with at least 3 to 4
years of progressively responsible management experience in the health,
development or other relevant sector.
§ At least 2 years working experience
in HIV prevention programmes, including experience in working with MSM/TG/Hijra
populations.
§ Demonstrated knowledge and
understanding of project management at State level.
§ Knowledge and understanding of
development issues and the HIV epidemic(s) in India, particularly in relation
to MSM/TG/Hijra populations and other vulnerable populations.
§ Excellent analytical, writing and
verbal communication skills.
§ Ability to work effectively in teams
as well as independently.
§ Ability and willingness to undertake
extensive travel; primarily within Bihar.
§ Fluent in English, Hindi.
The position requires a strong commitment to
HIV/AIDS and sexual and reproductive health and NGO activities in India, and a
strong interest in and understanding the relevant issues.

Compensation package will commensurate with qualification and experience
