Overview:
The USAID | DELIVER PROJECT, through its subcontractor John Snow India Private, LTD, is seeking to fill a Public Health Supply Chain Advisor, to be located in Shimla, Himachal Pradesh.

The USAID | DELIVER PROJECT (the Project), a U.S. Agency for International Development (USAID)-funded project, improves supply chain systems for wide range of health commodities, including contraceptives and condoms, essential medicines, and select commodities for HIV/AIDS, maternal and child health, malaria and other infectious diseases. Implemented by John Snow Inc. via its subcontractor John Snow India Private, LTD (JSIPL), the Project designs, strengthens, and, upon request, operates safe, sustainable, and reliable supply chain systems that provide a range of affordable, quality essential health commodities, including pharmaceuticals, diagnostics, and supplies, to clients in country programs.

In India, on behalf of the Ministry of Health and Family Welfare (MOHFW), the Project provides technical assistance in support of the supply chain for Reproductive, Maternal, Newborn, Child Health + Adolescent (RMNCH+A) commodities as part of ongoing support to the implementation of the RMNCH+A strategy. These supplies are managed by the National Health Mission (NHM) and Department of AIDS Control (DAC) at national level and through their respective State institutions—State Health Mission and State AIDS Control Societies (SACS). The Project also supports the supply chains for other essential medicine program areas, HIV/AIDS, and other health commodities as required.

Responsibilities:

The Public Health Supply Chain Advisor will be responsible for supporting USAID | DELIVER PROJECT’s day-to-day work supporting the RMNCH+A commodity supply chain in Himachal Pradesh, in collaboration with Project supply chain technical advisers based in New Delhi. The advisor will provide technical assistance focused on ensuring commodity security and continuous operation of State service delivery points . The advisor will work closely with the State Ministry of Health and Family Welfare (MOHFW) and the National Health Mission as well as other stakeholders such as National Informatics Center and USAID’s MCHIP Project. She/he will provide technical guidance and advice for JSI/India work in public health commodity supply chain. The Public Health Supply Chain Advisor will report to a manager in New Delhi.

Specific Tasks include:


1. Help implement workplan activities for USAID | DELIVER PROJECT in support of strengthening RMNCH+A commodity supply chains in Himachal Pradesh in collaboration with State MOH, JSIPL staff, international consultants and other partners.
2. Provide technical input in developing and/or expanding adherence to Standard Operating Procedures (SOPs) for routine procurement and supply chain management activities for RMNCH+A commodities.
3. Work with State level stakeholders and counterparts to document and expand the capacity of existing supply chain structures, processes, and systems that support efficient operations for various supply chain functions, such as: forecasting, procurement, warehousing and transportation, ordering/re-ordering, inventory management, etc.
4. Use and maintain other computerized databases, as necessary, for the purposes of determining stock status and re-supplying facilities according to prescribed levels and developing pipeline database analysis and monitoring of supply levels.
5. Provide technical support for quantification and procurement planning for RMNCH+A commodities in collaboration with program stakeholders and partners.
6. Facilitate the design and implementation of supply chain performance monitoring, including the routine collection and analysis of system data and the presentation of key results and process performance to stakeholders.
7. Provide technical input in developing training curricula and in training appropriate State, district, and warehouse and health service delivery point personnel in implementing and monitoring adherence to supply chain SOPs.
8. Provide technical support for strengthening supportive supervision by State level teams as appropriate.
9. Support the establishment of routine coordination mechanisms between key stakeholders to facilitate information sharing and to monitor and assure the availability of RMNCH+A commodities in public sector health facilities in Himachal Pradesh.
10. When required, assist in the design and implementation of any operations research studies that may be required by the State government to support the continuous improvement of supply chain management performance for public health commodities in the state.
11. Collaborate with other JSI project personnel to harmonize health sector supply chains.
12. Work closely with the Project staff in New Delhi and other USAID priority states to manage relationships with key stakeholders and to assure strong, routine communications with the National Health Mission, the MOHFW, USAID, UNICEF, WHO, and all other RMNCH+A stakeholders.
13. Help write routine monthly, quarterly and annual reports for submission to program funders and stakeholders.
14. Work with Short-Term Technical Assistance (STTA) providers to provide required TA for activities and also facilitate transfer of skills to appropriate local staff.
15. Other appropriate duties as assigned.

Qualifications:

The following minimum qualifications are required for this position:

1. An advanced clinical degree or a Masters Degree in Public Health, Pharmacy, Supply Chain Management or Business Administration.
2. 7 years of professional experience working in supply chain management, preferably in a health care setting.
3. Experience managing public health programs or projects in India with specific experience in reproductive health, maternal and child health, immunization and/or HIV/AIDS programs.
4. Demonstrated ability to monitor, supervise, and train in health service programs and to strengthen the capacity of other program managers to undertake these tasks.
5. Good knowledge of donor supported projects preferably USAID and host government regulated work environments.
6. Strong consulting, facilitation, stakeholder management and client and vendor relations management skills.
7. Team player with a flexible and adaptable approach to work and a positive attitude.
8. Ability to contribute to capacity-building efforts and work with colleagues in diverse cultures.
9. Strong interpersonal communication, presentation, and facilitation skills.
10. Excellent organizational and time management skills and strong attention to detail.
11. Knowledge of Microsoft Office, including Word, Excel, and PowerPoint.
12. Strong technical and business writing skills in English.
13. Ability and willingness to live in Shimla, Himachal Pradesh.
14. Ability and willingness to travel within the State up to 30% and to New Delhi.
