Background
The approved GOI-UNDP
Country Programme Action Plan (2014-2017) envisages that as a contribution to
the programme, Government sharing and support arrangements, including the use
of service-provision models, will be pursued, and the appointment of dedicated
human resources can be made for the implementation of nationally implemented
projects. It also envisages provision of demand based development support
services to support administrative efficiency and to develop capacity of the
government agencies.
To ensure effective
and efficient utilization of the Capacity Building Grants of Rs. 525
crores (approximately USD 85 million) for Disaster Management, MHA has
requested the 26 states receiving the grants to use UNDP offer of assistance as
agreed in the approved CPAP (2014- 2017).
The Department of
Revenue, State Government of Himachal Pradesh, responsible to undertake various
actions as per the legal-institutional framework of the National Disaster
Management Act 2005, has formally requested UNDP support to strengthen DM
activities in the state. Accordingly, the Government of Himachal Pradesh has
requested UNDP India to provide demand-based human resource at state and
district levels to facilitate implementation of activities outlined in the
perspective plan pertaining to Capacity Building Grants. In this context, UNDP
is looking for individual for the position of Disaster Management Specialist to
provide support to the government of Himachal Pradesh in implementing the DRR
initiative in the state.
Duties and
Responsibilities
Summary of Key Functions:
The Disaster
Management Specialist will be based at Department of Revenue, Shimla, Himachal
Pradesh and under the overall supervision of the Principal Secretary (Revenue),
he/she would be responsible for developing the framework and implementation of
the state level activities for disaster prevention, mitigation and
preparedness.
The Disaster Management Specialist will carry out the following tasks:
- Support SDMA/Dept of DM in
enhancing sustainable disaster risk reduction initiatives in the state;
- Build frameworks and
mechanisms, and support development and implementation of state level
initiatives/schemes for disaster prevention, mitigation and preparedness;
- Facilitate enforcement of
appropriate norms and by-laws for land-use, building and planning
standards that are based on professionally established hazard and
vulnerability assessments;
- Ensure the participation in
disaster planning and management of all the stakeholders;
- Establish a comprehensive
information system that identifies and assesses the risks involved in
disaster-prone areas and facilitate risk informed development.

Required
Skills and Experience
Education:
- Post Graduate degree in, social
sciences, geography, environment, economics, management or
relevant disciplines.
Experience:
- Overall 5 years of experience
with minimum 2 years of relevant experience, with regard to the
implementation and management of projects;
- Experience of working in the
field of Disaster Management is required.
Language:
- Fluency in English;
- Working knowledge of Hindi
and/or any other Indian language is desirable.
Others:
- Travel to the programme states,
districts and cities would be required.
Remuneration package is Rs. 89,560/- per month per month (taxable).
