PHFI is a response to redress the limited institutional capacity in India for strengthening training, research and policy development in the area of Public Health.

Structured as an independent foundation, PHFI adopts a broad, integrative approach to public health, tailoring its endeavours to Indian conditions and bearing relevance to countries facing similar challenges and concerns. The PHFI focuses on broad dimensions of public health that encompass promotive, preventive and therapeutic services, many of which are frequently lost sight of in policy planning as well as in popular understanding.

The Prime Minister of India, Dr. Manmohan Singh, launched PHFI on March 28, 2006 at New Delhi. PHFI recognizes the fact that meeting the shortfall of health professionals is imperative to a sustained and holistic response to the public health concerns in the country which in turn requires health care to be addressed not only from the scientific perspective of what works, but also from the social perspective of, who needs it the most.

Job Description / Responsibilities:

The ideal candidate will have five to six years post qualifications experience as a legal officer /manager in a corporate organisation, with particular experience in dealing in contract/commercial law. The Legal Manager of PHFI would be responsible for providing legal advice and assistance and also for the effective and efficient management of the organisation’s Legal work including the effective management of legal and contractual risks. This position will require regular liaison with all internal branches including Projects and Institutes of PHFI as well as with the organisation’s stakeholders.

Following are the duties and responsibilities of the Legal Manager:

· Legal risk management

· Review and provide legal advice on all legal documents, including MoUs, contractual instruments and tender documents.

· Liaise with relevant persons within PHFI and with outside entities to ensure that where legal risks have been identified, appropriate corrective actions are taken.

· Provide legal protection and risk management advice to management especially on contract management.

· Provide and interpret legal information, conduct training and disseminate appropriate legal requirements to staff.

Policy development

· Review and advise management on legal implications of internal policies and procedures.

· Review and draft contracts, agreements and internal policies and ensure that they are in compliance with PHFI’s vision, mission and strategic objectives on the one hand and all statutory or legal requirements, on the other

Litigation management

· Review progress of outstanding litigation and liaise with and manage external lawyers. Obtain legal advice on specific issues where required.

Regulatory compliance

· Ensure compliance and formulate compliance check-lists. Continuously monitor compliance with statutory obligations and advise management accordingly.

Contract negotiation

· Participate in contract negotiations where required; Review all contracts or any other documentation where PHFI has committed itself and assess legal implications that need to be brought to the management’s attention.

Administrative duties

· Provide leadership, supervision, training and working closely with the Administration and operations team.

· Liaise with the HR department in conducting performance appraisals and ensure competency and to ensure that training gaps are addressed.

Qualifications and traits required

· LLB degree from a reputed university in India or abroad;

· A Masters’ degree in Law will be an added advantage;

· Registration in the Bar Council.

· Should have excellent language and communications skills.

· At least five years legal experience ideally in a leading organisation, with a proven track record in contract negotiation and drafting;

· Proven track record of providing accurate and effective legal counsel;

· Strong leadership and managerial skills;

· Demonstrated knowledge of, and experience in dealing with government and/or commercial contract administration, particularly contract negotiation and documentation;

· Good planning and organization skills
