2. ORGANIZATION BACKGROUND:
Ipas Development Foundation (IDF) is a Section 25 non-profit company, founded in 1973, is a global nongovernmental organization dedicated to ending preventable deaths and disabilities from unsafe abortion.
Through local, national and global partnerships, Ipas works to ensure that women can obtain safe, respectful and comprehensive abortion care, including counseling and contraception to prevent future unintended pregnancies.
Ipas has been working in India for over a decade towards strengthening training systems, service delivery of comprehensive abortion care services and advocacy initiatives to increase women's access to safe abortions, with the aim of making a positive impact on the health of Indian women. Ipas engages closely with the government at the national and state level to provide technical assistance to strengthen the comprehensive abortion care policy and program interventions. Ipas program’s geographic coverage currently includes 11 states - Bihar, Jharkhand, Maharashtra, Madhya Pradesh, Rajasthan, Gujarat, Uttarakhand, Chhattisgarh, Assam, West Bengal and Meghalaya - where they work with the public health system to ensure improved access to abortion and contraception services for women.

3. JOB DESCRIPTION/ RESPONSIBILITIES: 
                  
The State Program Manager (SPMs) shall report to the National Program Officer (NPO) based at Ipas’sCountry Office in New Delhi and will be the first point of interface with the state government and provide managerial leadership to the state team. The SPMs shall also be responsible for coordinating technical inputs and supervising State Office staff and consultants. Under the supervision of the NPO, the SPM shall be responsible for developing implementation strategies and work plans to ensure that country program goals and objectives, pertaining to the concerned state are met. The SPM shall primarily be responsible for managing programs with respect to training and service delivery, improving access to Comprehensive Abortion Care (CAC)/ Intra-Uterine Contraceptive Device (IUCD), increasing the impact of Ipas’s interventions and utilization of services, in the program area.
Key Roles and Responsibilities:
(1) Independently planning and implementing all programs in the state including the provision of inputs for program planning, proposal development and drafting reports, for external stakeholders;
(2) Working with the State and Country Office staff, consultants and partners for implementing activities; Ensuring achievement of the annual objectives of the state program such as, number of providers trained and number of sites providing CAC/ IUCD services; Assisting the NPO in ensuring long term state commitments through extension or renewal of existing MOUs for technical support;
(3) Engaging actively with the state and district officials to take forward the CAC/ IUCD initiative within the state;
(4) Managing state-level policy and advocacy initiatives and lead program, IEC and BCC initiatives;
(5) Ensuring smooth functioning of the State Office, including supervising staff and consultants and guiding them in meeting annual objectives, while complying with established organizational policies;
(6) Working with the Country Office team to develop indicators and reporting systems; Commissioning research activities to enable collection of data; Documenting processes and reporting the impact of Ipas’sinterventions including the accomplishment of quarterly targets;
(7) Representing Ipas and maintaining close contact with stakeholders within the state including state government, international agencies, Medical Colleges, CAC/ IUCD training centers, NGOs and other professional associations;
(8) Tracking and informing the Country Office about relevant developments taking place in the state in Ipas’s area of work.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualifications:
Advanced degree in Social Science, Management or Public Health.
Experience:
(1) 10-15 years of public health experience, preferably in reproductive health;
(2) Experience of working with senior state government health officials.
Skills and Competencies:
(1) Fluency in spoken and written communication, in English, Hindi and the local language;
(2) Strategic thinking, program management skills, budgeting and negotiation skills;
(3) Good documentation skills;
(4)Excellent computer skills with knowledge of various MS Office applications;
(5) Excellent team player; 
(6) Excellent understanding of the status of reproductive health in the state;
(7) Willing to travel 10-12 days or more in a month.
