Background
The Poorest Areas Civil Society Programme (PACS) is an initiative of the UK
Government’s Department for International Development (DFID). Through the PACS
programme, DFID is partnering with Indian civil society to help socially
excluded people claim their rights and entitlements more effectively, so they
receive a fairer share of India’s development gains. The PACS programme
(2009-2016) supports civil society organisations (CSOs) promoting inclusive
policies, programmes and institutions.
PACS will reach out nine million people and their households in 90 districts across the states of Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Uttar Pradesh and West Bengal. The programme focuses on socially excluded groups: scheduled castes (SCs), scheduled tribes (STs), Muslims, women and girls, and people with disability (PwD). PACS is implemented by the IFIRST Consortium on behalf of DFID.
The PACS
Programme is seeking applications for the following vacancy:
National Finance
Manager (one) in Delhi. The
National Finance Manager will be responsible for managing the finance function
of PACS in the seven states and the National Office.
Following are
the responsibility areas for the position.
Key
Responsibilities:
- Responsible for the effective financial management of PACS including the preparation of financial plans and periodic reports.
- Ensure legal compliances in relation to Income Tax and FCRA at both National and State offices.
- Mentor and provide support to Finance Officers at the State levels.
- Support the programme by providing inputs in relation to budgets and costs, thereby ensuring value for money.
- Administer grants approved to CSOs through State level finance teams, and also ensure effective financial monitoring systems and compliance of legal and statutory provisions at CSOs.
- Undertake periodic field visits at the Project locations to assess the financial management systems of the CSOs.
- Take initiatives for building the capacities of the CSOs in financial management and ensure the sustainability of the same.
- Ensure quality and timely receipt of financial reports from field and collate a consolidated report for sharing with DFID.
- Support in the analysis of financial reports submitted by the CSOs and the auditors.
- Coordinate audit of PACS grantees and external audit of PACS programme.
- Ensure that documentation of all necessary papers and records is held securely both at National and State Offices.
- Any other responsibilities assigned as per the requirement.
Qualifications
and experience
- A post-graduate degree in commerce
or financial management, with substantial knowledge and experience (at
least 5 years) in managing large-scale development projects.
- Good knowledge of Tally, MS Office,
MS Excel etc. is essential.
- Good inter-personal, skills, and strong communication in Hindi and English (verbal and written), are essential.
