Duration of Position: One year initially (to be extended based on performance of the incumbent or need of the project)


Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India.
It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. PHFI is looking for a Grants Controller Level position at its office at Gurgaon to oversee the grants financial supervision and its compliances thereof.

Deliverables:
Position will report to The Director Finance.

• Provide leadership and direction for research programs funded by federal, state, and private funds; 
• Oversee the financial administration and compliances of the Research Grants funded by various federal, state, and private grants; 
• Lead team of project finance staff (about 15 in numbers) and accomplish their approved grants management & accounting initiatives
• Responsible for Grants Reporting and compliance requirements to donors, auditors and internally to project in-charge(s)/Project Director(s). Ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by grantor.
• Project Tax compliances
• Perform functions of financial administration and reporting to include, but not limited to: 
• Preparation and timely submission of grant reports, development and coordination of budgeted funds, screening and processing requests for expenditures.
• Responsible for accounts receivables, credit monitoring and timely invoicing and collection of grant funds.
• Monitor, input, review, and approve grant data into ERP system.
• Work closely with Institutional Finance team and ensure smooth workflow resolution between both teams.
• Any such duties which may be assigned from time to time by the Director Finance / VP Finance.

Qualification, Experience & Skills: 
• Proven knowledge and track record of grant processes including accounting and financial reporting. Proficient in the use of financial management software to include spreadsheets and databases, required.
• Ability to interpret complex grant funding requirements, submissions, and budget projections; ability to interpret federal, state, and local government laws and regulations regarding grant administration; ability to review the work of others to ensure conformance to standards; ability to communicate effectively across a broad spectrum of staff, both orally and in writing required.
• Person should be a Chartered Accountant/Management Accountant with above 15 years of post-qualification experience. Previous experience in handling large and multiple federal grants in a large research organisation/university will be preferred.
• Proficient knowledge of Indian GAAP and compliance laws like Income Tax, Service Tax, FCRA including DTAA is a requirement.

Salary:
Salary will commensurate with qualifications and experience and fitment of the incumbent as per the selection process.
