Brief on the Organization:


The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.
PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief: 

The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group, CARE India and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.” The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) in five focus states (Maharashtra, Odisha, Rajasthan, Uttarakhand and Uttar Pradesh), to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Migrants; and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Migrants to a continuum of prevention-to-care services,3) to ensure quality of life of People living with HIV

Deliverables:
• Support the Sr. Research Specialist in Integrated Behavioural and Biological Survey (IBBS) for HRGs and migrants in fine tuning of survey protocols
• Provide technical inputs on IBBS methodology, establishing mechanisms for data quality assurance, training and supervision plans, and liaising with stakeholders on technical matters
• Training of trainers and facilitation of National, Regional and Field trainings
• Supportive supervision and trouble-shooting for quality assurance
• Development of data analysis plans for Migrants and Currently Married Women components of IBBS
• Data analysis and documentation
• Dissemination of study findings through Reports, Conferences, Seminars and Manuscripts
• Support Senior Research Specialist in undertaking research and evaluation studies. Within which the SRSc will be responsible for:
• Identify the research areas of importance to national HIV/AIDS program
• Support to establish and management of processes and systems to compile, consolidate and analysis of program data for different PIPPSE components and initiatives
• Conduction of Baseline and Endline studies, Special research studies and Operations Researches
• Coordinate the incidence modelling study for MARPs and migrants in the Thane Network model
• Prepare the protocols and data collection tools
• Prepare the preparatory documentation for ethical clearance. Identify research agencies and coordinate with stakeholders
• Undertake supportive supervision for quality assurance
• Ensure timely and high quality data analysis to inform program design and management and to document the effectiveness and impact of PIPPSE project
• Support to document the lessons learned
• Support in the preparation of Performance management plan and Annual action plans
• Coordinate data analysis and documentation. Design and management of research studies / surveys at national level
• Must be prepared to travel extensively within India

Qualification: 


Essential:

• Minimum qualification: Master’s degree in epidemiology, public health, statistics, demography, population studies, research or related field

Desirable:

• Ph.D.
• Possess strong computer skills including Word, Excel and PowerPoint
• Sound knowledge and demonstrable experience in using advanced statistical modules in SPSS and STATA
• Sound organizational and mentoring skills
• Excellent written and oral skills in English

Experience:

Essential:

• Minimum of 8 to 10 years of experience in Research, Monitoring and Evaluation of HIV and/or health care programs

Desirable:

• Extensive experience with evaluation or research design, data collection and analysis
• Excellent problem-solving, decision-making, organizational and communication skills, with ability to prioritize multiple tasks and work effectively in a demanding environment
• Experience working in a public health program in a low resource setting, vulnerable population groups, and networking with partner and stakeholder organisations

Salary:

Annual Salary (CTC) will be approximately Rs. 16,00,000/- and will be based on the available skills and fitment of the incumbent as per the selection process.
