1. POSITION VACANT:  Maternal and New-born Health Manager (MNHM), Save the Children India, Ranchi

3. PROJECT BACKGROUND:

SCI in Jharkhand is rolling out a Health Project, empowering communities to realize their rights to access quality services focusing on Maternal and ChildHealth and Nutrition (MCHN). SCI intends to implement key activities over a period of three years, to empower village level health and sanitation committees, build the capacity of frontline health workers, and engage with the State Government to enhance the quality ofMCHN services. The project will be implemented in districts of the SanthalParganas area of Jharkhand, in partnership with local NGOs and the State Government. 

This project has a key role to play in a larger campaign called EVERY ONE. The current levels of child mortality and malnutrition in India are unacceptably high and an affront to the rights of hundreds of millions of children. The SCAlliance has agreed “Newborn and Child Survival” to be the focus of their premier campaign around the world for the next five years and thus, SCI is playing a lead role in this campaign.

SCI 
aspiresthat no child under the age of two shall die from preventable causes and public attitudes in India and shall not tolerate a return to previously high levels of child deaths. SCItargets the achievement of Millennium Development Goal 4. Over the next few years, SC Alliance shall be deploying significant efforts and resources onto this area, both in India and internationally. The main result that SCI is working towards is to significantly reduce child mortality and malnutrition, achieved via:

(1) Increased access/ availability of health, nutrition and water and sanitation services for children;
(2) Improved quality of Government health, nutrition and water and sanitation services;
(3) Increased community knowledge of, attitude towards and acceptance and use of key health, nutrition and water and sanitation services;
(4) Improved public health awareness and behaviour;
(5) More effective central and state-level policies and resource allocation for MCHN and water and sanitation services.

SCI would like to recruit an experienced and dynamic health professional to lead its efforts for improving maternal, neonatal and child health indicators in Jharkhand. S/he shall ideally be a Newborn Child Specialist, sharing a passionate commitment to improving the health and nutritional status of India’s children, with specific insights into issues that are of relevance for Jharkhand and the strong belief that this can be achieved.
3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the State Programme Manager including, support and guidance from the National Manager – Health & Nutrition and working in close coordination with the National Newborn Child Survival Director/team, the incumbent shall take overall responsibility for the design, implementation and management of the project in the said area of Jharkhand. S/he shall significantly contribute to developing a clear and effective health and nutrition plan for SCI’s health and nutrition programme in the State.
Key Job Deliverables:
(1) Implementing the project operational plan under the guidance of the State Programme Manager;
(2)Developing clear and effective child survival andinfant and young child nutrition plan in Jharkhand, in line with the child survival strategy of SCI;
(3) Sharing the good practices as observed in the project with all stakeholders and the National team for larger level benefits through replication;
(4) Enhancing credibility and reputation for SCI with the Government of Jharkhand with significant practical experience and policy insight in order to contribute to collective efforts to improve the health and nutritional status of children in India.
Key Job Responsibilities:
(1) Playing a lead role in implementing the project plan;
(2) Supporting implementation of Child Survival focussed intervention in the Statein line with the health and nutrition strategy of SCI;
(3) Providing techno-managerial support to the state team for the effective implementation of activities;
(4) Coordinating with all stakeholders at the state level to seek advice and support for improving program performance;
(5) Organizing district and state level consultations/ meetings on improving urban health status to push the agenda to highest priority;
(6) Working for strengthening convergence among various sectors, havinga direct/ indirect bearing on urban child survival status;
(7) Line managing the partner and partner staff such as Medical Officer, Project Coordinator, etc., in a way that enhances their efforts to provide training, technical support and regular monitoring visits to the child survival program areas;
(8) Taking overall responsibility of management of all project related activities, conceptualising new projects/programmesand preparing write-ups for mobilising resources for similar kind of interventionsin other areas of the state;
(9) Providing additional support to child survival activities as per the requirement of the state and the National team. 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must possessMBBS / MPH/ MD (Paediatrics/ Obstetrics/ Community Medicine, Preventive and Social Medicine) or equivalent.
Experience:
(1) Minimum five years experience of working on health issues, preferably maternal and child health, and nutrition;
(2) Minimum three years of experience in programme management and implementation of health programmes, preferably within the NGO sector.
Skills and Competencies:
(1) Applicants having a good understanding/ knowledge of government policies/laws/ programmes relating to health and nutrition issues in India, especially in Jharkhand, shall be an advantage;
(2) Excellent networking and negotiation skills with fair levels of diplomacy;
(3) Good interpersonal skills, including problem solving and leadership abilities;
(4) Demonstrable planning, facilitation and presentation skills;
(5) Excellent writing and documentation skills;
(5) Excellent verbal and written communication skills,both in English and Hindi.
 5. COMPENSATION OFFERED:

The gross remuneration budgeted for this position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate
