2. BACKGROUND: Strategic Alliance
Management Services P Ltd. (SAMS) is a boutique management consultancy
that has focused exclusively for the past 18 years, on providing recruitment,
payrolling and supply chain management services, exclusively to the public
health and development sectors in India.
SAMS’ clients include bilateral, multilaterals,
I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and
health supplies for the Revised National Tuberculosis Control
Programme (RNTCP) at CTD,
MoHFW for the
past 15 years. SAMS has provided similar support to NVBDCP and briefly to NACP.
SAMS is submitting a proposal for a large supply
chain capacity building project, equipping state health officers to pilot
innovative changes to cold chain logistics for vaccines in the states of
Rajasthan, Madhya Pradesh and Uttar Pradesh. This is an exciting,
‘breakthrough’ initiative that is expected to transform the quality of vaccines
available to the Universal Immunization Programme (UIP) at the state and
district levels. The project is funded through December 2016.
3. KEY
DUTIES & RESPONSIBILITIES:
SAMS wishes to urgently identify a senior National Project Manager who will be responsible for the
leadership and successful execution of this assignment, entailing the time
bound training of more than 8,000 state and district health officials. This is
an exciting opportunity for a senior public health, training, supply chain, or
operations professional, to participate in a large initiative seeking to
introduce radical on the ground changes to the cold chain management of
vaccines in the country.
Key responsibilities of the post
holder shall include:
(1) Project leadership, ensuring
timely and quality delivery of more than 300 trainings at the state and
district levels;
(2) Mobilization and orientation of teams of trainers in Rajasthan, Madhya Pradesh and Uttar Pradesh;
(3) Identification and approval of facilities suitable for the conduct of training at the state and district levels;
(4) Review, discussion and agreement of training schedules with stakeholders, training partners, faculty and recipients;
(5) Ensuring facility management and oversight for the duration of training;
(6) Ensuring high quality of training delivery through oversight, post-training surveys and/or other appropriate mechanisms;
(7) Coordination with multiple external agencies supporting training viz. hotels, travel agents, caterers, equipment suppliers, etc.;
(8) Leadership and mentoring of trainers and support staff at state offices;
(9) Coordination with state counterpart agencies, as necessary;
(10) Management of key relationships with donors, counterparts at MoHFW and State Government Department, project partners, etc.;
(11) Close monitoring and tracking of project progress, initiating corrective action as necessary in consultation with top management and key stakeholders;
(12) Financial management in conformity with project budgets and reporting thereon in accordance with donor requirements.

The job requires frequent field
visits and travel of at least 10 days every month.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants must be post graduates in Business Administration/ Public Health/ Hospital Management/ Social Science/ Material Management/ Supply Chain Management from a reputed University.

Experience:
(1) Minimum 10 years of professional work experience in project management with exceptional experience in implementing and managing large scale multiple geographical location projects;
(2) Experience in managing information technology driven projects;
(3) Demonstrated experience in managing and scaling large technology driven projects preferably in health sector;
(4) Experience of working with the government and international development organizations will be an asset.

COMPENSATION OFFERED:
Gross remuneration budgeted for this position is Rs. 15-20 lacs per annum with some scope for improvement in the case of an exceptional candidate. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
