OBJECTIVES OF THE PROGRAMME :
The mission of the External Relations and Resource Mobilization (ERP) Department is to mobilize political support, financial resources, and strategic alliances to support the hemispheric health strategies and goals of PAHO towards improvement in the lives of the people in the Americas. ERP manages the PAHO Secretariat's diplomatic functions and supports Member States and the PAHO Director in the fulfillment of their mandates.

Description of duties:
Under the general supervision of the Deputy Director (DD), and the direct supervision of the Director, External Relations, Partnerships & Resource Mobilization (ERP), and in close coordination with the relevant technical programs and country offices, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Provide strategic external relations advice for the development of partnerships to contribute to the development and implementation of the Organization's political engagement strategy with the relevant Stakeholders and policy makers ensuring strategic communication and interaction;
b) Advise and support governments and the Organization to develop strategies to select and approach donors; participate in negotiations and consultations with developing agencies and, when necessary, at the country level in preparatory activities leading to such requests;
c) Conduct research and identify potential areas for alliances and partnerships development at the country, sub regional and regional levels, and in bringing these to the attention of the proper authorities within developing agencies and the Organization;
d) Build and facilitate external collaboration with the work of the Organization according to the priorities set forth in the PAHO Strategic Plan and Biennial Work Plan;
e) Advise and support effective internal and external communication and enhanced visibility regarding PAHO's work in external relations in coordination with other Technical Departments;
f) Contribute to ensuring that PAHO's presence and public health priorities are included on the Regional and Global health agendas;
g) Analyze inputs from different areas of the Organization and country offices for the participation of PAHO in high level meetings, as appropriate, and prepare relevant analytical documents;
h) Analyze and provide advice to the ERP Director on relevant topics related to the United Nations (UN) Process and related policies and managerial issues, including the Post 2015 Development Agenda; review of current information, follow up of United Nations Development Group (UNDG) processes and collaboration with relevant units in PAHO, WHO, and PWRs;
i) Serve as PAHO focal point for all matters related to the UNDG Latin America and Caribbean (LAC) group, including, in coordination with the ERP Director, providing to the PAHO Director strategic input, preparing and following-up of the UNDG LAC work plan and on United Nations Country Team (UNCT) processes. Analyze outcomes and commitments of UNDG LAC meetings and coordinate action and follow up with the PAHO Director's Office, respective technical units; analyze and coordinate preparation of proposal for interagency work on health issues;
j) Serve as a member of the UNDG LAC Peer Support Group (PSG), collaborating with the different processes related to UNDAF development and roll-out in the countries of the Region;
k) Contribute to strengthening relations with the UN regional staff to plan, analyze and coordinate interagency activities within the UN system; analyze information and proposals, prepare reports and advise the Director on UN Reform and the participation of PAHO in the process;
l) Strengthen relations and improve coordination with WHO to enhance harmonization and alignment;
m) Participate in the orientation or other preparatory missions of partner organizations;
n) Collaborate with PBU and CSC and other technical units to ensure that all the necessary technical, financial, economic and managerial aspects of a new partnership are carefully considered and taken into account;
o) Advise and provide training to other PAHO staff members in the skills needed for international negotiation resource mobilization, establishment of alliances and partnerships, as well as preparation of sound project monitoring, and fundraising; contribute to the development and institutionalization of Health Diplomacy as a competency of PAHO staff;
p) Identify opportunities to advance health priorities in global and hemispheric efforts, including important political agendas, and fora;
q) Analyze and prepare reports on the policies and strategies of the United Nations, Inter-American system, and bilateral agencies; advising on the best approaches to develop strategic alliances and partnerships;
r) Foster the involvement of non-traditional partners in project funding and implementation, such as NGOs, foundations and private sector institutions;
s) Participate in the process of identification of potential areas for project development at the country, subregional and regional levels, and in bringing these to the attention of the proper authorities within funding agencies and the Organization;
t) Advise governments, the Organization and potential funding agencies in formulating health projects; ensuring that their design is sound from the technical, managerial, economic and administrative point of view, and that they conform to the policies and priorities of the countries, PAHO, and the funding agency; participate in interprogrammatic activities related to preparatory measures for such projects in PAHO; develop strategies to select and approach donors; participate in negotiations and consultations with funding agencies and, when necessary, at the country level in preparatory activities leading to such requests;
u) Collaborate in the Project Review Process to ensure that all the necessary technical, financial, economic and managerial aspects of a proposed project are carefully considered and taken into account;
v) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor and a master's degree in economics, law, public policy, business administration, international relations, political sciences, global health and/or medicine, or a related field from a recognized university.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Microsoft SharePoint and Project will be an asset.
Experience:
Essential: Nine years of combined national and international experience working in key areas of multilateral organizations, including responsibilities for negotiating, planning, establishing and strengthening relations with governments and other international and national authorities.
Desirable: Experience working in the United Nations system, Inter-American system, multilateral lending institutions, and development cooperation agency, in the department of international affairs within national governmental organizations, non-governmental organization, or foundations would be an asset.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
