General Manager (Project Management)
2. ORGANISATION BACKGROUND: The Society for Elimination of Rural
Poverty (SERP) was
established by the Government of Andhra Pradesh (GoAP) as the primary support structure to
facilitate poverty reduction through social mobilization and improvement of
livelihoods of the rural poor in Andhra Pradesh. SERP works on a comprehensive
multi-dimensional poverty alleviation strategy by focusing equally on
Livelihoods and Human Development. The fundamental unit of development at SERP is the rural poor households and all
interventions of SERP strive to achieve essentially
two outcomes- sustainable per capita household incomes of Rs. 100,000/- per
annum from multiple livelihoods sources and improved Human Development
Indicators. Operating on the fundamental premise that empowerment and
participation are the crux of development, SERP works through community-based
organizations to address poverty eradication.

3. PROJECT BACKROUND:
GoAP has
approved the World Bank supported Andhra Pradesh Rural Inclusive Growth
Project (APRIGP) for
implementation by AP-SERP in 150 most backward mandals of the
state. APRIGP shall enable selected poor households
enhance agricultural incomes and secure increased access to human development
services and social entitlements. The project period for implementation is from
February 1, 2015 to February 1, 2020. The project is proposed to have 5
components; a) Value Chain Development through Producer Organizations; b) Human
Development; c) Social Development, Safety Nets and Entitlements; d) Mission
Support, ICT, TA and Partnerships and e) Project Implementation
Support.
4. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Deputy General Manager,
the AGM (PM) shall be responsible for designing
innovative products and programs to enhance poor household’s use of financial
services and ensuring that benefits of state poverty alleviation programmes
reach to the targeted beneficiaries at the field level.
To achieve the objective of financial inclusion, s/he would be
responsible for harnessing technology for delivery of banking services at an
affordable cost to the vast sections of disadvantaged and low income group.
Key Responsibilities:
(1) Implementation of Financial Inclusion (FI) policies at field level;
(2) Monitoring performance of Managers / other field staff movements in implementing One Stop Shop (OSS) and provision of services at Customer Service Points (CSPs) / OSS 24x7;
(3) Following up with banks regarding modalities in partnering in financial inclusion;
(4) Monitoring the CSP/OSS functioning and transactions threat;
(5) Following up with banks for timely remittance of commission and arranging timely payment to Village Level Entrepreneurs (VLE);
(6) Facilitating procurement of hardware/ software/ electronic devices for the CSPs;
(7) Monitoring Cash Management / fixing up cash holding limits to CSPs / OSS;
(8) Training and development of Field Staff /CSP /OSS operators;
(9) Maintaining and analyzing MIS data to take appropriate timely decisions;
(10) Planning for CSP /OSS expansion and their business growth;
(11) Working closely with the DGM for implementation of the project as planned.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Post Graduate in Social Work, Social Sciences, Public Policy
or related field
Science/ Commerce/ Arts/ Business Administration or Engineering graduates with experience in Computers/ Information Technology;
(2) Graduates with professional qualifications can also be considered depending on merits of the case.

Age: 30-45 Years
Experience:
(1) Minimum five years of experience in Bank/ Microfinance /Financial institution/Rural Development, application of IT in Banking sector, with focus on Financial Inclusion (FI);
(2) Experience in technology based delivery mechanisms for banking services, aimed at financial inclusion, is highly desirable
(3) At least 3-5 years of experience in managing large system integration in e-Governance Projects in India, is desirable

(2) Experience in technology based delivery mechanisms for banking services, aimed at financial inclusion, is highly desirable

Skills and Competencies:
(1) Knowledge and understanding of development challenges and
rural poverty reduction;
(2) Knowledge on banking products with special focus on rural products;
(3)Thorough knowledge of Information Technology in implementation of Financial Inclusion;
(4) Proficiency in English and Telugu;
(5) Good interpersonal and communication skills.

6. COMPENSATION OFFERED:
Gross compensation budgeted for the position shall be attractive.
Please note that the offer made to the selected candidate shall be commensurate
with qualifications, experience and salary history.
7. LOCATION: Vijayawada
with visits to field locations, as and when required. Initial reporting will be
at Hyderabad
