1. POSITION VACANT: State
Level Expert- WASH
2. ORGANISATION BACKGROUND: The Society for Elimination of Rural
Poverty (SERP) was
established by the Government of Andhra Pradesh (GoAP) as the primary support structure to
facilitate poverty reduction through social mobilization and improvement of
livelihoods of the rural poor in Andhra Pradesh. SERP works on a comprehensive
multi-dimensional poverty alleviation strategy by focusing equally on Livelihoods
and Human Development. The fundamental unit of development at SERP is the rural poor households and all
interventions of SERP strive to achieve essentially
two outcomes- sustainable per capita household incomes of Rs. 100,000/- per
annum from multiple livelihoods sources and improved Human Development
Indicators. Operating on the fundamental premise that empowerment and participation
are the crux of development, SERP works through community-based
organizations to address poverty eradication.

3. PROJECT BACKROUND:
GoAP has
approved the World Bank supported Andhra Pradesh Rural Inclusive Growth
Project (APRIGP) for
implementation by AP-SERP in 150 most backward mandals of the
state. APRIGP shall enable selected poor households
enhance agricultural incomes and secure increased access to human development
services and social entitlements. The project period for implementation is from
February 1, 2015 to February 1, 2020. The project is proposed to have 5
components; a) Value Chain Development through Producer Organizations; b) Human
Development; c) Social Development, Safety Nets and Entitlements; d) Mission
Support, ICT, TA and Partnerships and e) Project Implementation
Support.
The focus of Component 2 (Human Development) is to enable the
demand side of community organizations to hold the supply side of service
providers accountable for service delivery in the Human Development (HD)
sector, as well as to improve HD service delivery by strengthening the existing
public systems to deliver quality services. This will have three
sub-components:
1) Strengthening the demand for quality nutrition, health, sanitation and pre-school education services
2) Strengthening service delivery by supporting the Social Empowerment Mission
3) Linkages with value chains to improve household level food consumption patterns

4. JOB DESCRIPTION/ RESPONSIBILITIES:
One of the key pillars on which APRIGP is structured is Human
Development (HD). This
component will invest in a ‘lifecycle approach’ to achieving MDGs in health and
education and specifically target poor households and vulnerable segments of
the population that may not have benefitted adequately from previous government
interventions. Water, Sanitation and Hygiene (WASH) will be a key focus area
within this approach towards improving HD indicators.
Reporting to the Director (Human Development), the State Level Expert (WASH) shall primarily be responsible for
planning, managing, implementing and supervising objectives and activities
specific to WASH and integrating them into Human Development component of the
project.
Key Job Responsibilities:
(1) Project Planning: Providing domain expertise in project
planning and ensuring critical WASH elements are incorporated into the overall
HD framework;
(2) Project Management: Ensuring understanding of the WASH Team on project goals, objectives and activities specific to WASH as well as Integrated HD-WASH;
(3) Implementation: Developing strategies (IEC, IPC and Implementation related) to build capacities of district, Mandal staff and local communities to achieve Open Defecation Free (ODF) Status;
(4) Managing Technical Agencies: Ensuring specific interactions with Technical Resource Agency and Health;
(5) Staff Coordination: Ensuring communication between relevant line departments to support staff and CRPs in implementation of WASH pilots as well as for scale up
(6) Training, Capacity Building: Communication Agency for relevant training modules, training and monitoring related to WASH;
(7) Support and Supervision: Providing hands-on support to the district and Mandal staff as well as Community Resource Persons (CRPs) during implementation of Pilot Village level WASH and HD+WASH Plans;
(8) Performance Review: Ensuring monthly monitoring and review, along with Technical Resource Agency of Mandal level HD Coordinators;
(9) Convergence: Ensuring lead in district level convergence meetings on WASH issues;
(10) MIS and Analytics: Ensuring analytics for WASH to ensure progress towards desired outcomes.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicant must possess Post Graduate in Social Work/ Rural
Development/ Public Health/ Environmental Science/ WASH from a reputed
university. Specific coursework on WASH related topics is desirable
Experience:
Experience:
(1) Minimum of 7-10 years of experience of managing Water,
Sanitation and Hygiene Projects (WASH).
Skills and Competencies:
(1) Strong management abilities;
(2) Passion for working in rural Andhra;
(3) Excellent communication skills including proficiency in comprehending, writing, reading and speaking English and Telugu;
(4) Good working knowledge of MS Office and computer programs.

6. COMPENSATION OFFERED:
Gross compensation for the position shall be attractive. The offer
made to the selected candidate shall be commensurate with qualifications,
experience and salary history.
7. LOCATION: Vijayawada with visits to field
locations, as and when required. Initial reporting will be at Hyderabad
