Andhra Pradesh Rural Inclusive Growth Project (APRIGP),

1. POSITION VACANT: State Project Manager (HR)

2. ORGANISATION BACKGROUND: The Society for Elimination of Rural Poverty (SERP) was established by the Government of Andhra Pradesh (GoAP) as the primary support structure to facilitate poverty reduction through social mobilization and improvement of livelihoods of the rural poor in Andhra Pradesh. SERP works on a comprehensive multi-dimensional poverty alleviation strategy by focusing equally on Livelihoods and Human Development. The fundamental unit of development at SERP is the rural poor households and all interventions of SERP strive to achieve essentially two outcomes- sustainable per capita household incomes of Rs. 100,000/- per annum from multiple livelihoods sources and improved Human Development Indicators. Operating on the fundamental premise that empowerment and participation are the crux of development, SERP works through community-based organizations to address poverty eradication.

3. PROJECT BACKROUND: 

GoAP has approved the World Bank supported Andhra Pradesh Rural Inclusive Growth Project (APRIGP) for implementation by AP-SERP in 150 backward mandals of the state.  APRIGP shall enable selected poor households enhance agricultural incomes and secure increased access to human development services and social entitlements. The project period for implementation is from February 1, 2015 to February 1, 2020. The project is proposed to have 5 components; a) Value Chain Development through Producer Organizations; b) Human Development; c) Social Development, Safety Nets and Entitlements; d) Mission Support, ICT, TA and Partnerships and e) Project Implementation Support.  
4. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Director (HR), the State Project Manager- HR shall be responsible for developing, reviewing and implementing HR policies and procedures, as well as managing the recruitment, performance reviews, inductions, employee relations, contracts, and compensation and benefits of theAPRIGP employees.
Key Responsibilities:
A. Recruitment Support
  1. Handling complete recruitment process including large recruitments ensuring screening of applications, developing and releasing interview call letters, coordinating interviews, closure of recruitments, ensuring TAT, etc.;
  2. Overseeing the pre- and post-recruitment formalities.
B. Performance Management Systems
  1. Providing guidance to staff on performance, including conducting induction programmes as and when required;
  2. Managing the Performance Cycle, including setting objectives, organizing mid-term reviews and final appraisal and ratings.
C. Training and Development
  1. Conducting training needs analyses; identify and inform staff of opportunities for staff development
  2. Conducting orientation and induction sessions for new hires
DCompensation and Employee Benefits
  1. Reviewing and benchmarking staff salaries and benefits;
  2. Planning and implementing annual salary increments.
E. Grievance Management
(1) Managing staff issues including disciplinary / grievances within the organization.
F. HR policies and statutory compliances
  1. Developing and implementing a policy for the organization, ensuring adherence to the HR and employee policy;
  2. Ensuring compliance to Labour laws and regulations.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants must be Post Graduates in Human Resources Management, or equivalent.
Experience:
(1) Minimum 10 years of relevant experience in Human Resources Management;
(2) Excellent knowledge of employment legislation and the regulatory framework of India;
(3) Good knowledge of latest HR trends;
(4) Good command over MS Word, Excel and Power-point.
Skills:
(1) Management Skills: Excellent leadership and influencing skills; Effective mentoring and motivational skills; Problem-solving orientation;
(2) Work Values: Highly developed sense of ethics, integrity and confidentiality; strong attention to details, and ability to meet deadlines; willingness to put in extra working hours, as necessary;
(3) Interpersonal Skills: team player; highly committed and motivated; Believer in right-based approach;
(4) Strong verbal and written communication skills in English.
6. COMPENSATION OFFERED:
The offered compensation for this position shall be attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
7. LOCATION: Vijayawada with visits to field locations, as and when required. Initial reporting will be at Hyderabad
