1. POSITION VACANT: Programme Manager – Gender, Landesa Rural
Development Institute, Bhubaneswar, Odisha
2. ORGANISATION BACKGROUND:
Landesa has been
working in more than 40 developing countries over the past four decades and is
dedicated to improving lives of individuals, families, and communities. Landesa partners with governments and local
organizations to develop durable, sustainable, pro-poor and gender-sensitive
laws, policies and programs, that protect and strengthen land rights of the
poorest people.
Landesa, registered in India in 2008, as Rural Development
Institute (RDI), has been working on securing land rights for
the poorest, particularly women, enabling them to lift themselves from poverty.RDI’s theory of change
incorporates research to inform and influence policy, legislation and
implementation of schemes and projects related to land and the poor. RDI works in coordination with the
national and state governments that are responsible for the implementation of
these programs. RDI is currently working in seven states
viz. Karnataka, Andhra Pradesh, Odisha, West Bengal, Uttar Pradesh and Bihar
and has a National Office at New Delhi.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the State Director, the Programme
Manager- Gender shall
be responsible for supportingRDI in achieving its objective of securing
land rights for women by helping devise and implement gender strategies, plans
and programmes in collaboration with the government and other stakeholders.
Key Job Responsibilities:
(1) Designing, implementing and reviewing women’s land rights
programmes, including the design and supervision of pilots and scale-ups;
(2) Designing policy and legal advocacy on women’s land rights, in line with RDI’s strategic objectives;
(3) Relationship building and networking with government, resource agencies, academia and legal/ revenue experts, to achieve the objective of securing land rights for women;
(4) Gender mainstreaming across all programmes, through the development of gender action plans, strategies and audit tools;
(5) Developing knowledge products on women’s land rights, including policy briefs, position papers, case studies, etc.;
(6) Initiating public debate and discourse on specific land and related issues, to build public opinion on developing and adopting progressive policy;
(7) Coordinating and facilitating programme learning and linking the same to research and communication;
(8) Representing RDI in various forums, workshops, conferences and training programmes to spread and strengthen its gender focus and approaches;
(9) Performing other project duties, as assigned.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Applicants should possess a post graduate or professional degree in Social Science, Rural Development, Management, or other related area;
(2) A diploma or formal training in gender related studies, is desirable.

Experience:
(1) A minimum of seven years’ experience in gender related work, is essential;
(2) Additional experience in policy advocacy and implementation of land rights programmes, is highly desirable.

Skills and Competencies:
(1) Knowledge of gender concepts, including prior experience of working on gender projects;
(2) Ability to define objectives and develop and manage budgets

(4) Proficiency in English and vernacular language, with ability to communicate effectively, both orally and in writing;
(5) Ability to work under strict deadlines and allot priorities across multiple responsibilities;
(6) Ability to lead, motivate, direct and mentor groups and individuals;
(7) Gender sensitivity and commitment to promoting gender equity;
(8) Commitment to the mission of a better, safer future for the world’s poorest people, especially women, through land ownership and secure land rights;
(9) Willingness to undertake travel on a regular basis and adopt flexible working hours.

5. COMPENSATION OFFERED:
The offered compensation for this position is attractive and
competitive to market rates. The offer made to the selected candidate shall be
commensurate with qualifications, experience and salary history.
6. NATURE OF APPOINTMENT:
This is a full-time permanent position with RDI.
