2. ORGANIZATION BACKGROUND:
Water.org, head quartered in Kansas City, Missouri, USA, works to ensure safe water and sanitation for all.
Co-founded by Gary White and Matt Damon in 2009, Water.org has impacted more than three million lives and transformed thousands of communities in Africa, South Asia, and Latin America.

Water.org’s program in India provides safe drinking water and adequate sanitation facilities to families living in rural and urban Indian communities in 11 states and one Union Territory viz. 3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Executive Director, India, the M&E Manager shall be responsible for managingWater.org’s monitoring and evaluation activities, supporting program teams and data management systems, and facilitating the sharing of Water.org program and sector statistics. The post has matrix reporting to the Senior Manager MEL, USA.
Key Responsibilities:
1. Monitor and Evaluate Governance and Processes
(1) Manage monitoring and evaluation frameworks that are tailored to specific initiatives and program models; 
(2) Maintain and contribute to the development of guidelines, processes, and tools, to improve governance of minimum standards across Water.org programs, in conjunction with Water.org global standards; 
(3) Develop and manage monitoring and evaluation related work flow processes among India program staff; 
(4) Provide ongoing training and support to program staff in India to maintain consistent global monitoring tools and indicators; 
(5) Support and contribute to communications with staff regarding monitoring and evaluation activities; 
(6) Provide coordination and support to in-country research initiatives, in collaboration with Research Manager and U.S. Monitoring, Evaluation and Learning (MEL) team.
2. Management Information Systems
(1) Maintain Water.org’s program management information systems viz. WaterPortal and mWater, for India programs and initiatives, and provide training and technical support to in-country program staff;
(2) Work with program and U.S. MEL staff, to ensure the quality, timeliness, and relevance of India program data;
(3) Manage program data generated through international programs and engagements; 
(4) Respond to technical challenges with partners’ data entry and reporting, liaising with other program staff and third-party consultants.
3. Assist in Evaluation, Data Collection, Management, Analysis 
and Dissemination Activities
(1) Lead, strategize, conceptualize, design, develop, implement and continuously improve, monitoring and evaluation frameworks and systems; 
(2) Work with program team members in the U.S. and international offices and with third parties, to collect timely, relevant, and accurate programmatic evaluation data from initiatives;
(3) Conduct analysis of program data and respond to program data-related requests from internal and external stakeholders;
(4) Support U.S Learning Manager and MEL teams in the following areas: a) development and facilitation of participatory learning spaces among partner network and b) planning , coordinating and implementing of exposure visits and partner meetings.
4. Coordinate Information-related Activities:
(1) Develop reports for proposals and presentations; 
(2) Assist IP team in developing easily accessible data summary tables and views; 
(3) Assist Executive Director and US teams in responding to data-related requests from external stakeholders; 
(4) Coordinate partner feedback loops on MEL related activities and promote learnings via conferences and stakeholder engagements;
(5)  Support the U.S. Learning Manager and MEL team in developing and coordinating learning materials for internal and external audiences.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualifications: 
Applicants must possess a Master’s degree in statistics, social work, health, economics, management, or alternate relevant field.

Experience:
A minimum of five to seven years of relevant, professional experience in:
(1) Monitoring and Evaluation and experience of working on large-scale development projects, including government PPP initiatives;
(2) Project management;
(3) Stakeholder management with ability to work with various project leaders to bring about change in monitoring and evaluation methodology and capability;
(4) Survey development, administration and analysis;
(5) Data visualizations and distilling key findings.
Skills: 
(1) Fluency with spreadsheets and databases;
(2) Strong English skills, ability to effectively communicate with U.S. based MEL team regularly;
(3) Ability to distill data for different audiences;
(4) People skills, including ability to work well with those from various backgrounds and cultures;
(5) Strong analytic skills;
(6) High level of integrity and honesty;
(7) Self-starter who can initiate, implement and complete projects;

(9) Strong project management skills;

(d.2) Integrating program learnings into M&E activities
(21) Fluency with data management and analysis tools; 
(22) Understanding of microfinance and/or water and sanitation crisis strongly preferred; 
(23)  Ability to rapidly learn new systems and technological tools and transfer those learnings to colleagues;
(24) Talent for translating complex topics into clear, concise, and compelling content; 
(25) Demonstrated flexibility and comfort operating under tight deadlines.
