2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background
The Government of Bihar (GoB) is implementing Swachh Bharat Mission- Gramin (SBM-G) and Lohiya Swachata Yojna (LSY) with a vision of ‘Swachh Bihar’ to make rural Bihar Open Defecation Free (ODF) and clean.
The core agenda of GoB has been to achieve the vision of ‘Swachh Bihar’, ‘sanitation for all’. Recently, the GoB has introduced Lohiya Swachh Bihar Abhiyan (LSBA) emphasising the community collective and saturation based approaches to implement sanitation programme in mission mode and at scale for achieving ODF Bihar by October 2019. LSBA has strong focus on collective behavior change towards ODF communities by marking a paradigm shift in the implementation strategy, i.e. moving away from traditional department led implementation to community led planning, implementation and operation and maintenance of sanitation services.
The International Development Agency is extending technical assistance (TA) to the Rural Development Department (RDD) and the District Water and Sanitation Committee (DWSCs) for effective implementation of LSBA. One of the core elements of the TA is to strengthen capacity to community based processes and monitoring at input, process and output levels. The other important support function is to promote cross learning for rapid scale-up.
The success of sanitation programme is in sustaining the improved behaviour which is predominantly dependent on collective behaviour change through intensive social mobilization processes and regular follow ups. In year 2015, the state with the support of the International Development Agency adopted Community Led Total Sanitation (CLTS) as a community mobilization tool to accelerate SBM (G) in the state. So far, more than 1,000 persons from the districts have been trained as CLTS motivators. While there is a major drop out owing to issues related to their effective engagement, about 30% are reported to be actively supporting the ODF movement in the state. Select districts such as Sitamarhi, Khagaria, Vaishali, Rohtas, Siwan, Saharsa, Darbhanga and Bhojpur are effectively utilizing their services to make the Gram Panchayats (GPs) ODF. Sitamarhi, Rohtas and West Champaran districts have achieved ODF blocks, whereas others like Khagaria, Vaishali, Gopalgunj, Darbhanga, East Champaran and Gaya has several GPs which have become ODF.
Despite scaling up LSBA across the districts, the progress so far has been dismal – only 25.3% coverage has been achieved, as of now. To scale up the community level presence implementation of LSBA in the districts, select DWSCs with the support of our client have demonstrated successful models to achieve ODF blocks. Our client is providing comprehensive TA to Sitamarhi, Rohtas, Vaishali and Khagaria in systematically implementing the LSBA. The TA includes capacity building towards Social and Behaviour Change Communication (SBCC), sanitation technology, advocacy, and handholding towards mass and community mobilization.
The International Development Agency has committed to extend high quality TA through qualified human resource to strengthen the monitoring, evaluation, accountability and learning for the rapid and systematic scale up of the campaign in the state.
Purpose of Assignment
The purpose of the assignment is to assist the GoB in rolling out of LSBA implementation and to develop a monitoring, evaluation and learning framework which gets ingrained into the system and processes at scale with quality.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Working under the day to day supervision of the WASH Specialist, International Development Agency, the State Coordinator (SLSC)- Monitoring, Evaluation & Learning’s objective of assistance is to:
(1) Develop and roll out the monitoring, evaluation and accountability framework;
(2) Coordinate the reporting mechanism and develop knowledge management channels;
(3) Assist the state and districts in planning and progress reviews;
(4) Develop periodic newsletters, advocacy notes, case lets etc. for sharing and advocacy.
Key Job Responsibilities:
(1) Provide technical assistance to the state in rolling out of MEAL framework as per SBM(G) in all the districts of Bihar;
(2) Guide and supervise preparation and presentation to both internal and external audiences as needed, of the following for the State:
(a) Comprehensive medium-term frameworks for policy advocacy, CB, communication and MEAL and;
(b) Comprehensive CB and communication needs assessments (and their updating from time-to-time);
(3) Review and finalize the thematic medium-term frameworks and periodic Action/ Work Plans, including Action/ Work Plans sought by the Central and State Government, Development Partners and others as directed by the Reporting Authority;
(4) Initiate, guide and review of policy research, MEAL studies and other research/ studies;
(5) Conduct stakeholder dialogue (including multi-stakeholder dialogue and dialogue in newly promoted or existing relevant multi-stakeholder forums) aimed at change in policies, implementation guidelines, approaches and practices in the sanitation sector;
(6) Implement CB and communication efforts, including identification and coordination and sustained engagement with various implementation partners (resource persons and institutions);
(7) Interface with and guide state colleagues, district and sub-district implementation structures and other stakeholders/ partners in managing and implementing various components and engaging with emerging issues in the same;
(8) Follow-up with the central and state government and other stakeholders as necessary for change in policies, implementation guidelines, approaches and practices as revealed by policy research, policy dialogue, MEAL and other studies;
(9) Initiate knowledge management for documentation purpose and advocacy;
(10) Perform any other tasks as assigned from time to time.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Post graduate in public health, education, social sciences, rural development, social work or related field.  
Experience:
(1) At least five years of related work experience in rural development and sanitation sector, with focus on monitoring, accountability, documentation and knowledge management;
(2) Experience of project implementation and monitoring of rural sanitation programme will be an added advantage, especially in Bihar.
Skills and Competencies: 
(1) Excellent analytical skills;
(2) Excellent written and verbal communication skills in English; Knowledge of Hindi will be an added advantage;
(3) Excellent computer skills, knowledge of MS-Word (Word, Excel, and Power-point) is necessary;
(4) Excellent documentation- communication skills.
5. NATURE OF ENGAGEMENT:
The SC-MEAL shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
7. LOCATION: Patna, with travel to the districts; however, the travel may be limited to a maximum of 10 days per month.

The consultancy assignment will be will be effective from the date of joining till December 31, 2017.
