1. POSITION VACANT: Team Leader, Population Foundation of India, New Delhi
2. ORGANIZATION BACKGROUND:
The Population Foundation of India (PFI) is a national, non-government organization at the forefront of policy advocacy and research on population, health and development issues. It spearheads advocacy efforts and works as a think-tank dedicated to promoting and advocating the formulation and implementation of effective gender sensitive population, health and development policies, strategies, and programs, across the country.
PFI is recognized as a key voice on family planning (FP) and reproductive health, and has been supporting the Government of India (GoI) in refining and successfully implementing FP policy and programmes.
PFI is providing support to the Ministry of Health and Family Welfare (MoHFW), GoI, for strengthening the Jansankhya Sthirata Kosh (JSK).
JSK is currently engaged in the process of reviewing and revising its existing strategies and policies and providing lead inputs to FP efforts as a National Master Franchiser (NMF). PFI is seconding a full-time consultant, who shall be working closely with JSK at the national level to support this process, providing technical and strategic support for the implementation of JSK programmes and strategies.

Project Background
JSK is an autonomous body under MoHFW, constituted pursuant to the recommendations of the National Commission on Population in 2003. JSK’s mandate is to promote and undertake activities aimed at achieving population stabilization at a level consistent with the needs of sustainable economic growth, social development and environment protection, by 2045. Its role is to advocate on population and related issues, as well as promote and support innovative ideas in the government, corporate and voluntary sectors, with a view to achieving objectives articulated in the National Population Policy of 2000.
Besides other strategies, JSK’s efforts are now focused on increasing access and service uptake through the streamlining of Public Private Partnerships (PPP), in the states of Uttar Pradesh and Bihar. JSK is in the process of implementing a Social Franchising Scheme (SFS), leveraging support from private providers through Social Franchising Organizations (SFOs). The implementation of this scheme requires decentralized operations by the establishment of state offices, apart from extensive techno-managerial support for ensuring the smooth operationalization of the proposed SFS.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Executive Director-JSK, the Team Leader shall be based at the JSK Office in New Delhi and be responsible for leading technical and strategic support inputs being provided for the implementation of JSK programmes and strategies. The Team Leader will have operational reporting to the Director Programmes and will work in coordination with the Project Head at PFI.
This is an exciting opportunity for a senior development professional to lead the design, implementation and upscaling of a national level Public Private Partnership of family planning, social marketing and social franchising and reproductive health services.
Key Job Responsibilities:
(A) Administrative and Coordination:
(1) Provide technical and managerial support to strengthen organizational capacity for the implementing of strategies and programs;
(2) Support the development of systems and mechanisms for the establishment and management of state-level operations;
(3) Support state units for the implementation of the SFS;
(4) Support the strengthening of coordination among various stakeholders at the state and national levels, as necessary;
(5) Formulate recommendations regarding L&D strategy and practices;
(6) Support the formation and functioning of the Technical Advisory Group, including the convening of meetings every quarter;
(7) Develop an action plan for strengthening guidelines for the implementation and monitoring of Public Private Partnerships for FP in high focus states.
(B) Financial Management:
(1) Provide support to MoHFW/ State NHMs in preparing budgets based on Expected Level of Achievements (ELAs) and also assist in managing the same;
(2) Provide support to MoHFW/JSK in budget oversight to the state JSK Units;
(3) Any other finance related work assigned by ED-JSK from time to time.
(C) Project Monitoring and Logistics Management:
(1) Assist in developing and implementing monitoring mechanisms for the SFS plan;
(2) Help ensure compliance with the quality standard guidelines of GoI;
(3) Support JSK in ensuring financial compliance by the state JSK units.
(D) Other Tasks:
(1) Assist in developing strategies for leveraging support from the corporate sector as per JSK mandate;
(2) Provide support for the development of demand generation strategies;
(3) Undertake other assignments, which may be assigned from time to time by the MoHFW/ JSK.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have a Master’s degree in Social Science, Social Work, Public Health, Development Studies, Management or other related field from a reputed educational institution.
Experience:
(1) At least 7-10 years of experience in Public Private Partnership of Family Planning, Social Marketing and Social Franchising and Reproductive Health Services in India;
(2) Applicants must have prior experience of implementing large scale public health programs at the state/ district level;
(3) Experience in strategic planning, both at macro and micro levels for the implementation of projects, shall be an advantage;
(4) Experience in financial management and budgeting shall be preferred.
Skills and Competencies:
(1) Demonstrated ability in developing strategic networks with multiple donors including government, non-government, technical partners, donor and funding agencies is essential;
(2) In-depth understanding of FP issues at the policy and community level is a must;
(3) Good knowledge of health systems in UP/ Bihar;
(4) Prior experience of leading teams and processes;
(5) Ability to work with the government system at the national/ state and district levels;
(6) Willingness to adapt and quickly respond to dynamic situations, as and when required;
(7) Proficient in MS Office, MS Excel, PowerPoint and internet programmes.
