1. POSITION VACANT:  Specialist- IEC and Media Liaison (Program Management Unit), India Health Action Trust (IHAT), Lucknow
2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project Manager- Program Management Unit, IHAT, the Specialist- IEC and Media Liaison (Program Management Unit) shall be responsible for implementing the IEC/ BCC programs as defined in the Mission Parivar Vikas Programme.
The Program Management Unit (PMU) has been established to support State Innovations in Family Planning Services Project Agency (SIFPSA) on activities under Mission Parviar Vikas (MPV).
The PMU will be setup as unit within SIFPSA and will be operational until December 2019. It will primarily provide support to the GoUP to maintain oversight of implementation of activities related to demand generation (IEC/ BCC) for family planning and capacity building of service providers as identified under Mission Parivar Vikas.
Key Roles and Responsibilities:
A. Information, Education and Communication:
1) Develop project plan for rolling out IEC activities under MPV;
2) Formulate clear and effective advocacy strategy for the family planning program;
3) Develop IEC materials, media kits and content to support MPV and family planning;
4) Supervise the implementation of the IEC campaigns under Mission Parivar Vikas; 5) Work with MPV M&E team to analyse and prepare post media campaigns;
6) Assist/ help the team in understanding of advocacy and dealing with media related issues for NHM, government & other partners;
7) Liaise with GoUP officials and other government partners to ensure smooth rollout of IEC projects under MPV;
8) Focus on advocacy with media and deal with other launch related activities.
B. Media Liaison:
1) Develop content related to MPV and other family planning programs including media material, press releases, media advisory etc. for print media, electronic media and Social Media to promote the program;
2) Develop and manage systems for monitoring and analyzing of media landscape (print, electronic and social media) related to MPV and advice on media and advocacy strategy;
3) Deal with negative reporting and planning counter strategies for media advocacy
4) Any other task as assigned from time to time by the Project Manager/ ED SIFPSA.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
Applicants must be a graduate from a recognized institute/ university.
Experience:
1) Minimum six years of experience with at least five years of experience in planning and executing IEC/ BCC campaigns including handling media campaigns and press releases.
2) Experience of working with the government systems for at least three years shall be preferred.
3) Candidates having experience of working in the health sector shall be given an added advantage.
Skills and Competencies: 
1) Knowledge of different IEC/ BCC methods to reach out to the community;
2) Knowledge of government systems;
3) Demonstrates efficient decision-making and problem solving skills;
4) Excellent interpersonal, communication and presentation skills;
5) Ability to function effectively as a team member;
6) Fluency in English and Hindi is essential;
7) Strong knowledge of MS office suite and Coral Draw or other graphic editors.

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
