1. POSITION VACANT:  Team Leader- Quality (Family Planning) (TLQ-FP), India Health Action Trust (IHAT), Lucknow

2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project Director - Family Planning (PD-FP), IHAT, the Team Leader – Quality (Family Planning) (TLQ-FP) will be will be responsible for designing and implementing quality of care improvements within the Family Planning program in the state of Uttar Pradesh. The incumbent will lead the project’s quality and training and facility strengthening initiatives and should be conversant in family planning practices. He/she will provide guidance to program team and work closely with the Team Leader - Program to ensure seamless operations of the intervention.
Please Note: The position requires intermittent travel (35%) to districts of UP and other states.
Key Roles and Responsibilities:
(A) Leadership and Mentoring
(a) Develop a clear roadmap to strengthen facilities and to improve quality of care at the health facilities in the state;
(b) Provide guidance and leadership for overall project management of FP quality of care improvements; responsible for overall achievement of quality objectives and targets;
(c) Leverage experience and knowledge to develop innovative models to improve quality standards of family planning services at health facilities and increase uptake of modern contraception;
(d) Coach, mentor and provide feedback to team for capacity building and performance management of all direct reports.
(B) Managing Partnerships and Relationship Building
(a) Foster relationships with key decision makers in government and partner organizations to advocate quality of care as a key intervention;
(b) Engage with the GoUP to design quality initiatives and support GoUP with implementation of the initiatives;
(c) Support GoUP to improve quality of FP intervention; facilitate issuance of GOs, inclusion of quality improvement activities for budgeting in PIP, assist in developing training plans, tools and job-aids;
(d) Maintain effective communication with donors and external stakeholders.
(C) Project Management and Implementation
(a) Responsible for project management, developing work plans, tracking tasks, identifying and addressing gaps, managing budget, reviewing operations and for other needed activities to meet quality objectives and deliver results;
(b) Lead gap analysis, risk analysis and develop micro plans for implementation of family planning quality improvements in the state to ensure necessary compliance to technical standards; 
(c)Review, and disseminate guidelines, standards of practice, protocols and other tools to improve quality in clinical and non-clinical settings;
(d) Coordinate with the Team Leads/specialists from other intervention to identify synergies between other projects in TSU.
(D) Monitoring and Evaluation
(a) Responsible for development of results framework and key performance indicators and monitoring performance;
(b) Write and review monthly/quarterly/semi-annual/annual reports.
(c)Work closely with the state program monitoring team to analyse data and take steps to ensure any gaps in quality strengthening are plugged.
(E) Others
(a) Document best practices and develop plans to incorporate the learnings across districts;
(b) Perform other duties identified from time to time by FP Project Director.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
(1) Applicants must have MBBS/ BDS/ AYUSH from a recognized Institute/ University;
(2) MD/ DGO/ Master in Social Sciences/ Public Health, or equivalent qualification will be preferable.
Experience:
(1) Applicant must have minimum 12 years of experience in planning and implementing quality improvement initiatives at national/state level;
(2) Applicants should at least five years of experience in implementing FP initiatives in a technical capacity;
(3) Minimum five years of experience in managing teams;
(4) Experience developing guidelines and delivery training at a national or state level will be an added advantage.

5. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
