Regional Child Survival Coordinator - International Development Agency (Location: Bhopal)

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:
Madhya Pradesh (MP) is the second largest Indian state in size with the target population around two million infants, around 2.2 million pregnant ladies. Though the full immunization coverage of the State has increased from 36.2% in DLHS 3 to 53.6% in NFHS 4 (2014-15), there are 27 districts in the State which have full immunization coverage below state average and amongst them 21 districts have < 50% coverage (NFHS 4). However, there are inter-district disparities in fully immunized children coverage with Raisen having highest coverage of 78.5% and Alirajpur having lowest coverage of 22.6%. Recently GoI has announced Intensified Mission Indradhanush which is a focused strategy to cover dropouts and left outs by ensuring a broad-based engagement of all stakeholders in the immunization program. This is already operationalized in MP in 2017 and the gains made under IMI will be incorporated in RI in 2018.
95.6% of children suffering from diarrhea received ORS/ORT/HAF but the data on use of Zn in diarrhea management is not available. State having high burden of malnutrition, highest IMR and high U5MR, needs to promote use of ORS and Zn in diarrhea management to decrease morbidity and mortality due to diarrhea. Govt of India NHM has piloted the India Action Plan for Prevention of Pneumonia and Diarrhoea (IAPPD) and India Newborn Action Plan (INAP) in 2014 in four states MP, Rajasthan, UP and Bihar to strengthen pneumonia and diarrhea. IDA is providing the necessary technical support to strengthen RI and diarrhea management program.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance of the direct supervision of Regional Joint Director- Bhopal, in coordination with the Deputy Director, Immunization and Deputy Director Child Health and technical coordination and liaison with Health Specialist, Bhopal Office  of the International Development Agency, theRegional Child Survival Coordinator (RCSC)  shall be responsible for strengthening RI coverage and management of pneumonia and diarrhea for poor performing districts of Bhopal, Indore and Ujjain regions. The consultant will facilitate the GoMP and IDA to sustain the gains made in the previous years and improve the quality aspects of RI program and PD management.

The Consultant will submit the monthly report of deliverables to the Third-Party Agency (TPA) with a copy to the Technical and immediate supervisor, by the 25th of every month, along with relevant field trip training/activity reports annexed.  Monthly travel plan to be submitted to Third Party Agency (TPA) based on joint agreement of NHM and IDA MP by the 25th of every month for the subsequent month. Any change in deliverable, due to change in government priorities, needs to be informed in advance to the IDA Health Specialist.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification and Experience
Post Graduate degree in Community Medicine/ Public Health/ Pediatrics/ Family medicine or equivalent with one years’ experience of program management/ RI
OR
Graduate in alternate Systems of Medicine (BPT/BHMS/BDS/BAMS) with Post Graduate Diploma in Health Management/Health Administration/ RCH management equivalent with 8-12 years of experience of working closely in field of Public Health/ Immunization.  
Skills and Competencies:
(1) State level experience of working in immunization will be desired
(2) Ability to plan and monitor activities at state level. 
(3) Must be willing to travel extensively in the divisions and State. 
(4) Knowledge of English and Hindi languages and computer is essential.
5. NATURE OF ENGAGEMENT:
The RCSC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 1,04,000/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the RCSC).
7. LOCATION:  Bhopal, Madhya Pradesh with need base travel to field.
8. DURATION: The consultancy assignment will be effective from the date of joining till June 30, 2018.
