Project Manager- Program Management Unit - India Health Action Trust (IHAT)

1. POSITION VACANT: Project Manager- Program Management Unit, India Health Action Trust, Lucknow
2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, IHAT aims at improving public health in India and abroad by providing comprehensive technical assistance in program planning and management. It has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide techno-managerial support to improve the coverage of key reproductive, maternal, new-born, child health and nutrition (RMNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.
The Project Management Unit (PMU) will be setup with the support of BMGF (Bill & Melinda Gates Foundation) as a unit within SIFPSA and will primarily provide support to the GoUP to maintain oversight of implementation of activities related to demand generation (IEC/ BCC) for family planning and capacity building of service providers as identified under Mission Parivar Vikas.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Additional Executive Director (AED)/ Executive Director (ED), SIFPSA, the Project Manager will be responsible for planning and managing the operations of the Program Management Unit (PMU) which has been established to support State Innovations in Family Planning Services Project Agency (SIFPSA) on activities under Mission Parivar Vikas (MPV).
Key Roles and Responsibilities:
A. Leadership & Mentoring
a) Provide guidance & leadership for overall project management of MPV Program; responsible for overall achievement of program objectives and targets;
b) Coach, mentor & provide feedback to team for capacity building and performance management of all direct reports.
B. Managing Partnerships and Relationship Building
a) Foster relationships with key decision makers in government & partner organizations to ensure timely implementation of MPV program;
b) Support GoUP to implement MPV intervention at the state level; Facilitate issuance of GOs, inclusion of MPV activities for budgeting in PIP, assist in developing training plans, tools and job-aids.
C. Project Management & Implementation
a) Responsible for project management, developing work plans, tracking tasks, identifying & addressing gaps, managing budget, reviewing operations and performing any other activities needed to meet program objectives and deliver results;
b) Perform gap analysis, risk analysis and develop micro plans for implementation of MPV interventions in the state.
D. Monitoring & Evaluation
a) Responsible for development of results framework and key performance indicators and monitoring performance;
b) Write and review monthly/ quarterly/ semi-annual/ annual reports;
c) Analyse data to identify gaps and take steps to ensure any gaps in strengthening are plugged.
E. Others
a) Document best practices and develop plans to incorporate the learnings across districts;
b) Perform other duties identified from time to time by AED/ ED SIFPSA.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
(1) Post Graduate in Social Sciences/ Public Health or MBA from a top- tier Institute/ University;
(2) Applicant with Ph.D. in Social Sciences/ Public Health/ Management or equivalent qualification will be preferred.
Experience:
(1) Applicant must have minimum 12 years of experience in planning and implementing health initiatives at national/ state level;
(2) Applicants having at least five years of experience in planning and implementing Family Planning initiatives shall be preferred;
(3) Applicants having experience in managing and leading teams shall be preferred;
(4) Experience of working with senior government officials will be preferred.
Skills and Competencies:
(1) Strong leadership skills; Proactive;
(2) Excellent time management and organizational skills; Good at prioritizing tasks and deliverables;
(3) Excellent written, analytical and communication skills;
(4) Demonstrates good persuasion and negotiation skills;
(5) Knowledge of MS Office.
5. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
