2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background:

Good dietary practices and absence of anemia in women during preconception and early months of pregnancy predicts nutrition outcomes for the child at birth. In Bihar, 40% of women still do not receive first antenatal check-up in the first trimester a time wherein beneficial effects of maternal diet supplementation are the highest. Preconception nutrition is poor with 45% of girls who are 15-19 years are undernourished i.e., body mass index less than 18.5 kg/m2 and 42% women aged 20-24 years are already married. IDA in partnership with Bihar Rural Livelihood Promotion Society (JEEViKA) has initiated Project Swabhimaan to test the delivery of a package of essential health, nutrition and WASH package interventions for women- before, during and after pregnancy; designed and implemented through the village organizations within the JEEViKA framework. The project is initially implemented  in Purnea district and has two main components – (a) systems strengthening to improve coverage and quality of ICDS, PDS, SBM and nutrition services under VHND and (b) various demand generation activities, designed and implemented by village organizations and their self-help group network at community level. IDA proposes to engage a senior consultant, placed at state-level with BRLPS, with frequent travel to Purnea district, to support BRLPS in rolling out the system strengthening component of Project Swabhimaan.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall administrative supervision of CEO/OSD (JEEViKA) and technical support of Nutrition Specialist, Nutrition Section, IDA, the State Consultant (Swabhimaan) will support BRLPS in rolling out the Village Organization led and System strengthening component of Project Swabhimaan by BRLPS in coordination with key departments such as Social Welfare, Health, Rural Development. S/he will undertake the following tasks:
Key Deliverables:
1) Coordinate biannual State convergence committee meetings to ensure access to health, WASH and Nutrition services in the project sites.;
(2) Coordinate the District Convergence committee meeting and linking the Swabhimaan activities to the Community based events and Jan Andolan activities under the Poshan Abhiyan;
(3) Provide liaising support with nodal departments – Health, ICDS and rural development in improving coverage of SBM, Arogya Diwas, SAG, WIFS programme and monitoring the progress of ‘18’ essential interventions in the project area;
(4) Link the ‘at nutrition risk’ adolescent, women to livelihood opportunities of JEEViKA and to other entitlements from the respective departments;
(5) Prepare Monthly report indicating coverage and quality of the interventions and feedback to District teams through the JEEViKA State Managers;
(6) Ensure Quality implementation of the web-based MIS from various blocks and prepare a monthly report;
(7) Provide technical support to BRLPS in scale up of the project activities to cluster-1 of the Blocks and additional three Blocks in the District;
(8) Coordinate refreshers and fresh trainings of service providers and new trainings under new Vos;
(9) Monitoring service quality of Arogya Diwas and extended biannual women health camps through BRLPS;
(10) Support in development of resource materials, building the repository of the resource materials and documentation of the project activities.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must be Master’s in Public Health/ Home Science (Nutrition)/Rural Development.
Experience:
Minimum five years of post-Master’s work experience in supporting State Health Society/Jeevika/ ICDS, Government of Bihar, development agencies on various nutrition programmes.
Skills and Competencies:
(1) Proficient in using MS-Office;
(2) Willingness to travel to districts, blocks; villages at a stretch.
5. NATURE OF ENGAGEMENT:
The SCS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 1,07,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SCS).
7. LOCATION: Patna, with need base travel to field.
8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
