1. POSITION VACANT: Specialist- M&E (Data visualization), India Health Action Trust (IHAT), Lucknow
2. ORGANIZATION BACKGROUND:
India Health Action Trust (IHAT) was established in 2003 by the University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009. IHAT aims at improving public health initiatives both nationally and globally, by the provision of comprehensive technical assistance in the areas of program planning, management and monitoring.

IHAT has been providing comprehensive technical assistance as above to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.
At the request of the Government of Uttar PradeshIHAT established a Technical Support Unit (TSU) in 2013, to provide techno-managerial assistance to improve the coverage of key reproductive, maternal, new-born, child health and nutrition (RMNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Team Leader- M&E, the Specialist shall be responsible for the following:
(1) Disseminate information regarding tools, reports, or metadata enhancements;
(2) Conduct or coordinate tests to ensure that intelligence is consistent with defined needs
(3) Identify or monitor current and potential factors, using business intelligence tools;
(4) Synthesize current business intelligence or trend data to support recommendations for action;
(5) Maintain or update business intelligence tools, databases, dashboards, systems, or methods;
(6) Manage timely/ regular flow of data related to Health Programs;
(7) Identify and analyze program patterns and trends across geography with implications for Health Programs;
(8) Provide technical support for existing reports, dashboards, or other tools;
(9) Maintain library of model documents, templates, or other reusable knowledge assets;
(10) Create or review technical design documentation to ensure the accurate development of reporting solutions;
(11) Communicate with hired system/application developing organizations, suppliers, or any other professional organizations of interest;
(12) Document specifications for program intelligence or information technology (IT) reports, dashboards, or other outputs;
(13) Create program intelligence tools or systems, including design of related databases, spreadsheets, or outputs;
(14) Collect program intelligence data from available program reports, public information, field reports, or purchased sources;
(15) Generate standard or custom reports summarizing program, supplies, human resources, economic and demographic data for review by executives, managers, clients, and other stakeholders.
4. QUALIFICATION, SKILLS AND EXPERIENCE:    
Qualification:
Applicants must have a bachelor’s degree in Engineering (Computer Science, Information Technology, Electronics & Communications)
OR
Post-Graduate degree in Computer Science
OR
Post-Graduate degree in Statistics/ Economics
Experience:
Applicants must have a minimum of three years of relevant experience.
Competencies: 
(1) Proficiency in SQL (or any programming language used for data definition and manipulation);
(2) Experience in working with any of the specific BI software programs, such as Oracle, Tableau, IBM Cognos or Microsoft Power BI;
(3) Technical ability in setting up and running the system;
(4) Analytical ability to understand the health data at different levels and their associations with Health Program Outcomes, as well as effectively interpret the results;
(5) Fluent in English and Hindi (Excellent written and verbal skills).
5. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
