Background

Project and Position Description

Plan International is seeking Chief of Party (COP) candidates for the Protecting Human Rights Project (PHR) in Bangladesh.  PHR is a $12.7 award from USAID which started in 2011. PHR focuses on reducing the prevalence of domestic violence and other human rights abuses including ending child marriage. The Program was extended and is now entering its sixth and final year of implementation.  

The COP will have authority and oversight over the project, including managing all activities of sub-recipients, coordinating all program-focused strategic planning and decision making, and staff management. The COP will serve as key liaison with USAID, the Government of Bangladesh implementing partners, and other stakeholders. Primary responsibilities include providing overall leadership, management, and general technical direction of the program as per USG policies, assuring an integrated vision among different components and actors, and ensuring program performance, achievement of program requirements and adherence to donor regulations.

Background
UNDP Bangladesh is leading realignment process to align its current structure ensuring CO relevance and impact in the next 3-5 years and taking into account wider changing circumstances in Bangladesh. The changing nature of engagement with donors and partners require that UNDP continuously demonstrates its value added. In aligning the organizational resources behind its strategy, the proposed Country Office functional structure has been designed accordingly. The Programme Team is designed as three major portfolios to ensure a well-focused programme, which is directly aligned to the UNDP Strategic Plan and the emerging priorities of Bangladesh’s 7th 5-Year National Development Plan. The Governance portfolio will encompass UNDP’s dynamic governance programme activities, which includes Justice and Human Rights, Elections and Parliamentary Affairs, and a portfolio evolving from public administration reform to emerging governance innovations fostering citizen empowerment and social cohesion. The local governance programming activities will be consolidated within the Governance portfolio.

Background:
A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Programme, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
