In order to expedite the process of developing District Epidemiological Profile (DEP) reports across north-east districts, DAKSH project has developed a template for a report brief that features automatically generated factsheets and graphs, in addition to a manually-prepared brief snapshot of the epidemic situation. This template will be used as the basis to generate reports for all 330 districts. To support the auto-generation of factsheets and graphs for the report brief, DAKSH team has developed a national database of multi-year (up to and including 2011) program, surveillance and census data. FHI 360 is hiring a short term consultant through its DAKSH project (to be placed at FHI 360) to provide technical support in finalization of the national database and DEP reports. This person is to work as a team along with DAKSH staff.

Responsibilities: 

The responsibilities of the NPLC are: 

1. To provide support to efforts of NACO/ SACS in capacity building of SACS.

3. Conducting training for SACS procurement and stores officials in procurement and inventory management function in coordination with Regional Coordinators.

7. Maintaining list of drugs, kits and other medical supplies delivered for use at various units (ICTC / PPTCTC / Blood Banks / ART Centers).
8. To monitor, report and provide oversight to the stock position of various items including indication of under-stocking / overstocking / expiry of goods to SACS based on the consumption pattern.
9. Acting as link between Procurement Agent/ Logistic Agency, Regional PLCs and SACSs for inventory management and relocation of goods wherever required.
10. Assist Procurement Agent in conducting post delivery inspection of drugs / Kits at regular intervals.
11. to gather and compile data of stock items from all the peripheral units (ICTCs, ARTCs, Blood Banks etc.) and SACS in all the 38 States / UTs.
12. To gather information and monitor the inventory data regarding items where the expiry date is approaching (e.g. 4 months). 
13. To compile data of actual consumption of various items from the centers and help SACS/ NACO in forecasting the annual requirements.
14. Based on the information collected, coordinate to divert, in consultation with the concerned Project Directors, the stocks from the centers which have excess material to the centers where there is shortage. Similarly arrange to divert, in consultation with the concerned Project Directors, items with expiry date approaching to such centers where there is immediate or higher requirement for consumption.
15. To liaise with the Procurement agent/ Inspection Agency / and SACS regarding Supply Chain Management to coordinate and facilitate delivery, receipt and distribution of supplies.

Save the Children (SC) is the world’s leading independent child rights’ organization: it fights for children’s rights and delivers immediate and lasting improvement to children’s lives worldwide. SC has existed in India since the pre-Independence days. Save the Children, India (SCI) is the 28th independent member of the International Save the Children Movement. 
SC has agreed to make Newborn and Child Survival (NCS) the focus of their premier campaign around the world over the next 5 years with SCI playing a lead role in the campaign. In October 2009, SCI launched the EVERY ONE campaign. Our vision is that no child under the age of five die from preventable causes, and public attitudes in India will not tolerate a return to previously high levels of infant and child deaths. Our goal is that Millennium Development Goal 4 is achieved.
The Saving Newborn Lives (SNL) program of Save the Children, an initiative funded by the Bill & Melinda Gates Foundation, has made a major contribution over the last decade in bringing the issue of newborn survival to global and national agendas. It has produced landmark publications on critical newborn needs, helped in identifying interventions to address the major killers of newborns, and assisted 19 countries in developing policies and strategies for newborn health including introduction of cost-effective new interventions. In India, SNL led the development of the country’s first ever report on newborn health titled ‘The State of India’s Newborns’ in 2004, and facilitated the development and sharing of SEARCH’s ground-breaking field trial on ‘Home-Based Newborn Care’ which has now been adopted by the Government of India as one of the key national health programs.
There is growing recognition that the key to achieving MDG-4 is to tackle the increasing proportion of neonatal mortality as a subset of under-five mortality, and the next critical step is to demonstrate effective implementation at scale of the newborn health programs. In order to ‘bend the curve’, SNL in its third phase (2013-2017) is working through active collaborations and strategic partnerships in India to develop, apply and document successful implementation approaches to achieve effective coverage at scale.
Job Purpose
One of the key objectives of SNL’s work-plan is to provide state-of-the-art technical assistance and catalytic resources for strengthening monitoring of implementation and outcomes, in order to promote accountability and action. In this regard SCI is looking for an Advisor to provide technical support in achieving the above mentioned objective. He/she will work under the overall guidance of the Technical Advisor – Newborn & assist the Director-Programmes and Director-Knowledge Management of SC India as and when required.
Main responsibilities
Specific responsibilities include but will not be limited to:
 Measuring SNL progress, results, and performance
• Work with SNL global M&E staff to develop indicators and metrics to measure program success across all objectives, such as advocacy and partnership building.
• Work in close coordination with the SNL India team in design and implementation of research  efforts (household surveys, formative research, qualitative research) to answer key questions on urban poor and other implementation questions
• Lead the process of data management (collection, validation, analysis) and presentation of results in user friendly formats
• Maintain databases of activities, reports, and products, compiled across all SNL geographical areas of work, and link them to SC India’s
• Compile and submit reports on time, including routine quarterly (QPR), annual (APR), and any other report required by SNL/BMGF.

Monitor implementation and outcomes of newborn health programs to promote accountability and action• Advocate for inclusion of globally standardized  Neonatal Health Indicators within the Government Health Information systems (MCTS, HMIS, NFHS-4 etc.) for use in national programme management and decision-making; assist in making recommendations on how data can be used at state and district level for management and program planning
• Understand existing government and non-government monitoring and reporting systems, identify opportunities to improve reliability of data, and increase use of existing data for improving implementation of newborn programmes especially for urban areas
• Support SC India staff, government partners and other stakeholders to analyze and use information for evidence-informed policy making at the National, State and District levels.
• Assist the Child Health division, MoHFW in developing plans for routine information generation for Newborn Health programs (Facility-Based Newborn Care, Home-Based Newborn Care) using the available datasets, and support the development and dissemination of technical reports to various stakeholders
• Develop, pilot and support the implementation of new monitoring tools at various levels (National, State, District) to facilitate use of programmatic data for immediate action and remedial measures
General responsibilities:• Assist the SNL program team in the development of annual work-plans (AWP), including timelines and budgets, based on the 5 Year Strategic Plan, and help in in the preparation of Project Monitoring Plan (in the format as prescribed by the donor)
• Support SNL/SCI staff and counterparts to generate tables and graphs that help communicate information in such a way that it facilitates planning, action, and presentation of performance of SNL activities.
• Advise the KM/M&E team of SC India on how to strengthen monitoring and data management of Newborn Health under H&N projects,   document results of data analysis in a form which is publishable and available for widespread circulation
• Represent SNL/SCI in professional meetings, conferences, technical advisory groups and seminars related to the advancement of M&E, and share the results and findings from the data analysis.
• Work in a collaborative environment with other SNL/SCI staff, and travel as needed to provide technical assistance to other SNL staff and counterparts for the design and implementation of monitoring and evaluation activities.
• Participate in regular meetings/phone calls with SNL global M&E staff and M&E staff from other countries.
Professional Qualifications & Experience
• Master’s degree or higher from a reputed institute/ university in Public health, Statistics, economics, demography, or related field
• Five years of progressively responsible, professional level experience with International NGOs/Donor agencies related to monitoring and evaluation, social science research, demographic research, and MIS
• Experience of working with government MIS systems viz. NRHM, RCH, NACP-3, RNTCP and handling large scale data sets preferred
• Demonstrated expertise in the use of Statistical and Demographic packages, including SPSS, STATA, EPINFO, etc. Preference will be given to those with experience in qualitative research methods.
• Ability to plan, implement and monitor project activities by applying proven management principles
• Thorough knowledge of monitoring and evaluation, social science, demographic research, data dissemination techniques, and data utilization for policy analysis and policy development in the area of NB.
• Ability to handle sensitive and complex issues diplomatically and to inspire confidence in GOI and other counterpart

Brief Note on Project:-

CAIRN India and CARE India intends to contribute to improving health status in the district of Barmer in Rajasthan and have developed a joint project that would primarily strengthen delivery of national health programs as well as mobilize communities for better health.

The project goal is to contribute to significant reductions in maternal and infant mortality in Barmer district. The project will also have additional focus on select infectious diseases in the operational area. Considering the methodological difficulties in measuring IMR and MMR at the scale of the project with a statistical significance, CARE would measure improvements in coverage and behaviors that are critical to enhance maternal and infant survival.

The geographic focus of the project will be the district of Barmer with direct intervention support in 3 blocks (Baitu, Sindhari and Dhorimanna) and district level support to government programs to scale up impact in remaining 5 blocks.

The project is proposed for a 5 year period with scope for course-correction as appropriate (however the targets for goals and outcomes will be set for 2017, so as to coincide with the national program cycle – 12th plan).

CARE will engage and mobilize women systematically at the community level and work with community leaders, existing Village Health Nutrition and Sanitation Committees, self-help groups (SHGs) and ASHAs. Job Summary:
The Project Manager will provide leadership to the project and will be responsible to manage the interventions to deliver results through effective resource utilization. S/he would lead the process of finalization of project plan working closely/in consultation with the Adviser, Technical Director-Health and the Regional Programme Director, Dalit Hub. 

She/ he would be accountable for all aspects of planning, implementing, monitoring, and budgeting, reporting and coordinating technical assistance for the project. S/he would also be responsible for identifying NGO partners for project implementation, including defining their scope of work.

S/he will also be required to engage in advocacy efforts in accordance with the program design and leverage from networks.

The Project Manager will liaise with relevant state level governmental and nongovernmental agencies, providing guidance and support to the implementing partners as well as reporting regularly on project activities and progress made. She/he will represent CARE at the state level while reporting to the Regional Programme Director.

Job Summary
Key Responsibilities 

PLANNING/IMPLEMENTATION/PROJECT OVERSIGHT
• Be responsible for developing and implementing the project plans, including research design and implementation.
• Prepare and implement the district DIP, timelines and training plans and ensure their timely revisions as required.
• Ensure visits field to oversee project activities and provide supportive supervision to the staff, liaise with key counterparts and NGOs.
• Plan and manage the capacity building events and processes with close support from and resource team

PARTNERSHIP DEVELOPMENT 
• Be responsible for selecting suitable NGO and private sector partners and developing excellent relationships and build their capacities for achieving sustainable program impact
• Select suitable NGOs in consistent with CARE-India’s overall partnership strategies and specific to the project requirement.
• Maintain close communication with NGO chief functionaries and project staff and volunteers to provide supportive supervision as needed
• Ensure participatory analysis of capacity building needs of NGOs and provision of needed technical assistance, training activities and cross visits

MONITORING AND EVALUATION
• Be responsible to ensure Baseline and project related data used by district as well as Sub partner team for assessing quality and project progress
• Regularly monitor the program progress by collecting and analyzing data from various sources of the program monitoring system of the project and facilitate action by systems.
• Ensure analysis and use of information received at every level.

LIASION AND REPRESENTATION

• Be responsible to represent CARE effectively and maintain productive, collaborative and collegial relationships with Government at the state level 
• Liaison with the state level officials to facilitate engagement of NRHM, RCH and other Governance systems to facilitate implementation of Maternal and Child Health interventions.
• Facilitate planning and review process through the ICDS, NRHM and RCH systems, analyze and use program data to guide implementation through the systems
• Use evidence and data to communicate and convince senior officials at district level on program priorities 
• Facilitate effective participation of all the members in consortia meeting and their meaningful involvement in program implementation. Escort/facilitate travel of visitors/reviewers to the field as and when required
• Maintain an district level updated profile of good agencies and resource persons, short-list potential ones and explore possibilities of collaboration

DOCUMENTATION AND REPORTING

• Be responsible for district level documentation of project activities and lessons learned, submission of progress reports and other reports required for CARE systems 
• Ensure timely submission of district level report as per given guideline 
• Ensure timely submission of programmatic and financial report by Sub partner reports and its quarterly submission to state office.
• Consolidating the data and report.
• Generating the donor report and monitoring the expenditure against budget.

HUMAN RESOURCE MANAGEMENT

• Be responsible for supervision of the reportees.
• Be fully familiar with the Performance Management Handbook to have annual performance plans established with your direct reports, conduct their mid-term reviews and annual appraisals
• Be responsible to develop effective individual personal development and project related training plans for enhancement of staff skills and to increase their capacity for high quality performance
• Be responsible for recruiting and timely placement of Sub- Partner Staff in collaboration with the NGO chief functionaries. Engage with senior State level officials to ensure their ownership
• Provide supportive supervision and management support to Program Officers: planning, monitoring and program reviews
• Define the scope of sub-district level support through NGOs
• Channel technical and operational support to districts 

RESEARCH & DESSIMINATION OF LEARNING

• Be responsible for conducting baseline, midterm and endline surveys
• Be responsible to unpack inter-sectoral convergence using implementation science methodologies: the strategic integration of services based on the best available science and a careful demonstration of how to overcome implementation challenges to deliver services effectively and efficiently for the greatest impact

Qualification & Experience
• Master’s degree in Public Health, Nutrition, Social Medicine, Management or Social Sciences
• At least 8 years experience in rural community development, with a significant focus on maternal & child nutrition and health. At least 5 years experience in program / project management

Skills & Competencies 
• Demonstrated leadership and team management skills
• Experience of working with the national program at state land district levels, especially RCH, NRHM and ICDS
• Strong facilitation and people mobilization skills, especially in mobilizing Government systems.
• Partnership management
• Proficiency in verbal and written communication on English and Hindi. 
• Sensitive to gender and diversity issues.
• Ability to use computers and manage data independently.
