Project Background:
A Memorandum of Co-operation (MoC) was signed between Government of Bihar (GoB) and Bill and Melinda Gates Foundation (BMGF) in 2010, based on which BMGF agreed to provide technical support and assistance to GoB to improve Health and Nutrition outcomes across the State. As part of this MoC, a Technical Support Unit (TSU) was established in 2013 with CARE India as the lead development partner. The Bihar TSU aimed to support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition. The TSU targeting providing specific technical support on Government of India’s (GoI) RMNCHA+A campaign, GoB’s Manav Vikas Mission Goals and Kala-Azar elimination goals across the State.
This support extends across hierarchies – from State level support to Health Department, ICDS department and State Health Society of Bihar (SHSB), to District and Block level support across all 534 blocks in the State.
As a part of the agreement between GoB and BMGF, Bihar TSU has established a State Resource Unit (SRU) and District Resource Units (DRU) in all the districts to provide technical support at district level. The SRU is designed to provide high quality technical assistance to the Health and ICDS departments in the pursuit of achieving state goals in the full range of domain areas in the mandate of the TSU, including but not restricted to reproductive, maternal and child health and nutrition and visceral leishmaniosis. The DRU will provide structured support to district and block level teams of the Health and ICDS departments for all program operations in the same domains.
The SPMT is designed as a central pool of experienced leaders/managers/technical specialists that plays crucial roles of providing strategic oversight to all program operations to ensure that the program is on track to achieve goals, identifying and providing performance feedback to SRU and DRU teams, identifying outstanding program questions and designing pilots, interventions, processes and tools in pursuit of solutions, and training public health program managers and professionals on-the-job.
In this context CARE serves to support and leverage the ongoing activities and interventions of the GOI in Bihar and Jharkhand towards the goal of the elimination of VL.
The grant aims to
a) substantially increase coverage and quality of IRS across all affected areas of Bihar and Jharkhand to reach near-universal levels by 2016;
b) ensure near-complete case-finding, complete treatment and accurate reporting by 2015;
c) strengthen managerial capacities within the Government of Bihar (GoB) and Government of Jharkhand (GoJ) to sustain elimination beyond 2017.
With a long history of being a credible, successful partner of the government and with a recognized role in health in Bihar, Jharkhand and India, CARE will provide strategic leadership and implement the VL controlactivities across the States in close partnership with respective departments in Government of Bihar and Jharkhand and the National Vector Borne Disease Control Program (NVBDCP).
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Team Leader- Visceral Leishmaniasis shall be responsible for managing all aspects of operational strategy development, implementation and ensuring high program quality standards by providing strong leadership and management.
S/he shall work closely with the Team Lead – CML for rolling out the intervention plan, for operationalizing data-driven management and achieving project outcomes and impact.
The incumbent will be closely working with Senior government officials in Department of Health in Bihar and Jharkhand, NVBDCP- Gol, BMGF and development partners working on VL elimination.
Key Roles and Responsibilities:
(1) Ensure that all project implementation resources are used effectively and transparently in meeting project objectives in the affected areas of Bihar Jharkhand;
(2) Ensure Sound control, Full compliance, best practice and effective and efficient management of all financial resources;
(3) Leverage support of state machinery and development partners at various levels and serve as the principal point of contact with the government, BMGF, partners, and other key agencies to ensure coordination of project operations;
(4) Ensure technical integrity of project activities, strengthen and support planning, review and management of IRS activities and roll out and use of HMIS with real-time high-quality data of IRS monitoring and patient surveillance to inform timely and strategic decisions;
(5) People Leadership and Management
(a) To mentor and coach direct reports and help develop their career paths with suitable organizational succession plans.
(b) Identify areas of development in operational teams and implement capacity building activities.
(c) To effectively motivate team members for promoting their urge to constantly innovate new strategies and approaches for elimination solution of VL with increasing efficiency and effectiveness;
(d) To promote the learning agility and learning appetite among team members and to constantly nurture an environment of self-reflection in order to improve the quality of deliverables and to innovate new approaches.
(6) Program Management, Implementation
(a) Ensure that project deliverables are achieved within stipulated timelines as per the annual work plans of the project;
(b) Rolling out the project strategy by managing implementation of approved activities and related operational processes;
(c) Periodically reviews program progress and interim results to ensure alignment with organizational AOP framework;
(d) Promote cross learning and knowledge sharing among the operational teams to increase overall efficiency;
(e) Ensure understanding, ownership and competence of the operation team to use data driven management; and, effective implementation of data-driven management to promote use of data for decision making by government in all the affected areas of Bihar Jharkhand.
(7) Support to Chief of Party:
(a) Work closely with TSU senior management team to ensure operational synergy at state and district level and support CoP in strategic partnership with GoB and GOJ to maximize the impact of CARE program in Bihar and Jharkhand.
(b) Establish effective and harmonious operational relationship and coordination with other partners for generating synergies.
(c) To work effectively with the Government functionaries at different-level and provide effective support to roll out VL control activities in both the States.
(8) Planning, Financial and Resource Management
(a) Monthly review of budgets with finance team to ensure full compliance of project implementation with respect to donor grants and conditions;
(b) Support CoP in development of annual work plans, budgets and financial reports
(c) To rectify,or bring about requisite changes in the processes considering audit observations and ensure appropriate response to the recommendations in close coordination with CHIQ- Finance and Support Services Units.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:          
Qualifications:
Applicants must be MBBS/Medical graduate in AYUSH/ Masters in Social Work / Social Science / Public Health/Rural Management/ Hospital Management/MBA/PGDM.
Experience:
(1) Minimum 8- 10 years of Public Health experience, preferably in communicable diseases management;
(2) Minimum 3 years of progressively responsible professional experience in implementing maternal or child health or nutrition or disease control programs at the State/ Regional levels;
(3) Demonstrated experience in advocacy and collaboration with district or higher level administrative authorities;
(4) Demonstrated experience of efficiently managing a large and diverse team.
Skills and Competencies:
(1) Demonstrated ability to manage a large-scale program;
(2) Demonstrated ability to lead, manage and mentor a large and diverse team;
(3) Proven ability to identify problem areas, analyze, plan, innovate and execute ideas, as well as impart knowledge and skills;
(4) Demonstrated ability to establish collaborative relationship with formal and informal stakeholder groups to achieve program impact;
(5) Demonstrates efficient decision making and problem solving skills;
(6) Excellent negotiation skills;
(7) Excellent interpersonal, communication and presentation skills;

(9) Ability to function effectively as a team member and respect diversity in a team;
(10) Fluency in English and Hindi is essential.
