The Need
International Justice Mission (IJM) is seeking Zone Heads to carry out the responsibilities listed below for National Interventions Program run from IJM Delhi office. The qualified candidate must have proven relationship management skills, proven leadership abilities, demonstrable knowledge of bonded labour casework including information gathering, documenting facts, and developing comprehensive aftercare strategies for victims of forced labour. The Zone head is to lead and guide a network of NGOs in their respective Zones (that consist of multiple States) to successfully involve in rescue and rehabilitation of Bonded Labourers and prosecution of perpetrators by engaging respective state authorities.

Responsibilities
• Identify NGOs in the Zone that allies with IJM’s approach of making public system work; conduct due-diligence of their capability; assess their interest to partnership, propose partnership and develop relationship;
• Map state authorities in the Zone; develop engagement plans and execute the same;
• Build capability of NGOs and Government Institutions in the Zone through trainings and workshops to do Bonded Labour casework;
• Provide mentoring to NGOs to achieve results in all or their respective areas of casework;
• Liaise and advocate with the Government on behalf of the NGOs for getting relief to the clients;
• Propose strategic events to achieve scale of work and conduct the same;
• Establish working relationship with media; ensure coverage of BL news to amplify support and results.
Skills and Experience
• Experience in a related field for a minimum of five years;
• Degree in Social Work or Master’s Degree in Business Administration or similar;
• Fully understand the relevant laws and procedures related to bonded labour;
• Ability to speak, read and write in English, Hindi, and one other target region language;
• Previous experience leading, training, and motivating staff members.

SUMMARY
The Technical Advisor, Life Stage 1, (Infants & Young Children)      Technical Unit - provides technical leadership to ChildFund India’s life stage programs spread in over 60 Project locations across the country.
 
The Technical Advisor is expected to develop and execute a coherent program approach, build program portfolio, represent the organization in external forums, and support the growth of a quality program through the acquisition and stewardship of resources.
 
He or she will be supported by a team of field based technical officers and coordinators and will actively collaborate with ChildFund International global technical teams based in international, regional, and national offices to amplify program quality and impact.
 
The Technical Advisor is a member of the Country Management Team that plays an influential role in setting the direction, pace and culture within ChildFund India.
 
 
DUTIES AND RESPONSIBILITIES
 
        Responsible for technical leadership of the ChildFund India program portfolio for Infants & Young Children (0-5 years). This includes working closely with the International Technical Teams to develop a set of standards, indicators, core guidance and effective practices; and implementing those in projects supported by ChildFund India across the country.
 
        Develop and execute sound project management approaches that include having a national project portfolio, developing and managing partnership (field level as well as regional/national level), building field level staff and partner capacity, providing timely technical support to the field coordinators, timely monitoring, financial oversight and evaluation of the projects related to Infants & Young Children (0-5 years)
 
       Oversight of the development of a coherent learning agenda aligned with ChildFund International’s theory of change and life stage approach. This includes identifying key questions in the development arena related to child development, promoting a culture of inquiry within the organization, and ensuring a plan to gather evidence, promote knowledge, execute applied research, and develop a cadre of professionals across ChildFund India and ChildFund International.
 
         Represents the organization in external forums through presentations, networking, publications, and engagement in the development discourse.
 
        The Technical Advisor will stay abreast of cutting edge practices on 0-5 years of life of the children and ensure that the ChildFund India program portfolio contributes to this discourse and benefits from it.
 
        Responsible for directly contributing to the quality and size of the portfolio around one of ChildFund’s three life stages Infants & Young Children (0-5 years) , including donor cultivation, grants acquisition and management, proposal development, and partnership development.
 
 
QUALIFICATION/EXPERIENCE
 
  • Master’s degree or Doctorate in discipline closely related to Life Stage I such as Early Child Care and Development
 
  • 12-15 years of experience in the management and execution of programs related to the growth and development of Infants & Young Children (0-5 years) [Life Stage I]
 
  • Proven ability to set strategic direction and develop operational plans
 
  • Demonstrated success in providing guidance and mentorship to  dispersed geographic and multi-disciplinary teams
 
  • Demonstrated experience in capacity building of staff and partner organizations, including training, mentoring and coaching
 
  • Demonstrated experience in technical leadership and knowledge and learning strategies
 
  • Familiarity with the donor landscape active in programming around Life Stage I, Infants & Young Children (0-5 years) and experience in growing a program portfolio, and executing and managing programs funded by a set of these donors
 
  • Proven ability to cultivate and steward relationships with partners and donors
 
  • Prior experience with sponsorship as a funding mechanism for development programming
 
  • Travel required 70% time
  
COMPETENCIES:
 
  • Knowledge of standards and effective practices across multiple disciplines for maternal and child health and/or early child care and development
 
  • Knowledge of participatory community development approaches
 
  • Excellent presentation, public speaking and interpersonal skills
