Social Policy Specialist - Delhi

Purpose of the Post

The incumbent will be responsible for providing support to the India Country Office for social policy analysis and advocacy, through research, partnerships and networks and advocacy, contributing to Social Policy results in the UNICEF-GoI Country Programme. He/She will provide inputs to support sectoral programmes and inter-sectoral coordination relating to social policy, gender main-steaming and equity and social inclusion in programming.

Major Duties and Responsibilities

1. Assist in the development and implementation of policy analysis, quality evidence-based research, monitoring and evaluation activities in the state(s)/at New Delhi in support of the social policy objectives of the relevant CPAP and UNDAF results frameworks, as well as State Plans of Action for Children, and the implementation of the Convention on the rights of the Child, with specific reference to issues of child sensitive social protection and social inclusion
2. Lead efforts to mainstream issues and strategies for gender equality and empowerment of women and girls, and equity in programming, across sectors and state offices
3. Responsible for the optimal financial implementation of allocated budgets both for cash and supply assistance in accordance with UNICEF rules and regulations. Support and monitor the implementation of the annual plans of action including through the organisation of relevant workshops, meetings, quarterly and annual reviews with partners, training programmes. Undertake regular substantial field visits for review and spot checks of the cooperation; compile progress reports and relevant statistical and financial data and analysis for the assigned programme areas
4. Collect, analyze, coordinate and direct the timely flow of relevant social, economic and political information and make recommendations necessary for policy and programme development in the state(s).
5. Participate and contribute to the Management Teams of the Office, and to regular programme team meetings. Participate and contribute to inter-state activities related to the areas of assignment and in relevant country office meetings. Contribute relevant inputs to annual, donors and other reports and documents
6. Establish and maintain regular professional contacts with government officials, other partners, including research and training institutions, through joint visits, consultations, meetings. Advocate and promote the adoption of UNICEF policies and strategies, foster alliances to meet objectives.
7. Plan and review Delhi and state work plans at three points in the year.

Qualifications, Skills and Attributes

a) Education
Master’s degree from a recognized university in Social Sciences, International Relations, Political Science, Development Economics or other relevant disciplines.

b) Work Experience
Minimum five years of professional work experience related to programme planning, monitoring, and policy analysis with focus on social development and poverty alleviation at national or international level.

WASH Specialist - Lucknow

Under the guidance of the Programme Manager Lucknow Office, he/she will be responsible for facilitating and influencing the State Government’s evidence based policy, planning, implementation, monitoring and evaluation, and documentation for WASH sector plans and projects. The incumbent will work at both the State and District level. He/she will also take leadership and sector specific guidance from the WASH Technical Centre of Excellence in New Delhi.

Major Duties and Responsibilities

1. Influencing Policy and Building Partnerships: Analyses existing WASH sector policies and policy environment, governance and institutional bottlenecks, systems of management, risk allocation and coordination systems around WASH sector programmes relevant for children in the state. Recommends corrective actions to be taken by the State office to improve efficiency and effectiveness of WASH sector programmes to ensure adequate focus on MDG’s and post MDG agenda. Convenes strategic partnerships to impact on overall children’s policies, to support WASH programmes and resources in the State. Interacts with national and international agencies and commissions, on the advocacy and management of policies/programme/projects. Participates in meetings with Ministries/Departments/stakeholders responsible for programme/project review, and follows up on implementation of recommendations and agreements. Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation for replication by the State Government.

2. Work planning and Implementation of Plan of Action with a special focus on Focus Districts: Responsible for the development and implementation of a strategically well focused convergent WASH programme in the state leading to improved (flagship) government water and sanitation and hygiene education programmes and ensures compliance with specific assigned objectives. Provides guidance and support to subordinate staff (TA’s, SSA’s, third party consultants) to manage and implement work plan. Translate technical and social sector developments at national and state level to strategic programming in the focus districts leading to improved conditions for women and children. Coordinates with the Operations/Supply staff/programme support on supply and non-supply assistance activities ensuring proper and timelyUNICEF and Government accountability. Certifies and reports disbursements and use of funds, as per UNICEF rules and procedures. Supervise and be responsible for the implementation of assurance activities. Writes programme/project inputs for donor proposals, status reports required for management Board, donors, budget review, programme analysis, annual reports, etc.

3. Technical Assistance, Capacity Building and Knowledge Management : Provide technical advice and support to government authorities and state institutes to plan and organize capacity building programmes for community water management, water quality surveillance and response planning, sanitation and hygiene promotion. Identifies training needs for the purpose of capacity building and sustainability of programme/projects. Provides technical expertise as required, facilitates learning exchanges as well as policy influencing. Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the states. Create interstate and inter-sectoral learning alliances, analyse, document and share best practices.

4. Research, Monitoring and Evaluation: Facilitates the review of systems and capacity related to delivery of services to children and the interventions to improve such systems and capacities. With guidance from the Technical Centre of Excellence, proposes designs for assigned programmes. When agreed, prepares, implements, monitors and evaluates assigned UNICEF assisted programme or specific project(s). Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme/project objectives. Contributes to and enables the concurrent monitoring and reporting on performance indicators of Government flagship programmes and /or UNICEF–NGO managed programmes under the Project Co-operation Agreement. Integrates input/advice from the relevant Technical Centre for Excellence in Delhi. Supports/undertakes research that provides tracking on programmes of social inclusion.

5. Inter-sectoral collaboration: Proactively collaborates within state and/or sector with programme colleagues to give and receive knowledge and assistance. Pooling resources for more effective programming across the state. Assists in development of appropriate communication and information strategy to support and/or advocate programme development. Facilitates the planning and formulation of Behaviour Development/Behaviour Communication Change initiatives in state institutions (priorities are Health, Nutrition, WASH, & HIV Aids), to enable more effective behaviour change.

6. Emergency Preparedness and Response: Working with or acting as Emergency Focal Point to ensure that CCCs are met following a major disaster through strengthening of stratetic preparedness plans and capacity building. Facilitates mainstreaming of Disaster Risk Reduction and Climate Change initiatives in sector programmes

The multitude of health problems and poor health indicators notwithstanding, India currently has an extremely vibrant healthcare ecosystem. Hundreds of activists, entrepreneurs and institutions are running programmes and experimenting with processes to improve health outcomes on the ground. The Wadhwani Initiative for Sustainable Healthcare* (WISH), is a not-for-profit initiative to strengthen and support these people and institutions, across the for-profit and not-for-profit sectors. It will strive to streamline the evolving healthcare innovation eco-system, so that it can reduce inefficiencies, channelize the growing momentum in the sector and ensure it works in tandem with government policy.  It is being championed by Mr Sunil Wadhwani, Chairman and Co-Founder, iGate Corporation (a leading IT services MNC).

WISH shall foster a healthcare innovation dialogue among stakeholders, support high-impact scalable organizations, mobilize resources of key stakeholders, involve end users in the innovation process and build evidence on interventions that improve the health outcomes of the rural and urban poor in India. It will provide a unique platform that will leverage the best of the for-profit and not-for-profit sectors to identify, support and strengthen healthcare solutions for the BOP (bottom of the pyramid) population.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

WISH is looking for a senior fundraising professional for the post of Resource Mobilization Specialist (RMS). The RMS shall work closely with the CEO to implement the resource mobilization strategy. The RMSshall be responsible for developing and implementing fundraising strategies to secure grants from donors, contribute to the growth and scaling-up of WISH programs and enable the organization to fulfil its mission. TheRMS should have the ability to write proposals independently for generating funds amounting to approx. $ 3-5 milion per annum, and pursue long-term organizational sustainability through funding partnerships.

Key Responsibilities:

(1) Researching and identifying potential funding opportunities from various donor segments;
(2) Developing and operationalizing a strategy for donor acquisition and retention;
(3) Writing customized concept notes, project ideas and project proposals, and ensuring their timely submission;
(4) The RMS should have the ability to quickly understand the projects undertaken by the organization and adapt/ customize the same to the donors’ mandate;
(5) Undertaking online research and building contacts with potential Government/ Corporate/ PSUs and Institutional Donor organizations to raise funds for the various projects of the organization;
(6) Compiling and maintaining a database of international and local donor organizations (international foundations, bilateral and multilateral agencies and private corporations offering donations);
(7) Identifying key persons from the donor organizations and reaching out to them through various communication channels;
(8) Regularly monitoring donor websites and identifying donor opportunities for the organization;
(9) Undertaking independent research in finding alternative resources for long-term sustainability of the organization;
(10) Maintaining relationships with existing donors, responding to their requests and keeping them updated about the work of the organization;
(11) Managing strategic relationships with key donor agencies encompassing:
(a) Organizing meetings at a regular periodicity;
(b) Follow-up for the renewal of grants or fresh grants;
(c) Keeping track of grants;
(12) Setting-up and leading the resource mobilization team with clear and defined goals; monitoring and tracking team performance on a monthly basis; providing performance updates to the CEO and facilitating regular training of the team for skill-set enhancement;
(13) Presenting business plans and yearly updates to the Board Members;
(14) Engaging with the Communications Officer for planning communications strategies for donors;
(15) Tracking business development efforts, ensuring intensive and personal follow-up of all warm and cold leads till conversion;
(16) Representing WISH at forums and networks with sector/ non-sectoral representatives for greater outreach.

4. QUALIFICATION, EXPERIENCE AND COMPETENCIES:

Qualification:

Post Graduate Degree/ Diploma in Management, Commerce, Social Sciences, or any other related field, from a reputed institute.

Experience:

(1) Minimum 8-10 years experience in fund raising/ business development/ resource mobilization;
(2) Proven track record of establishing high value partnerships;
(3) Experience of networking, negotiating and influencing, at a senior level and with high profile clients;
(4) Good knowledge of the social development sector;
(5) Well versed with grant-making systems and procedures of donor and multilateral agencies.

Skills:

(1) Excellent proposal writing skills;
(2) Dynamic personality and ability to engage with people;
(3) Excellent oral and written communication skills;
(4) Strong networking and negotiation skills;
(5) Ability and willingness to undertake travel within India, upto 25% of the time.

5. COMPENSATION OFFERED:

While the gross annual remuneration budgeted for the position ranges between Rs. 15 to 18 lacs per annum, it can be revised for exceptional candidates. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.

5. COMPENSATION OFFERED:

The position offers gross compensation of Rs.8.4 lacs per annum with scope for improvement in the case of exceptional talent. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
