Purpose of the Post

Under the guidance of the Programme Manager Lucknow Office, he/she will be responsible for facilitating and influencing the State Government’s evidence based policy, planning, implementation, monitoring and evaluation, and documentation for WASH sector plans and projects. The incumbent will work at both the State and District level. He/she will also take leadership and sector specific guidance from the WASH Technical Centre of Excellence in New Delhi.

Major Duties and Responsibilities

1. Influencing Policy and Building Partnerships: Analyses existing WASH sector policies and policy environment, governance and institutional bottlenecks, systems of management, risk allocation and coordination systems around WASH sector programmes relevant for children in the state. Recommends corrective actions to be taken by the State office to improve efficiency and effectiveness of WASH sector programmes to ensure adequate focus on MDG’s and post MDG agenda. Convenes strategic partnerships to impact on overall children’s policies, to support WASH programmes and resources in the State. Interacts with national and international agencies and commissions, on the advocacy and management of policies/programme/projects. Participates in meetings with Ministries/Departments/stakeholders responsible for programme/project review, and follows up on implementation of recommendations and agreements. Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation for replication by the State Government.

2. Work planning and Implementation of Plan of Action with a special focus on Focus Districts: Responsible for the development and implementation of a strategically well focused convergent WASH programme in the state leading to improved (flagship) government water and sanitation and hygiene education programmes and ensures compliance with specific assigned objectives. Provides guidance and support to subordinate staff (TA’s, SSA’s, third party consultants) to manage and implement work plan. Translate technical and social sector developments at national and state level to strategic programming in the focus districts leading to improved conditions for women and children. Coordinates with the Operations/Supply staff/programme support on supply and non-supply assistance activities ensuring proper and timelyUNICEF and Government accountability. Certifies and reports disbursements and use of funds, as per UNICEF rules and procedures. Supervise and be responsible for the implementation of assurance activities. Writes programme/project inputs for donor proposals, status reports required for management Board, donors, budget review, programme analysis, annual reports, etc.

3. Technical Assistance, Capacity Building and Knowledge Management : Provide technical advice and support to government authorities and state institutes to plan and organize capacity building programmes for community water management, water quality surveillance and response planning, sanitation and hygiene promotion. Identifies training needs for the purpose of capacity building and sustainability of programme/projects. Provides technical expertise as required, facilitates learning exchanges as well as policy influencing. Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the states. Create interstate and inter-sectoral learning alliances, analyse, document and share best practices.

4. Research, Monitoring and Evaluation: Facilitates the review of systems and capacity related to delivery of services to children and the interventions to improve such systems and capacities. With guidance from the Technical Centre of Excellence, proposes designs for assigned programmes. When agreed, prepares, implements, monitors and evaluates assigned UNICEF assisted programme or specific project(s). Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme/project objectives. Contributes to and enables the concurrent monitoring and reporting on performance indicators of Government flagship programmes and /or UNICEF–NGO managed programmes under the Project Co-operation Agreement. Integrates input/advice from the relevant Technical Centre for Excellence in Delhi. Supports/undertakes research that provides tracking on programmes of social inclusion.

5. Inter-sectoral collaboration: Proactively collaborates within state and/or sector with programme colleagues to give and receive knowledge and assistance. Pooling resources for more effective programming across the state. Assists in development of appropriate communication and information strategy to support and/or advocate programme development. Facilitates the planning and formulation of Behaviour Development/Behaviour Communication Change initiatives in state institutions (priorities are Health, Nutrition, WASH, & HIV Aids), to enable more effective behaviour change.

6. Emergency Preparedness and Response: Working with or acting as Emergency Focal Point to ensure that CCCs are met following a major disaster through strengthening of stratetic preparedness plans and capacity building. Facilitates mainstreaming of Disaster Risk Reduction and Climate Change initiatives in sector programmes

Qualifications, Skills and Attributes

a) Education
Master’s degree from a recognized university in any of the following: Environmental Science, Hydrology or Environmental, Civil or Mechanical Engineering, Public Health or a related field associated with water supply, sanitation and hygiene behaviour change.

b) Work Experience

Minimum Five years progressively responsible professional work experience in social development and engineering, project administration, capacity building and training, monitoring and evaluation, multi-stakeholder planning and knowledge management.

c) Languages

Fluency in English and Hindi required. Knowledge of local working language of the duty station is an asset.

Under the general supervision of the Operations Manager, manage the supply chain originating from the state office demand. The post will strengthen the state office’s ability to procure, order and receive goods and services cost efficiently. Major Duties and Responsibilities

35% Manage the local procurements of goods and services up to the limit established for the state office, including the establishment of local LTAs. Manage purchasing and/or calling off goods and services from LTAs. Monitor receipt of goods and services and prepare regular reports of the same. Participate in local CRCs. Supervise and maintain the correct filing of the department’s procurement documentation to include, requisition files, Bid files, PO and Contract files. Prepare monthly statement of all incoming AIR/SEA shipments.
30% Co-ordinate the state office demand for goods and services and in conjunction with requesting programs and S&P to establish and monitor the procurement plans. Obtain, store and make available to others local market knowledge.
30% In conjunction with S&P and local program set up, improve and support a functional and flexible distribution system. Coordinate across all the sectors and monitor usage of supplies. When necessary liaise and coordinate with customs and port officials, shipping, and transport agents in order to support clearance and receipt of imported goods.
5% Provide any other tasks as assigned by the supervisor.

The Wadhwani Initiative for Sustainable Healthcare* (WISH), is a not-for-profit initiative to strengthen and support these people and institutions, across the for-profit and not-for-profit sectors. It will strive to streamline the evolving healthcare innovation eco-system, so that it can reduce inefficiencies, channelize the growing momentum in the sector and ensure it works in tandem with government policy.  It is being championed by Mr Sunil Wadhwani, Chairman and Co-Founder, iGate Corporation (a leading IT services MNC).

3. JOB DESCRIPTION/ RESPONSIBILITIES:

WISH is looking for a senior fundraising professional for the post of Resource Mobilization Specialist (RMS). The RMS shall work closely with the CEO to implement the resource mobilization strategy. The RMSshall be responsible for developing and implementing fundraising strategies to secure grants from donors, contribute to the growth and scaling-up of WISH programs and enable the organization to fulfil its mission. TheRMS should have the ability to write proposals independently for generating funds amounting to approx. $ 3-5 milion per annum, and pursue long-term organizational sustainability through funding partnerships.

Key Responsibilities:

(1) Researching and identifying potential funding opportunities from various donor segments;
(2) Developing and operationalizing a strategy for donor acquisition and retention;
(3) Writing customized concept notes, project ideas and project proposals, and ensuring their timely submission;
(4) The RMS should have the ability to quickly understand the projects undertaken by the organization and adapt/ customize the same to the donors’ mandate;
(5) Undertaking online research and building contacts with potential Government/ Corporate/ PSUs and Institutional Donor organizations to raise funds for the various projects of the organization;
(6) Compiling and maintaining a database of international and local donor organizations (international foundations, bilateral and multilateral agencies and private corporations offering donations);
(7) Identifying key persons from the donor organizations and reaching out to them through various communication channels;
(8) Regularly monitoring donor websites and identifying donor opportunities for the organization;
(9) Undertaking independent research in finding alternative resources for long-term sustainability of the organization;
(10) Maintaining relationships with existing donors, responding to their requests and keeping them updated about the work of the organization;
(11) Managing strategic relationships with key donor agencies encompassing:
(a) Organizing meetings at a regular periodicity;
(b) Follow-up for the renewal of grants or fresh grants;

4. QUALIFICATION, EXPERIENCE AND COMPETENCIES:

Qualification:

Post Graduate Degree/ Diploma in Management, Commerce, Social Sciences, or any other related field, from a reputed institute.

Experience:

(1) Minimum 8-10 years experience in fund raising/ business development/ resource mobilization;
(2) Proven track record of establishing high value partnerships;
(3) Experience of networking, negotiating and influencing, at a senior level and with high profile clients;
(4) Good knowledge of the social development sector;
(5) Well versed with grant-making systems and procedures of donor and multilateral agencies.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

CIMMYT would like to engage a competent and organized professional, for the post of Executive Assistant (EA), for a key flagship project i.e. The Borlaug Institute for South Asia (BISA). Reporting to the Deputy Director Research & Partnership- BISA and Country Liaison Officer- CIMMYT, s/he will be responsible for providing comprehensive secretarial and administrative support. 3. JOB DESCRIPTION/ RESPONSIBILITIES:

The incumbent shall be responsible for overall office operations in all aspects of Human Resources and Office management, and shall support company operations by maintaining office systems and supervising staff.  The responsibility includes the challenge to manage the expansion of SightLife India’s operations from the current strength of 18 staff to 30+ staff through 2014.

Key Responsibilities:

(1) Oversee the development, implementation and consistent adherence of human resource policies and procedures, ensuring full compliance with all Legal, HR and administrative guidelines at country level
(2) Implement procedural, policy changes in HR and administration to improve SightLife’s operational efficiency
(3) Develop HR solutions through combination of cultural and process-oriented perspectives
(4) Assess organization talent needs and develop programs that promotes employee training and advancement through innovative techniques
(5) Lead employee development to ensure that the organization maintains high-caliber talent across roles and functions
(6) Design and implement office policies by establishing standards and procedures; measuring results against standards and make necessary adjustments

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

MBA/PGDMA or Masters in Human Resources or equivalent professional qualification.

Experience:

(1) Minimum 7-10 years of relevant experience
(2) Knowledge of current human resources legal policies, management practices and procedures
(3) Knowledge of accounting, data and administrative management practices and procedures
(4) Computer skills and knowledge of office software packages
(5) Experience developing organizational design
(6) Experience addressing HR needs across geographically dispersed organizations
(7) Prior experience of functioning as a Subject Matter Expert on HR related matters, apart from utilizing broad services of a HR consulting firm.

Background

Government of India has constituted a ‘High Level Committee on Status of Women (HLCW) in India' to undertake a comprehensive study to understand the status of women and evolve appropriate policy interventions based on a contemporary assessment of women's needs and concerns.

The High Level Committee on the Status of Women (HLCW) will examine the overall status of women including, inter-alia, the socio-economic, health and nutritional, legal and political status, disaggregated by rural / urban, economic and social position and wherever possible by minority status. The high-level committee will conduct an intensive literature survey to take stock of published data, reports, articles and research from about 1989 onwards, on the status of women in India. The analysis would take into account the cross-regional differences and focus on inequalities both within and outside the household. It would also assess the impact made by existing policies and legislative changes on equality, security and holistic empowerment of women, and will identify inequalities in policy and legislation as well as gaps in implementation. The Committee would also look into women\'s access to and participation in formal and informal paid employment, geographical pattern of their economic activity, access to micro-finance, bank credit, training and skill up-gradation, among others. The areas of intervention and measures for affirmative action by the Government would be identified for the all-inclusive empowerment of women.

The HLCW will submit its report to the Ministry of Women and Child Development, Government of India on the current socio-economic, political and legal status of women in India and make recommendations that lead to an improvement in the status of women in the country.

The High Level Committee on status of Women in India (HLCW) will be assisted in its functioning by a secretariat consisting of researchers, support personnel for administration and finance and people with an expertise in communication & publishing.

United Nations Development Programme (UNDP) in line with its mandate of promoting gender equality and women's empowerment is supporting the HLCW to initiate processes to map, identify and prioritize issues and to establish the philosophical underpinnings as well as guide the course of report formulation process. Duties and Responsibilities

The Senior Researcher – Human Rights with focus on Women\'s Human Rights and Violence Against Women will be responsible:

  • To facilitate and undertake if required, literature reviews and a mapping of the information currently available on the status of women in India in Women\'s rights , women\'s movements and women\'s agencies;

  • To examine and review laws, legislations, judgements , justice delivery systems and opinions on the subject from gender right perspectives and violence against women;

  • To examine policies, programs and schemes along with implementation and delivery mechanisms and outcomes from gender rights perspective;

  • To examine various social and traditional and customary institutions and their impact on gender rights and violence against women;

  • To keep track and prepare reports on the current and topical issues relating to the subject including media reports;

  • To write research briefs and if necessary undertake primary research to assist the HLCW in fulfilling its mandate;

  • To provide the HLCW members with information and data which is required in time and in a form that aids their efforts;

  • To assist in the documentation of workshops, conferences & consultations of the HLCW, the sharing of such efforts in the public domain and to ensure that the significant issues emerging from these are available for the HLCW to utilise;
