2. ORGANIZATION BACKGROUND:

The Foundation for Innovative New Diagnostics (FIND), is a respected, not-for-profit foundation, recognized by the Swiss government as an “other international organization.”  

Headquartered in Geneva and represented in India through a Liaison Office at Delhi, FIND facilitates the development and implementation of diagnostic tools for poverty-ridden diseases. The foundation is presently engaged in the development of new diagnostic techniques for TB, Malaria and Sleeping Sickness (HAT), across the world and specifically for MDR-TB, in India.

FIND has progressed diagnostic approaches that have been proven in principle and transformed them into effective products for identifying TB in partnership with academia, public and private research institutes and industry.

FIND recently received a grant from The Global Fund (TGF) Round 9 as a sub-recipient of the Central Tuberculosis Division (CTD), for strengthening selected laboratories engaged in the detection of MDR-TB in India, with Human Resources and their Payroll Management. A total of 43 laboratories spread over 26 States/ Union Territories are to be strengthened in a phased manner as per the schedule agreed with TGF andCTD, comprising 27 laboratories in Year 1, 12 laboratories in Year 2 and 4 laboratories in Year 3.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The TO will report administratively, on a day-to-day basis to the Director and Head of the concerned TB Laband shall functionally be under the direct supervision of FIND India’s Technical Team, as well as the TB Lab-in-Charge.

The TO will assist the Technical Team and the Microbiologist in-Charge of rapid diagnostics with the implementation of WHO approved newer TB diagnostics, including the diagnosis of drug resistance. S/he will coordinate with the Director and Head of RNTCP TB Laboratory for Culture & Drug Susceptibility Testing(C& DST)concerned national reference laboratories and FIND India’s technical and administrative staff, to ensure the smooth implementation of Rapid TB Diagnostics at the designated TB Lab.

Key Responsibilities:
 
(1) Providing technical support to assist the C& DST lab in expansion of the full range of newer TB diagnostic activities for rapid diagnosis of TB including drug resistant TB;
(2) Testing of patient specimens on LPA and LC at the lab in a timely manner;
(3) Managing clinical and laboratory aspects of the lab and ensuring collection, recording and reporting of clean, quality data;
(4) Supporting the Director and Head of TB Laboratory in planning and scaling up of quality assured LineProbe Assay (LPA) and Liquid Culture (LC) with Rapid Speciation (RS) using lateral flow immune chromatographic assay for MDR-TB diagnosis;
(5) Acquiring expertise in approved newer diagnostics tests such as LPA, LC and RS;
(6) Implementing the Standard Operating Procedures (SOP) for TB laboratories, including SOPs for specific aspects of LPA, LC and RS and specifications for equipment, infection control, etc, to ensure Good Laboratory Practices (GLP);
(7) Ensuring proficiency in the identified newer TB diagnostics at the allotted site before they are applied for patient care under RNTCP. Also maintenance of ongoing proficiency in these diagnostics, ensuring accuracy of results being communicated to the TB patient;
(8) Providing support to the Lab-in-Charge for all laboratory operations including regular MIS functioning, maintenance of all lab equipments, logistics of various lab consumables, etc.;
(9) Supervising and supporting the lab technicians at the lab, in day-to-day activities connected with newer TB diagnostics, ensuring quality control;
(10) Assisting the Lab in-Charge in providing monthly / quarterly and annual reports in the prescribed formats on activities, achievements, challenges and recommendations;
(11) Urgently reporting all adverse events in laboratory functioning to the Lab in-Charge and FIND IndiaTechnical Team;
(12) Liaising and facilitating with the FIND India technical team on all technical matters relating to laboratory functioning in consultation with the Lab-in-Charge;
(13) Undertaking any other job assigned by state authorities and the FIND India technical team, as per project need.

4. QUALIFICATION, SKILLS AND EXPERIENCE:     
Qualification:
Masters in Science with a specialization in Microbiology/ Medical Microbiology/ Applied Microbiology/ Clinical Microbiology/ Biotechnology/ Medical Biotechnology, or higher qualification.

Experience:

Candidates with experience in Rapid TB Diagnostics or Molecular Techniques shall be given preference.

5. COMPENSATION OFFERED:

The Job Profile:

Pre-requisites for the Position Include:

Job Summary:
 
The Integrated Family Health Initiative (IFHI) program is a five-year project funded by the Bill and Melinda Gates Foundation that aims to increase use and coverage of maternal, newborn, child, and women’s health and nutrition interventions within the state of Bihar. The program aims to assist the state substantially reduce maternal, neonatal, and child mortality contributing to an accelerated progress towards achieving MDG 4 and 5 targets, working in partnership with governments, civil society organizations, and communities at large. A consortium of organizations, led by CARE, India supports the implementation of this program, with the Saving Newborn Lives (SNL) program of Save the Children (SC) India serving as the technical partner agency for the Newborn Care component.  The Project Manager – Newborn Sepsis, a SC staff based in Patna, Bihar, works with and reports to the Technical Director – IFHI, with daily coordination with the Manager – Newborn Health, and frequent collaboration with the SNL India and Washington, DC teams.
 
The Project Manager - Newborn Sepsis will play a critical role in implementing technical interventions in the management of newborn sepsis. Based in Patna, the position will be responsible for overall leadership of the neonatal sepsis management project. S/he will be working closely with the Quality Improvement team and the M&E team to analyze and understanding data obtained from the field and ensure use of data for improving the quality of implementation of the newborn health services. S/he will also oversee training and implementation activities to ensure the intervention is carried out as designed. Thus, in close collaboration with the Manager – Newborn Health, ensuring learning from the field is incorporated and developed into technically sound and responsive interventions.
 
S/he will be required to visit the implementation district routinely. This position will report to the Technical Director – IFHI, and will communicate with the Manager - Newborn Health on a regular basis and with SC-India and SNL teams biweekly. 
 
Key Responsibilities:
Key responsibilities will include:
• Strategic planning;
• Detailed implementation and management planning;
• Establishing solid working relationships with the government, IFHI, and other partners Working in the district as well as with the state level GOB and IFHI authorities;
• Obtain approval on the standards/protocols, operational guidelines, and training and BCC packages;
• Workplan development and implementation;
• Personnel and financial management;
• Program monitoring and evaluation, documentation, and dissemination;
• Developing a sustainable exit strategy. 
S/he will ensure the effective use of resources in compliance with IFHI regulations and policies. This position will be required to communicate regularly with the IFHI Technical Team and SNL HO and India staff.

Qualification & Experience:
Required:• Master’s in Public Health or similar medical degree
• Extensive technical experience in designing and implementing newborn health interventions in Bihar or in similar settings
• Experience in program planning and management, monitoring and evaluation, quantitative and qualitative research methods and analysis
• Understanding of health systems and working in partnerships
• Extensive knowledge of newborn health as well as the global thinking on evidence based interventions

• Under the guidance and collaboration with senior CIMMYT Staff, prioritize, execute and manage strategic research trials on Conservation Agriculture and sustainable intensification of maize and wheat based cropping system at BISA farm.
• Provide technical support in execution of collaborative strategic research trials with PAU at Ludhiana.

3. Responsible for the optimal financial implementation of allocated budgets both for cash and supply assistance in accordance with UNICEF rules and regulations. Support and monitor the implementation of the annual plans of action including through the organisation of relevant workshops, meetings, quarterly and annual reviews with partners, training programmes. Undertake regular substantial field visits for review and spot checks of the cooperation; compile progress reports and relevant statistical and financial data and analysis for the assigned programme areas
4. Collect, analyze, coordinate and direct the timely flow of relevant social, economic and political information and make recommendations necessary for policy and programme development in the state(s).
5. Participate and contribute to the Management Teams of the Office, and to regular programme team meetings. Participate and contribute to inter-state activities related to the areas of assignment and in relevant country office meetings. Contribute relevant inputs to annual, donors and other reports and documents
6. Establish and maintain regular professional contacts with government officials, other partners, including research and training institutions, through joint visits, consultations, meetings. Advocate and promote the adoption of UNICEF policies and strategies, foster alliances to meet objectives.
7. Plan and review Delhi and state work plans at three points in the year.

Qualifications, Skills and Attributes

a) Education
Master’s degree from a recognized university in Social Sciences, International Relations, Political Science, Development Economics or other relevant disciplines.

b) Work Experience
Minimum five years of professional work experience related to programme planning, monitoring, and policy analysis with focus on social development and poverty alleviation at national or international level.

c) Languages
Fluency in English and Hindi required. Knowledge of local working language of the duty station is an asset.
