2. ORGANIZATION BACKGROUND:
CARE India is a part of the CARE International Confederation working in 84 countries for a world where all people live in dignity and security.
CARE has been working in India for over 60 years, focusing on ending poverty and social injustice through comprehensive programmes in health, education, livelihoods and disaster preparedness and response.
In India, CARE focuses on the empowerment of women and girls because they are disproportionately affected by poverty and discrimination and suffer abuse and violations in the realisation of their rights, entitlements and access and control over resources.

Project Background:
A Memorandum of Co-operation (MoC) was signed between the Government of Bihar (GoB) and the Bill and Melinda Gates Foundation (BMGF) in 2010, based on which BMGF agreed to provide technical support and assistance to GoB to improve Health and Nutrition outcomes across the State.
A Technical Support Unit (TSU) was established in 2013, as a part of this MoC, with Care India as the lead development partner. The Bihar TSU supports the Health and Social Welfare Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition and is specifically tasked to provide technical support to GoI’s RMNCH+A campaign, and the achievement of GoB’s Manav Vikas Mission and Kala-Azar elimination goals, across Bihar.
This support extends across all hierarchies – from state level support to Health Department, ICDS Department and State Health Society of Bihar (SHSB), to District and Block level support across all 534 blocks in the State.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Deputy Director- HR, under the supervision of the Executive Director (HR & OD) will be responsible for planning, developing and leading the end to end HR strategy from formulation to execution for the Bihar TSU.
Based out of Patna, the post holder will be required to work with the HR Unit in Delhi to deliver high quality professional HR advice and support to the Bihar team. To succeed in the role, the post holder will need to establish personal and professional credibility and be able to deliver suitable HR solutions that lead to organizational success. Though the position will have a special focus for Bihar, s/he may be required to give support to other programmes/ units across the organization as and when required. The position has a matrix reporting to the Executive Director (HR & OD) and Chief of Party.
The post holder shall be responsible for supervising HR Manager and HR Assistants and handling approximately 1200 employees comprising of both on roll (200) and outsourced staff (1000). S/he shall additionally be responsible for senior level decision making that shall include both day to day management and providing strategic direction on HR to the Program.
The incumbent shall be expected to build systems and processes for the smooth functioning of various facets of HR. S/he will lead the Performance Management System, Talent Management, Employee Engagement & Development, Talent Acquisition and Retention, Change Management, MIS analytics and other HR operational functions. The post holder shall also be required to contribute to the development of business strategy and fostering the desired organizational culture within the team.
The post holder shall lead, manage and build the professional capacity of the human resources function and be responsible for providing a customer and solution focused HR service to managers and staff on all employment related issues. The post holder would need to ensure adherence to policies and procedures and best practices, compliance with employment legislation and the management of risks associated with the engagement of a large workforce.

Key Roles and Responsibilities:
(A) Staff Management and Leadership:
(1) Supervise, guide and develop the direct reports using CARE India’s performance management system;
(2) Build internal capabilities in both people and processes; 
(3) Plan for and invest on building a cohesive HR Team who works closely with other departments across the programme;
(4) Be an effective member of the Bihar Management Team and facilitate HR support as a strategic business partner;
(5) Provide support on HR aspects to CARE India programmes, as and when required.
(B) Strategic Recruitment
(1) Lead all recruitment related strategies and plans, including the deployment of innovative search techniques for the Program in collaboration with the respective Hiring Managers;
(2) Provide leadership focus on cost-effective ways of hiring through innovation and close monitoring of budgets;
(3) Identify, analyze and build networks to find qualified passive candidates as per CARE selection requirements;
(4) Lead and develop systems and process for effective hiring and management of outsourced employees by working closely with the Procurement Unit;
(5) Build external networks and relationships with recruiters to enable the hiring of right candidates;
(6) Be part of senior level recruitment processes;
(7) Plan and lead new employee orientation to foster a positive attitude toward organizational objectives;
(8) Lead the exit process and support the teams with the analysis around attrition.
(C) HR Operations
(1) Provide thought leadership and develop efficient processes for the HR functions;
(2) Develop/ improve robust mechanisms and processes to manage Employee concerns and grievances;
(3) Develop/ improve systems and processes for effective management of Vendor HR functions for outsourced employees;
(4) Assume ownership for adherence to internal audit spot checks and timely update and completion of compliances;
(5) Plan and Lead delivery of quality HR services through:
(a) Adherence to HR SOP’s, guidelines and company policies;
(b) Closure of all HR related activities as per defined SLA’s;
(c) Timely closure of payroll processes and inputs;
(d) Management of retiral and employee benefits;
(e) Driving a data driven environment for providing HR related information to internal stakeholders’;
(f) Ensuring teams are up to date on key HR developments.
(D) Learning and Development
(1) Work closely with the Program Leadership Team to develop and build short term and long-term learning and development strategies of Employees;
(2) Lead the employee and internal stakeholder engagement strategies and initiatives;
(3) Develop systems and processes for effective implementation of internal training programs in accordance with the development needs identified in Performance Management/Talent Management processes;
(4) Assume leadership and responsibility for providing support to the teams across the Program for development activities such as secondments, cross cultural initiatives, coaching, etc.;
(5) Be responsible for preparing, managing and monitoring the staff training budget and ensuring its timely administration and maximum utility in accordance with the development plans;
(6) Ensure monitoring systems are in place which will give an analysis on progress and key achievements.
(E) Performance Management
Ensure a quality PMS for the Bihar Team, ensuring analysis of development plans with focus and linkage to the vision of the Bihar Program.
(F) Talent Management
(1) Facilitate talent management processes for various levels of the Program;
(2) Lead the process for effective communication of content, process and responsibilities to all managers and implementation of development plans;
(3) Facilitate the development of all individuals, by ensuring placement of the right people in key roles and appropriate succession planning for the organization;
(4) Periodically monitor progress along with concerned line managers, of achievement of development plans, with a view to ensuring implementation of the plans;
(5) Work with the ED – HR & OD for further implementation and looking at succession planning of Bihar Team.
(G) Change Management
Contribute and provide input/ advice on strategic reviews/ change management processes;
(H) Organisational Culture and Development
(1) Assume responsibility for senior level decision making and day to day management on strategic direction of the organization, with specific focus on Organizational Development
(2) Develop the HR strategy for Bihar TSU based on the organizations’ HR & OD strategy;
(3) Lead and foster the environment of understanding of CARE’s perspective and commitment towards gender equity and diversity as an organization and its application at work;
(4) Ensure compliance of GED and Anti-Harassment Policies and any other disciplinary issues as outlined in HR policies;
(5) Ensure adoption of a structured approach to managing employee grievances, while ensuring compliance with the local law;
(6) Facilitate the inculcation of a desired culture through various initiatives including employee engagement programmes which will contribute towards building a healthy work environment across the teams.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:          
Qualifications: 
Applicants must have Master’s degree in HR from a reputed institution.
Experience:
(1) A minimum of 12 years of progressive HR experience, preferably in a large organization with at least 6-8 years of experience in a managerial position, including supervision of other staff covering most of the areas mentioned above;
(2) Experience of managing the HR function for more than 500 employees;
(3) Demonstrated experience in Human Resources Management, Hiring, Developing Standards, Fostering Teamwork, Management Proficiency, Managing Budgets, Promoting Process Improvement, Building Relationships and Retaining Employees;
(4) Experience in HR Management of outsourced staff;
(5) Experience in Attrition Management;
(6) Experience of working in the social development sector would be an advantage.
Skills and Competencies:
(1) Excellent communication and people management skills for stakeholder management apart from experience of working in a large organization with contemporary HR practices;
(2) Understanding of the development sector and cross cutting themes
(3) Ability to think conceptually and strategically and play an advisory role to senior management and teams;
(4) Leadership skills, including the ability to supervise and motivate a diverse team;
(5) Ability to support staff from a distance;
(6) Outstanding listening, consulting, facilitation and diagnostic skills;
(7) Superior collaborative, liaising and relationship management skills;
(8) Problem solving, decision making and delegation skills;
(9) Ability to prioritize and manage conflicting priorities;
(10) Willingness to undertake extensive travel across the states.
