About the Project:
A Memorandum of Co-operation (MoC) was signed between Government of Bihar (GoB) and Bill and Melinda Gates Foundation (BMGF) in 2010, based on which BMGF agreed to provide technical support and assistance to GoB to improve Health and Nutrition outcomes across the State. As part of this MoC, a Technical Support Unit (TSU) was established in 2013 with CARE India as the lead development partner. The Bihar TSU aimed to support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition. The TSU targeting providing specific technical support on Government of India’s (GoI) RMNCHA+A campaign, GoB’s Manav Vikas Mission Goals and Kala-Azar elimination goals across the State.
This support extends across hierarchies from State level support to Health Department, ICDS department and State Health Society of Bihar (SHSB), to District and Block level support across all 534 blocks in the State.
As a part of the agreement between GoB and BMGF, Bihar TSU has established a State Resource Unit(SRU) and District Resource Units (DRU) in all the districts to provide technical support at district level. The SRU is designed to provide high quality technical assistance to the Health and ICDS departments in the pursuit of achieving state goals in the full range of domain areas in the mandate of the TSU, including but not restricted to reproductive, maternal and child health and nutrition and visceral leishmaniasis. The DRU will provide structured support to district and block level teams of the Health and ICDS departments for all program operations in the same domains. The SPMT is designed as a central pool of experienced leaders/ managers/ technical specialists that plays crucial roles of providing strategic oversight to all program operations to ensure that the program is on track to achieve goals, identifying and providing performance feedback to SRU and DRU teams, identifying outstanding program questions and designing pilots, interventions, processes and tools in pursuit of solutions, and training public health program managers and professionals on-the-job.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the supervision of the Team Lead - RMA and in close collaboration with the other Technical Specialists in SRU, Team Lead- Facility and Team Lead- Capacity Building, the Deputy Team Lead - Family Planning shall be responsible for developing family planning intervention package for the program. S/he will be the technical point person for all issues related to Family Planning for the Bihar Technical Support Program.
S/he will be responsible for ensuring that the Family Planning intervention aspect of the program is continuously supported with state of the art knowledge, best practices and new and adapted tools and technologies.
S/he will also co-ordinate with other technical specialists for integration of maternal health with other technical areas such as newborn care, immunization, and nutrition. 
Key Roles and Responsibilities:
(1) Leading the process of developing the Family Planning component of the basic package of family health interventions. This will include a comprehensive needs assessment including review of infrastructure, human resources, services delivered, equipment, supplies and drugs, referral systems, and data collection and indicators at the facility level (primarily at Primary Health Centre and First Referral Unit);
(2) Strengthening and enhancing quality of the Family Planning components (described above) of the program through continuous support to the implementation team; Components will also include design of interventions in the community and at sub-centre levels;
(3) Designing and developing capacity building interventions, in collaboration with other technical experts;
(4) Identifying and assessing issues, gaps and challenges in Family Planning, and in collaboration with the Field Implementation Team, CML Cell and other Technical Experts address the same through updated intervention models;
(5) Liaising and collaborating with Government functionaries and other Gates grantees and development partners like UNICEF, DFID, NIPI and similar organizations working in the sector at the state level for program convergence and leverage opportunities;
(6) Providing support in scale-up of technical interventions at the state and national level;
(7) Staying abreast of ground-breaking evidence-based work in Family Planning, service delivery, identify best practices and support dissemination of new knowledge, technical strategies and approaches to program team;
(8) This position would require approximate 30% of time to travel to project areas.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants must have a post graduate degree or diploma in Obstetrics and Gynaecology.
Essential Experience:
(1) Over 10 years of Public Health experience in the area of Family Planning;
(2) Five years of clinical experience (clinical skills must be current and up to date);
(3) Minimum five years of professional experience in the management of Family Planning programs at the state and national level;
(4) Demonstrated experience and knowledge of reproductive health programs and policies in India;
(5) Demonstrated expertise in strategic program planning, implementation and technical assistance provision.
Preferred Experience:
(1) Demonstrated expertise in undertaking research;
(2) Experience of working underserved areas.
Skills and Competencies:
(1) Proven ability to conceptualize, analyze, innovate, plan, write and execute ideas, as well as impart knowledge and skills;
(2) Ability to function effectively as a team member;
(3) Exhibits humility while holding position of authority;

(9) Fluency in English and knowledge of local working language (Hindi) is essential.
