1. POSITION VACANT: Specialist- Program Monitoring Unit- Family Planning, India Health Action Trust, Lucknow
2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, IHAT aims at improving public health in India and abroad by providing comprehensive technical assistance in program planning and management. It has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide techno-managerial support to improve the coverage of key reproductive, maternal, new-born, child health and nutrition (RMNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Program Director- Family Planning (PD-FP), the Specialist- Program Monitoring will be responsible for designing and implementing monitoring and evaluation mechanisms for family planning interventions in the state. S/he will be conversant in family planning practices and will support the PD-FP and other team leads by providing data driven insights to improve the family planning operations. The incumbent will have to travel intermittently within the state to support activities at the district level (up to 50% of time).
Key Roles and Responsibilities:
A. Planning, Team Management & Project Implementation
a) Provide inputs to the work planning process and coordinate with internal program team to develop comprehensive work plans for the program;
b) Coordinate with program team and the larger monitoring and evaluation team/ donor monitoring and evaluation team to develop a results-based evaluation framework;
c) Provide feedback to project/ programme design, including feedback on programme documents, concept notes for new interventions/ pilots, theory of change and results matrices from a Program Monitoring and evaluation perspective;
d) Support the program and quality team in performing gap analysis, risk analysis and develop micro plans for implementation of family planning interventions in the state;
e) Support the Team Leads/ Specialists from other intervention to identify synergies between projects in TSU;
f) Coach, mentor and provide feedback to the team for capacity building and performance management of all direct reports;
g) Provide any support required to troubleshoot issues at state/ district level.
B. Monitoring & Evaluation
a) Develop monitoring and review guidelines, formats and tools to support the collation of data required to monitor project’s progress against the work plan and results matrix;
b) Apprise himself/ herself of all national and state information systems and reports to support analysis for the leadership team;
c) Analyse data and synthesize reports and presentations to support the UPTSU leadership/ donor/ GoUP in reviewing the programs progress and making data driven decisions;
d) Coordinate with program team and larger M&E team to design survey and track the survey progress;
e) Support the M&E team and the program team in analysing survey data and developing action plans for districts;
f) Ensure timely submission of all reports; Coordinate with respective teams to collate, review and transform data into meaningful insights for the program/ quality team and the leadership team;
g) Support the Program Director in analysis required for developing periodic reports and presentation to the leadership team/ GoUP/ donor.
C. Managing Partnerships & Relationship Building
Support GoUP in any requests for data analysis, reports and presentations pertaining to Family Planning interventions.
D. Others
a) Develop and expand knowledge management strategies, products and methodologies;
b) Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the monitoring and reporting of programmes and programme planning and contribute to their dissemination.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
(1) Post Graduate in Social Sciences, Statistics or MBA from a top- tier Institute/ University;
(2) Applicant with Ph. D/ Master’s in public health, Statistics or Social work or equivalent qualification will be preferred.
Experience:
(1) Applicant must have minimum seven years of experience in monitoring & evaluating programs of health initiatives at national/ state level;
(2) Applicant must have at least two years of experience in monitoring and evaluating FP initiatives;
(3) Applicant must have at least three years of experience in managing teams.
Skills and Competencies:
(1) Highly proficient in using MS Excel; Knowledge of other data analysis tools such as Stata, SPSS, R etc. would be an added advantage;
(2) Through understanding of government project plans and cycles;
(3) Exceptional Program Implementation & Team management skills;
(4) Good at prioritizing tasks & deliverables;
(5) Excellent time management and organizational skills;
(6) Good Writing & Analytical skills.
5. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
