Job Summary:
The position shall be responsible for responsible to track progress of the project and document it periodically. S/he will be responsible for developing and designing appropriate monitoring systems and tools to measure the progress of the project, evidence based feedback in developing program strategy, build team’s understanding and capacity making the system effective and ensures timely and accurate flow of information. 



Key Responsibilities
Develop/design the Monitoring framework
Collects inputs from all concerned in developing the monitoring and evaluation framework for the project
Supports development of the project log frame matrix, M&E framework and detailed implementation plan against the benchmark indicators



AOP:
Assists in preparation of Annual Operation Plan (AOP), Detailed Implementation Plan (DIP) and Project Budget Preparation
Aid Capacity Building for better Program Management
Aids in Capacity Building of Project and NGO staff to leverage information for improved Program Management
Facilitates and supports the field staff and NGOs in assessment of the information systems
Ensures common understanding of the tools and methodologies amongst all project staff and NGO functionaries
Ensure compliance with monitoring and evaluation systems and guidelines
Ensures that project and NGO staffs comply with the M&E requirement of the Project
Plans, facilitates execution and develops quality documents, incorporating inputs from team members, for program related evaluations and Studies/ Research as may be required 
Supports CIHQ in co-ordination & conduct of Evaluations & Assessments
Facilitate & Leverage M&E Information for Project Improvements
Facilitates regular collection, compilation and analysis of programmatic data and ensures smooth functioning of the Management Information System
Supports the Program manager in analyzing data and taking appropriate decisions
Provides need based support to the project team and Program Manager in developing quality standards and process indicators of all interventions
Ensures maintenance of database for program decisions
Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism; including the preparation of best practices and lessons learned.



Project Documentation & Reporting
Establish a comprehensive and an updated data base for all projects



Leads analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
• Develops baseline data for each project site in the programme
• Collects and collates reports from the field sites.
• Coordinates with field implementers regarding reports and M&E activities.
• Monitor and quality assurance spot checks on each project site.
• Monitoring visits to implementing partners for data clarifications.
• Technical support for operational research.
• Development of case studies to capture qualitative outputs of the project.




Prepares technical briefing papers, and status updates



Develop presentations and written reports to summarize quality improvement findings



Ensure that relevant learning is documented, disseminated to staff and used to inform future decisions;
Helps in preparation of consolidated progress reports to submit to the Donor & CIHQ
Updates the Program Manager on progress vis-à-vis planned activities 
Ensures timely documentation of project progress and sharing of progress reports within the sector and outside
Designs and develops case studies
Advocacy
Provides critical inputs in developing advocacy strategy.
Develops concrete evidence based documents/write-ups/materials for advocacy in identified areas/themes.
Facilitates advocacy activities by providing data/analysis is support of the theme/area.



Other Responsibilities
Contributes towards strategy development of the program
Handles donor visits as & when required
Maintains Government relations at the district and sub district level as suggested by the Program Manager



Qualifications & Experience
Post Graduate degree in social sciences
Minimum 3 years experience in monitoring and evaluation of development projects

The incumbent shall primarily be responsible for designing and implementing sustainable livelihood initiatives, local institutional strengthening, working at the state level on policy advocacy, as well as networking with relevant groups. The role will also include supervising the Community Officers in the landscape and guide them to work for developing sustainable livelihoods, strengthening local governance and promoting community-based conservation.

The Job Profile:
  1. Lead the community based conservation initiatives in the TAL and liaise with all relevant stakeholders including the Forest Department, other line departments, NGOs and CBOs for planning and implementation of relevant activities.
  2. Coordinate the implementation of agreed project targets for community conservation components of existing projects as well as other approved projects in the TAL.
  3. Provide technical advice to the Community Officers for understanding legal and policy issues, data analysis, report preparation and timely submission to the Team Leader – TAL. 
  4. Facilitate monitoring and evaluation to demonstrate impact of community engagement in conservation
  5. Develop a strategy for addressing the local policy issues with reference to community based conservation work.
  6. Work closely with the Team Leader–TAL and Landscape Coordinators/ Managers for network support and communication matters related to ongoing projects in the TAL.
Pre-requisites for the Position Include:
  • Post Graduate in Social Sciences or any other related discipline.
  • At least five years of experience in the relevant area with a strong understanding of community based conservation and wildlife conservation issues in India.
  • Demonstrated leadership skills and the ability to manage a team.
  • Existing networks with the civil society and government partners in the country for wildlife conservation.
Desired Skills and Abilities:
  • Good written and oral communication skills in English and Hindi. Knowledge of the local language will be an advantage.
  • Excellent project development and project management skills.
  • High level of interpersonal skills, especially relationship management and consensus building skills and the ability to work as part of a high-level international team

Job Summary:
 
The Integrated Family Health Initiative (IFHI) program is a five-year project funded by the Bill and Melinda Gates Foundation that aims to increase use and coverage of maternal, newborn, child, and women’s health and nutrition interventions within the state of Bihar. The program aims to assist the state substantially reduce maternal, neonatal, and child mortality contributing to an accelerated progress towards achieving MDG 4 and 5 targets, working in partnership with governments, civil society organizations, and communities at large. A consortium of organizations, led by CARE, India supports the implementation of this program, with the Saving Newborn Lives (SNL) program of Save the Children (SC) India serving as the technical partner agency for the Newborn Care component.  The Project Manager – Newborn Sepsis, a SC staff based in Patna, Bihar, works with and reports to the Technical Director – IFHI, with daily coordination with the Manager – Newborn Health, and frequent collaboration with the SNL India and Washington, DC teams.
 
The Project Manager - Newborn Sepsis will play a critical role in implementing technical interventions in the management of newborn sepsis. Based in Patna, the position will be responsible for overall leadership of the neonatal sepsis management project. S/he will be working closely with the Quality Improvement team and the M&E team to analyze and understanding data obtained from the field and ensure use of data for improving the quality of implementation of the newborn health services. S/he will also oversee training and implementation activities to ensure the intervention is carried out as designed. Thus, in close collaboration with the Manager – Newborn Health, ensuring learning from the field is incorporated and developed into technically sound and responsive interventions.
 
S/he will be required to visit the implementation district routinely. This position will report to the Technical Director – IFHI, and will communicate with the Manager - Newborn Health on a regular basis and with SC-India and SNL teams biweekly. 
 
Key Responsibilities:
Key responsibilities will include:
• Strategic planning;
• Detailed implementation and management planning;
• Establishing solid working relationships with the government, IFHI, and other partners Working in the district as well as with the state level GOB and IFHI authorities;
• Obtain approval on the standards/protocols, operational guidelines, and training and BCC packages;

• Developing a sustainable exit strategy.

Qualification & Experience:
Required:• Master’s in Public Health or similar medical degree

3. Technical Assistance, Capacity Building and Knowledge Management : Provide technical advice and support to government authorities and state institutes to plan and organize capacity building programmes for community water management, water quality surveillance and response planning, sanitation and hygiene promotion. Identifies training needs for the purpose of capacity building and sustainability of programme/projects. Provides technical expertise as required, facilitates learning exchanges as well as policy influencing. Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the states. Create interstate and inter-sectoral learning alliances, analyse, document and share best practices.

4. Research, Monitoring and Evaluation: Facilitates the review of systems and capacity related to delivery of services to children and the interventions to improve such systems and capacities. With guidance from the Technical Centre of Excellence, proposes designs for assigned programmes. When agreed, prepares, implements, monitors and evaluates assigned UNICEF assisted programme or specific project(s). Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme/project objectives. Contributes to and enables the concurrent monitoring and reporting on performance indicators of Government flagship programmes and /or UNICEF–NGO managed programmes under the Project Co-operation Agreement. Integrates input/advice from the relevant Technical Centre for Excellence in Delhi. Supports/undertakes research that provides tracking on programmes of social inclusion.

5. Inter-sectoral collaboration: Proactively collaborates within state and/or sector with programme colleagues to give and receive knowledge and assistance. Pooling resources for more effective programming across the state. Assists in development of appropriate communication and information strategy to support and/or advocate programme development. Facilitates the planning and formulation of Behaviour Development/Behaviour Communication Change initiatives in state institutions (priorities are Health, Nutrition, WASH, & HIV Aids), to enable more effective behaviour change.

6. Emergency Preparedness and Response: Working with or acting as Emergency Focal Point to ensure that CCCs are met following a major disaster through strengthening of stratetic preparedness plans and capacity building. Facilitates mainstreaming of Disaster Risk Reduction and Climate Change initiatives in sector programmes

Qualifications, Skills and Attributes

a) Education
Master’s degree from a recognized university in any of the following: Environmental Science, Hydrology or Environmental, Civil or Mechanical Engineering, Public Health or a related field associated with water supply, sanitation and hygiene behaviour change.

b) Work Experience

Minimum Five years progressively responsible professional work experience in social development and engineering, project administration, capacity building and training, monitoring and evaluation, multi-stakeholder planning and knowledge management.

c) Languages

Fluency in English and Hindi required. Knowledge of local working language of the duty station is an asset.

Purpose of the Post

Under the general supervision of the Operations Manager, manage the supply chain originating from the state office demand. The post will strengthen the state office’s ability to procure, order and receive goods and services cost efficiently. It will also strengthen the state offices ability to control stocks and improve its responses to emergencies.

Major Duties and Responsibilities

35% Manage the local procurements of goods and services up to the limit established for the state office, including the establishment of local LTAs. Manage purchasing and/or calling off goods and services from LTAs. Monitor receipt of goods and services and prepare regular reports of the same. Participate in local CRCs. Supervise and maintain the correct filing of the department’s procurement documentation to include, requisition files, Bid files, PO and Contract files. Prepare monthly statement of all incoming AIR/SEA shipments.
30% Co-ordinate the state office demand for goods and services and in conjunction with requesting programs and S&P to establish and monitor the procurement plans. Obtain, store and make available to others local market knowledge.
30% In conjunction with S&P and local program set up, improve and support a functional and flexible distribution system. Coordinate across all the sectors and monitor usage of supplies. When necessary liaise and coordinate with customs and port officials, shipping, and transport agents in order to support clearance and receipt of imported goods.
5% Provide any other tasks as assigned by the supervisor.

Qualifications, Skills and Attributes

a) Education
Completion of secondary education from recognized university supplemented by courses in purchasing methods and/or accounting. Vocational training in Business Administration, Supply chain Management, logistics or a related field an asset.

b) Work Experience 
• Six years of progressively responsible professional work experience in supply/logistics management.
• Experience from emergency logistics is desirable.
• Experience of work in developing countries preferred.
