1. POSITION VACANT:  State Specialist- PPP & Contract Management, India Health Action Trust (IHAT), Lucknow
2. ORGANIZATION BACKGROUND:
India Health Action Trust (IHAT) was established in 2003 by the University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009. IHAT aims at improving public health initiatives both nationally and globally, by the provision of comprehensive technical assistance in the areas of program planning, management and monitoring.

IHAT has been providing comprehensive technical assistance as above to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.
At the request of the Government of Uttar PradeshIHAT established a Technical Support Unit (TSU) in 2013, to provide integrated and embedded techno-managerial support to strengthen the existing health system for achieving sustained health outcomes at-scale. IHAT is focusing on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state, with funding support from the Bill & Melinda Gate Foundation (BMGF) and the Central and State governments.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Deputy Director- Private Sector and PPP & Contracting, the State Specialist- PPP and Contract Management shall provide support to the Department of Medical Health & Family Welfare, in procuring and managing PPP and other private sector contracts, within the health sector in Uttar Pradesh.
Key Roles and Responsibilities: 
(1) Support the Department in the execution of procurement and contract management related policies and activities within the state, as follows:
(a) Gap assessment of existing structures and capacity within the government system with respect to bid and contract management processes;
(b) Capacity building of identified government resources, including handholding support on bid management and contract management with specific emphasis on SLA creation and monitoring;
(c) Assisting concerned government resources in the development and implementation of monitoring and evaluation tools, processes and systems for establishing a comprehensive M&E framework of health PPP projects in the state, including the preparation of periodic reports on results and outcomes of PPP projects;
(2) Support the Department in seeking appropriate approvals from GoI, for implementing innovative strategies for addressing relevant gaps, as necessary;
(3) Support the Deputy Director in developing strategies for change management through capacity building measures and phased transition plans;
(4) Coordinate with the ICT team and solution providers to design and implement MIS for managing performance and payments of PPP partners;
(5) Any other responsibilities given by the Deputy Director- Private sector and PPP & Contracting.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualifications:
(1) Applicants must be graduates from a top-tier institute;
(2) Applicants having an MBA degree, or equivalent qualification/ certification, with expertise in PPP, shall be at an advantage.
Experience:
(1) Applicants must have minimum of four years of relevant experience, including at least two years of experience in RFP development and subsequent bid management;
(2) Applicants must have experience of working in the Project Management Unit and supervising timely deliverables and compliance to SLAs, as well as calculating applicable penalties for at least two large-scale projects, preferably in the health sector;
(3) Applicants with prior experience of working with a government department (at Centre or State level), in addition to managing at least one PPP project, shall be preferred.
Competencies: 
(1) Demonstrated experience in managing medium-large scale projects with data and knowledge of appropriate tools; 
(2) Excellent written and interpersonal communication skills;
(3) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(4) Flexible with the ability to work in a challenging environment;
(5) Advanced knowledge of and skills in computers.
5. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position ranges from Rs.10 to 14 lacs. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
