3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Deputy DirectorICCSPL, the Manager- Program Monitoring and Evaluation, Strategic Partnership shall be responsible for managing ICCSPL’s monitoring and evaluation activities, supporting program teams and data management systems.
Key Responsibilities:
(1) Develop M&E system to monitor progress of individual projects funded by various donors/stakeholders and assess the performance of geographic and thematic programs comprised of multiple projects, as well as aggregate data to monitor progress against its own overall log frame & Theory of Change (ToC) and performance overall;
(2) Provide technical support to the members of the program team;
(3) Maintain the implemented policies, guidance, systems, procedures and tools related to monitoring and evaluation, and update as needed;
(4) Oversee the data collection and analysis processes to measure progress and achievements according to the M&E plan;
(5) Develop implementing partner (IP) M&E activities, targets, budgets and log frames;
(6) Mobilise relevant M&E technical assistance in a timely manner, with clearly demarcated responsibilities that are based on the participatory and equity principles of the donors/stakeholders requirements;
(7) Write reports, analyse findings and provide recommendations as required for contributions to planning, risk management and reporting;
(8) Establish and maintain Projects MIS- with Quantitative and Qualitative data;
(9) Periodically document case studies, best practices and collect testimonies for highlighting outcomes and results;
(10) Support in reviewing and preparing monthly, quarterly and final narrative and financial donors’ reports;
(11) Work with other members of the team on grants writing and set up, follow up of program expenses and indicators, implementation of processes, standard operating procedures and any other tasks given to her/him by the line manager;
(12) Advise and support in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects;
(13) Build the capacities of project staff, partner institutions and other stakeholders for them to participate in and contribute to monitoring of the progress in various projects;
(14) Perform any other relevant duties, as assigned.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have a Master’s Degree in Social work, Information Management,
Project Management or other relevant academic background.
Experience:
Applicants must have 6-10 years of experience in programme monitoring and evaluation.
Skills and Attributes:
(1) Good project monitoring and people management skills, along with strong problem-solving and group work leadership skills;
(2) Good communication skills, including cross sectoral and international actor communication;
(3) Highly developed written communication skills to communicate complex concepts in an accessible way. This shall include report writing skills, presentation and influencing skills;
(4) Ability to interact with people of all ages and cultural backgrounds;
(5) Ability to work independently and as part of a team;
(6) Effective oral and written communication skills along with computer skills;
(7) Ability to work flexible hours and self-motivated;
(8) Innovative and creative thinking;
(9) Reliable and result driven;
(10) Independent and team player.
5. COMPENSATION OFFERED:
The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. NATURE OF EMPLOYMENT:
The incumbent shall initially be offered a two-year contract, which may be renewed based on resource availability and performance.
