About the Project
Challenge TB is an USAID-funded, global project, led by KNCV Tuberculosis Foundation, with the objective of accelerating the global fight against TB, in partnership with an international consortium of organizations that include The UnionAmerican Thoracic Society (ATS)FHI 360Interactive Research & Development (IRD)Japan Anti-Tuberculosis Association (JATA)Management Sciences for Health (MSH)PATH and the World Health Organization (WHO).
The Union is the lead partner for the Challenge TB Project in India, which commenced on January 1, 2015. TB continues to be a major public health problem in India, and has been receiving intensified and collaborative efforts from multiple stakeholders, with a view to achieving the Country’s vision of “TB Free India”. Challenge TB is contributing to TB control efforts in India through a Call to Action to End TB in India. The goal is to create and sustain high-level domestic commitment through mobilization of a wide range of stakeholders to provide a momentum capable of demanding and sustaining high-level domestic commitment to end TB in India and tapping the energy and influence of key stakeholders to drive political, administrative and technical solutions to specific key barriers in TB control in India. This is one of the most, high-profile public health campaigns in India in recent years, addressing an infectious disease that stills accounts for around 240,000 preventable deaths in the country each year.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Union is seeking qualified local candidates for the vacancy for Project Director-Challenge TB, based at New Delhi.
The Project Director- Challenge TB shall report to the Regional Director, The Union South-East Asia Office. The Project Director shall lead the project and be responsible for the oversight, planning, coordination, administration, supervision, management and monitoring, and evaluation of all Challenge TB (CTB) project related activities in India.
Key Job Responsibilities:
(A) Overall Project Leadership (40%):
(1) Coordinate with all Challenge TB (CTB) partners for representing the project in India and maintain communication with all concerned parties, including the Ministry of Health and Family Welfare (MoHFW), USAID Mission, CTB partners in India (PATH, FIND, KNCV), and other partners, collaborating with the project; 
(2) Provide strategic leadership and take primary responsibility for the achievement of the technical objectives of the project, ensure effective management and development of staff, and timely and accurate fulfilment of administrative and reporting requirements specified in the donor contract/ cooperative agreement;
(3) Liaise and maintain close and effective collaboration with senior officials of the Government of India, particularly Central TB Division, MOHFW, donors and other international agencies, corporate/ private sector, civil society, professional associations and other stakeholders;
(4) Ensure timely implementation and smooth operation of overall CTB project activities and the achievement of project objectives and deliverables;
(5) Lead and coordinate the development of annual work plans, budgets, periodic progress reports and quarterly and annual monitoring and evaluation reports, in close collaboration with partners and in accordance with project requirements and timelines;
(6) Manage the operations of the project in accordance with the standards, policies and procedures of The Union and donors. Provide for the appropriate control and accountability of all funds, physical assets and other project property;
(7) Engage with leadership of CTB partners in-country, to enable collaboration, timely reporting and sharing of successes with the National TB program.
(B) Technical Support for PMDT (30%):
(1) Ensure high quality technical expertise and support from the CTB team to CTD on TB, including Programmatic Management of Drug Resistant TB (PMDT);
(2) Provide support to the Revised National TB Control Programme’s (RNTCP) roll out of Bedaquiline Conditional Access programme, introduction of other new drugs and shorter regimen for drug-resistant TB; 
(3) Ensure technical overview and support to other implementation partner organisations.
(C) Internal Coordination (10%)
(1) Coordinate with the Deputy Regional Director– TB & Communicable Diseases to seek guidance and review of all technical aspects of the project;
(2) Coordinate with other units of the office, including with other project teams, human resources, finance and operations, on related matters for the project.
(D) Team Management (20%)
(1) Effectively manage the performance of the team and conduct performance appraisal of team members;
(2) Develop, mentor and support team members for optimum performance;
(3) Effectively manage instances of low/ mediocre performance, through coaching and capability development;
(4) Strengthen inter-team communication, engender good team dynamics and resolve internal issues, as required;
(5) Provide support for the identification and recruitment of staff for vacant positions, including conduct of interviews, as a part of the selection panel for senior level positions;
(6) Perform other relevant duties as assigned by the Regional Director, The Union South East Asia.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications: 
Applicants must be MBBS, progressed by a specialization in Clinical/ Public Health, or a related field.
Experience: 
(1) Minimum 10 years’ experience, including technical leadership roles and managing similar or large projects, preferably in the area of TB;
(2) Experience or knowledge of the RNTCP and Programmatic Management of Drug Resistant TB;
(3) Experience of closely working and networking with influential leaders and personalities, in both the public and private sector, including the Government, donors and other stakeholders, is desirable;
(4) Experience of working in multi-cultural teams with international organisations, such as USAID and other international funding partners, is desirable.
Competencies and Skills:
(1) Excellent verbal and written communication skills in English;
(2)  Experience of managing implementation partners from a technical and programmatic point of view;
(3) High level of skill in building and managing collaborative relationships, developing and leading teams and planning and organising;
(4) Willingness and ability to travel throughout India and outside the country, as necessary.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.
