1. POSITION VACANT:  Team Leader – Model District, India Health Action Trust (IHAT), Lucknow

2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Executive Director, IHAT, the Team Leader – Model District will be leading coordination and execution of Model District concept within UP-TSU, including coordination with all the relevant internal and external stakeholders. The concept of Model district is to showcase the cumulative effect of multiple interventions/pilots being implemented by various govt./non-govt. partners and demonstrate an effective approach towards management of facilities and community interventions, without significant additional funding requirement
Key Roles and Responsibilities: 
(1) Developing the package of interventions for Model District and integrating into the delivery platforms of the TSU at health systems, facility and community levels;
(2) Developing detailed strategies and modalities of model district keeping in mind that the model district concept has to demonstrate an effective approach towards public health in the existing health system;
(3) Supporting the lead implementing organization with on-boarding and coordination with identified govt./non-govt. partners and development and delineation of their roles and responsibilities;
(4) Coordinating with all the other Team Leaders to integrate the interventions and pilots of all other grants;
(5) Leading the development of M&E framework and regular reporting as per the framework;
(6) Supporting lead implementing organization with recruitment for Model District;
(7) Overseeing and/or actively participating in the preparation of grant proposals and renewals and providing technical expertise for the same;
(8) Reviewing performance of projects using M&E data and ensuring use of evidence for program planning;
(9) Working closely with the project partners with respect to designing and finalizing project proposals, budgets and contracts;
(10) Any other responsibilities given by ED, TSU.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
Applicants must have an M.B.B.S degree from institution recognized by Medical council of India and Master’s in Public Health/ Hospital Management or equivalent qualification from a recognized institute/ university.
Experience:
(1) Applicants must have minimum 10 years of experience in a managerial and/ or technical capacity in the public health sector;
(2) Experience of managing large scale RMNCH/ Public Health program is preferable.

Skills and Competencies: 
(1) Demonstrated ability to supervise and manage large teams of professionals;
(2) Demonstrated experience in mentorship towards clinical and technical aspects of public health; 3) Excellent communication and interpersonal skills;
(4) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(5) Must be flexible and able to work in a challenging environment;
(6) Good computer skills.
5. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position ranges from Rs.14 to 18 lacs per annum. Please note that offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
