1. POSITION VACANT:  Specialist- Quality (Family Planning) (SQ-FP), India Health Action Trust (IHAT) (5 Vacancies) 

2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Senior Specialist Quality (SSQ-FP), IHAT, the Specialist- Quality (Family Planning) will be based in the zone and will be responsible for improvement of quality of care of the health facilities in a zone comprising of 5 districts. He/she will be expected to oversee and support the zonal team in the quality improvement process of selected facilities and provide mentoring as needed. 
Please Note: The position requires extensive travels to the facilities at the district level (up to 70%)
Key Roles and Responsibilities:
A. Mentoring, Training and Support
(1) Mentor the LMOs and Mo/ICs on appropriate documentation and quality assurance FP service delivery in the selected facilities;
(2) Support the government in training the facility staff on infection prevention in the selected facilities;
(3) Support the quality associates by mentoring of MO/ICs and LMOs and other hospital staff in strengthening of the key areas of FP service provision – counselling corner, IUCD kiosks, Labor room and OT in the selected facilities;
(4) Support the quality associates in mentoring facility staff on infection prevention and the counsellors on improving the counselling services quality in the selected facilities;
(5) Work closely at the District with the district officials to support the District quality assurance Cell (DQAC).
B. Planning, Team Management and Project Implementation
(1) Responsible for project management at Zonal level, developing work plans, tracking tasks, identifying and addressing gaps, reviewing operations and for other needed activities to meet quality objectives and deliver results;
(2) Wok with the government to perform gap analysis, risk analysis and develop micro plans for implementation of family planning quality improvements at zonal level to ensure necessary compliance to technical standards;
(3) Develop, review and disseminate guidelines, standards of practice, protocols and other tools to improve quality in clinical and non-clinical settings;
(4) Coach, mentor and provide feedback to team for capacity building and performance management of all direct reports;
(5) Provide any support required to troubleshoot issues at district level.
C. Monitoring and  Evaluation
(1) Support the development of results framework and key performance indicators and monitoring performance;
(2) Ensure timely submission of monthly reports and timely update for the designated cluster of districts;
(3) Work closely with the state program monitoring team to analyse data and take steps to ensure any gaps in strengthening are plugged.
D. Others
(1) Support in documenting best practices and developing plans to incorporate the learnings across districts;
(2) Perform other duties identified from time to time by Line manager.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
(1) Applicants must have MBBS/ BDS/ AYUSH from a recognized Institute/ University;
(2) MD in community medicine/ Master in Public Health/ Hospital Management, or equivalent qualification will be preferable
Experience:
(1) Applicants must have minimum five years of experience in planning and
implementing quality improvement initiatives at national/state level;
(2) Applicants should have at least two years of experience in implementing FP initiatives in a technical capacity;
(3) Minimum two years of experience in managing teams.

Skills and Competencies:
(1) Proactive; Ability to roll out quality improvement at community and system level,
(2) Exceptional Project Implementation and Team management skills
(3) Good at prioritizing tasks and deliverables
(4) Excellent time management and organizational skills
(5) Excellent written, analytical and interpersonal communication skills
(6) Proficiency of MS Office (Excel, Power Point, etc.)
5. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
