2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Assignment Background:

Madhya Pradesh has a total population of 72.6 million of which approximately 44% or estimated 31.9 million are under the age of 18 years. As per Census 2011, sex ratio in Madhya Pradesh is 930 female against 1000 male, which is below the national average of 940/1000. However, there is an improvement in sex ratio in comparison to 2001, where in the male-female ratio was 920/1000.

Child protection issues like child marriage, child labour and high crime rate against children continue to threaten the environment in which children live. Madhya Pradesh is one of the top six states in India which has high incidence of child marriage. In Madhya Pradesh, 30% girls and 39 % boys are getting married below the legal age of marriage. The National Family Health Survey- 4, 2015-16 data shows that 33% ever-married women who have ever experienced spousal violence in Madhya Pradesh and 3.3% married women have experienced violence during pregnancy. Madhya Pradesh continues to be at the top with regards to crime against children according to the National Crime Records Bureau (NCRB) Report, 2015. The state reported 12859 cases of crimes against children, second to Maharashtra, and 1687 cases under POCSO Act.

These indicate that the state is faced with multiple and complex challenges to provide for preventive and protective services for children who are vulnerable and in difficult circumstances.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Supreme Court of India has established Supreme Court Juvenile Justice Committee (SC-JJC) and High Court Juvenile Justice Committees (HC-JJC) across all states to review and monitor the implementation of critical legislations, particularly Juvenile Justice Act (JJA) and Protection of Children from Sexual Offences (POCSO) Act. HC-JJC has been in place in the state of Madhya Pradesh (MP) for few years. However it has been active and delivering in the last 2-3 years. IDA has been engaging with the HCJJC and investing in its activities for the last 3 years in the state. More specifically HC-JJC and IDA jointly organised a series of 3 regional level conferences and concluded with a state level conference where recommendations for effective implementation of JJ was presented and agreed by the state. There are also clear indications of its delivering results for children, in a structured and coordinated way.

In this context, the High Court of MP has proposed a Secretariat for High Court Juvenile Justice Committee with technical high level capacity to support the functioning of HC-JJC, in joint partnership between HCJJC, Dept. of Women and Child Development (DWCD) and IDA, Bhopal Field Office. The technical consultant will be part of the Secretariat assisting the HC-JJC in monitoring the implementation of critical legislations for children, tracking, documenting and reporting the same. The consultant will also play a critical role in coordinating with various stakeholders including DWCD, MP Police, Childline, NGOs and HCJJC.

The consultancy is related to IDA’s support to the High Court of Madhya Pradesh in the protection of children in monitoring the implementation of Integrated Child Protection Scheme (ICPS), JJ Act, POCSO and other critical legislations and programmes.

The consultancy will provide technical support in strengthening child protection systems infrastructure at the state and district level, to enable functional systems. It will focus on enhancing the knowledge and capacity of stakeholders in the area of child protection and continuously review and monitor the same. The consultancy will also facilitate greater convergence at the district and state level among various child protection stakeholders.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have Graduation/Masters in Law;
(2) Applicants having PG in Business Admin., or Social Work, or Anthropology, or other relevant discipline shall be preferred.

Experience:
(1) At least nine years’ work experience in development sector with expertise in the field of Child Protection, Child Rights, with focus on law;
(2) Proven past experience in advocacy, policy influencing, evidence generation, data analysis and documentation;
(3) Proven past experience of demonstrated coordination and negotiation among varied senior government authorities and other stakeholders;
(4) Proven past experience of demonstrated negotiation skills and high level policy influencing skills.
 
Skills and Competencies:
(1) Thorough understanding and working knowledge of the concepts and implementation of the ICPS, Juvenile Justice, POCSO and legal provisions related to children 
(2) Excellent communication skills in Hindi and English; ability to speak, read and write fluently in both languages.
(3) Good computer skills, at least of MS-Office application software (MS Word, Excel, Power Point) and internet applications.

5. NATURE OF ENGAGEMENT:

The STC-JJ shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs. 1,11,000/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the STC-JJ).

7. LOCATION: Jabalpur, Madhya Pradesh with need base travel to field.

8. DURATION: The contract to the consultant will be issued in 2 phases. First phase will be for the period of 1st March to 30th June 2018 on the payroll of SAMS. Second phase will be for the rest of the period, from 1st July 2018 to 28th February 2019, subject to satisfactory performance.
