2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Senior Team Leader - Clinical, IHAT, the Team Leader- Boost will be leading a team of public health professionals to “boost” the implementation of specific interventions expected to have substantial impact in reducing mortality; 1) Early Initiation of Breast-Feeding, 2) Improved Management of Asphyxia in the Neonatal Period, 3) Prevention And Management Of Post-Partum Haemorrhage (PPH), within a given geography of the UPTSU. 
Key Roles and Responsibilities:
(1) Develop guidelines, protocols, study designs, tools and indicators for the boost interventions to gather evidence for scalable clinical interventions for the overall goal of improving maternal and new born healthcare in UP;
(2) Lead clinical and quality improvement interventions at community level, primary care facilities and first referral units through clinical pilots focusing on essential clinical interventions;
(3) Provide support in the development of clinical programs and ensuring implementation of key MNCH Boost interventions that include breastfeeding support and counselling to all mothers to practice recommended breastfeeding practices, systematic improvement in the detection and management of perinatal and fetal asphyxia and PPH leading to reduction in the case fatality rate of PPH and birth asphyxia.
(4) Facilitate absorption of successful pilots into implementation plans;
(5) Ensure that all staff across the technical unit and state/zonal/district offices are familiar with, adhere to and implement the identified procedures and processes.
(6) Participate in development, preparation, and dissemination/publication of relevant technical papers, documents, and materials based on evaluation of outcomes and challenges of the pilot interventions.
(7) Manage technical team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
Applicants must be MD in Paediatrics/OBGYN/ Community Health or equivalent qualification;
Experience:
(1) Applicants must have minimum of eight years of experience in providing technical support to public health programs, with at least five years of experience in health based technical projects focusing on complication management in pregnant women and new born children;
(2) Applicants having experience with operational research related to RMNCH interventions shall be at an advantage.
Skills and Competencies:
(1) Demonstrated supervisory and management of large teams of professionals;
(2) Excellent written and interpersonal communication skills;
(3) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(4) Advanced computer skills;
(5) Must be flexible and able to work in a challenging environment.
5. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position ranges from Rs. 15 to Rs. 18 Lacs annually. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
