3. JOB DESCRIPTION/ RESPONSIBILITIES:  
Reporting to the Associate Head, M&E, the Senior Manager- Monitoring & Evaluation will develop a genuine, internal and external, evidence-based learning approach to enable STIR’s programme team and government partners to learn rapidly and widely across education systems.
S/he will conduct high-quality, rigorous rapid learning cycles, using a mixed methods approach, leading to improvements in programme design and delivery. S/he will also collaborate with external partners on a longitudinal study of STIR’s impact, validating findings from their big-data approach and supplementing the same with rigorous process evaluations.
Key Roles and Responsibilities:
(A) Oversee STIR’s Monitoring Structures and Processes to Enable Rapid and Rigorous Internal and External Learning across Districts
(1) Develop tools, oversee data flows, and build capacity among programme teams and system partners, to learn from data and effect improvements based on findings;
(2) Conduct regular trend analysis in close collaboration with programme and design teams, for optimizing internal and external monitoring.
(B) Lead Implementation of Rapid Learning Cycle Evaluations Using Mixed-Methods Approach to Answer Key Learning Questions and Enhance Impact
(1) Design and implement rapid, rigorous quantitative and qualitative studies to answer specific learning questions focused on testing different impact levers;
(2) Leverage existing system data as part of rapid learning cycles and develop specific tools (e.g. surveys, etc.) to understand what works to accelerate impact.
(C) Work Closely with Country Lead to Implement External Longitudinal Study
(1) Collaborate with the Country Lead, external evaluation partner and cross-functional teams, on the design and implementation of longitudinal study to assess STIR’s impact;
(2) Ensure that learning effectively feeds into improvements in design and delivery and is shared back clearly with system partners.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:             
Qualifications:
Applicants must possess a post-graduate degree or higher qualification (preferably with a focus on quantitative and qualitative evaluation).
Experience:
(1) At least four years of experience in monitoring and evaluation, including two years at the managerial level;
(2) Prior experience of working in the area of education, including field experience shall be preferred;
(3) Experience of managing impact evaluations in partnership with external partners, shall be an advantage.
Skills and Competencies:
(1) Strong identification with STIR’s values;
(2) Proficiency in Kannada and/or Tamil is preferred;
(3) Strong quantitative and qualitative evaluation skills;
(4) Proficiency in using Stata/ SPSS and other relevant education software;
(5) Strategic, analytical and critical thinker;
(6) Strong attention to detail and ability to see things through to a very high standard;
(7) Dynamic self-started that demonstrates creativity and initiative;
(8) Openness and creativity to explore bold new ways of learning;
(9) Enjoys ambiguity and able to bring clarity where needed;
(10) Strong interpersonal and relationship management skills;
(11) Excellent self, project and time management;
(12) Proven experience striking the right balance between evaluation rigor and practical use of evidence to strengthen programme impact.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is Rs. 12.50 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
